CCM20050823 COMMON COUNCIL - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD AUGUST 23, 2005 The meeting was called to order at 7:49 PM by Mayor Damaske. Also present were Ald. Melcher, Borgman, Buckmaster, Madden, Patterson, Schroeder and Salentine, City Attorney Molter, Clerk-Treasurer Moyer and Deputy Clerk Blenski. Those present recited the Pledge of Allegiance. The Clerk-Treasurer stated the meeting was noticed in accordance with the open meeting law on 8/19/2005. APPROVAL OF MINUTES Madden moved for approval of the 8/9/2005 minutes. Salentine seconded; motion carried. RECOGNITION OF MARY BICHANICH A Certificate of Recognition was presented to Mary Bichanich for rescuing four weed harvester operators on Little Muskego Lake when a storm overturned their equipment. COMMUNICATIONS FROM THE MAYOR’S OFFICE Mayor Damaske acknowledged the receipt of two more donations to the Town Hall/Settlement Center project. Kwik Trip contributed $2,000 and Sentry, $400. ACCEPTANCE AND REVIEW OF COMMITTEE REPORTS Salentine moved for acceptance of the 8/23/2005 Finance Committee minutes. Melcher seconded; motion carried. Minutes of the 8/16/2005 Plan Commission, 7/27/2005 Library Board, 8/8/2005 Parks and Recreation Board and 8/15/2005 Community Development Authority were received and placed on file. OLD BUSINESS Reso. #151-2005 - Approval of Agreement for Software and Professional Services Between Tyler Technologies, Inc. and the City of Muskego. On the floor, deferred 8/9/2005. Motion carried 7-0. Ord. #1199 - An Ordinance to Amend the Zoning Map of the City of Muskego (Borchardt - RS-2, RSA and RSA/OIP to RS-2, RSA and RSA/OIP). Second Reading. Buckmaster moved for adoption. Salentine seconded. Buckmaster moved to defer. Schroeder seconded; motion carried. Ord. #1200 - An Ordinance to Amend the Zoning Map and 2010 Comprehensive Plan of the City of Muskego (Edgewood Contractors - A to RSM). Second Reading. Buckmaster moved for adoption. Salentine seconded. Schroeder moved to defer. Madden seconded; motion carried. NEW BUSINESS Reso. #161-2005 - Approval of Final Plat, Subdivider’s Agreement and Letter of Credit for the Weatherwood Courts Subdivision. Schroeder stated he would abstain from voting because of current business dealings with one of the developers, Mr. Stack. Salentine moved for adoption. Madden seconded. Atty. Molter stated changes he requested to the documents have been made. Buckmaster noted that the Public Works Common Council Minutes Page 2 August 23, 2005 Committee recommended approval of the subdivision’s plans for storm sewer, grading and drainage, and roadway construction. Motion carried 6 in favor and one abstention. Reso. #162-2005 - Resolution of Eligibility for Exemption from the County Library Tax Levy for 2006. Salentine moved for adoption. Melcher seconded. Motion carried 7-0. Reso. #163-2005 - Disallowance of Claim - James and Marie Hansen. Salentine moved for adoption. Melcher seconded. Motion carried 7-0. Reso. #164-2005 - Authorize Construction of Waukesha State Bank in the Redevelopment District No. 1 Project Area. Schroeder moved for adoption. Madden seconded. Motion carried 7-0. Reso. #165-2005 - Approval of Amendment to the Revolving Loan Fund Manual. Schroeder moved for adoption. Salentine seconded. Motion carried 7-0. Reso. #166-2005 - Approval of Revolving Loan Fund Application (Dr. Jodie Gruenstern - Animal Doctor, Inc.). Schroeder moved for adoption. Salentine seconded. Motion carried 7-0. Reso. #167-2005 - Resolution of City Appointment to Joint Review Board (Mayor Damaske). Schroeder moved for adoption. Buckmaster seconded. Motion carried 7-0. LICENSES Melcher moved for approval of Temporary Class “B” License to Sell Fermented Malt Beverages for Bethlehem Lutheran Church for 9/25/2005. Salentine seconded. Motion carried. VOUCHER APPROVAL Melcher moved for approval of payment of General Vouchers in the amount of $4,575,731.08. Salentine seconded. Motion carried 7-0. Schroeder moved for approval of payment of Utility Vouchers in the amount of $1,088,453.29. Buckmaster seconded. Motion carried 7-0. CITY OFFICIALS’ REPORTS The September calendar was reviewed. COMMUNICATIONS AND OTHER MISCELLANEOUS BUSINESS Patterson gave an update on Teen Advisory Board activities. ADJOURNMENT Buckmaster moved to adjourn at 8:12 PM. Melcher seconded; motion carried.
