COMMON COUNCIL - CITY OF MUSKEGO Approved
MINUTES OF MEETING HELD AUGUST 9, 2005
The meeting was called to order at 8:47 PM by Mayor Damaske. Also present were
Ald. Melcher, Borgman, Buckmaster, Madden, Patterson, Schroeder and Salentine, City
Attorney Trindl, Conservation Coordinator Zagar and Deputy Clerk Blenski. Those
present recited the Pledge of Allegiance. The Mayor stated the meeting was noticed in
accordance with the open meeting law.
APPROVAL OF MINUTES
Salentine moved for approval of the 7/26/2005 minutes. Melcher seconded; motion
carried.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Mayor Damaske read correspondence received from Stearns Electric and
acknowledged an $800 donation made by the company to the America Legion Post to
be used for the purchase of flags.
ACCEPTANCE AND REVIEW OF COMMITTEE REPORTS
Salentine moved for acceptance of the 8/3/2005 and 8/9/2005 Finance Committee
minutes. Madden seconded; motion carried.
Minutes of the 7/21/2005 Teen Advisory Board, 8/2/2005 Plan Commission, 7/21/2005
Police & Fire Commission and 8/2/2005 Conservation Commission were received and
placed on file.
OLD BUSINESS
Reso. #147-2005 - A Resolution Amending the 2005 Budget of the City of Muskego.
Salentine moved for reconsideration. Buckmaster seconded; motion carried. Salentine
moved to amend per the sheet provided. Borgman seconded; motion carried. Reso.
#147-2005, as amended, adopted 7-0.
Reso. #151-2005 - Approval of Agreement for Software and Professional Services
Between Tyler Technologies, Inc. and the City of Muskego. On the floor, deferred
7/26/2005. Buckmaster moved to defer. Salentine seconded; motion carried.
NEW BUSINESS
Reso. #154-2005 - Award of Bid - Moorland Road Skate Park - Concrete. Salentine
moved for adoption. Schroeder seconded. It was noted that the Parks & Recreation
Board recommended acceptance of the bid. Motion carried 7-0.
Reso. #155-2005 - Award of Bid - Moorland Road Skate Park. Patterson moved for
adoption. Schroeder seconded. Buckmaster moved to amend to add, “WHEREAS,
The Parks and Recreation Board has reviewed the bids and recommends acceptance
of the bid submitted by True Ride.” Melcher seconded; motion carried. Reso. #155-
2005, as amended, adopted 7-0.

Reso. #156-2005 - Approval of Articles of Agreement for Data Collection Services
between the City of Muskego and Tyler Technologies. Salentine moved for adoption.
Melcher seconded. Schroeder noted this had been budgeted for. Motion carried 7-0.
Reso. #157-2005 - Resolution to Create Part-Time Clerk/Telecommunicator Position
(Police Department). Salentine moved for adoption. Madden seconded. Motion carried
7-0.
Reso. #158-2005 - Authorize Construction of M & I Bank in the Redevelopment District
No. 1 Project Area. Madden stated she would abstain from voting because she is
employed by M & I. Schroeder moved for adoption. Melcher seconded. Motion carried
6 in favor and one abstention.
Reso. #159-2005 - Resolution to Adopt the Urban Forestry Management Plan Update.
Patterson moved for adoption. Salentine seconded. Mr. Zagar stated this is an update
to the City’s original plan, which was written in 1999. Plans typically should be updated
every five years. Doing so garners points with the DNR regarding the receipt of grant
money. The Conservation Commission has recommended approval. Mr. Zagar stated
much of the tree maintenance is performed by the Public Works and Parks Departments
and those costs are not reflected in the Urban Forestry line item, which is part of the
Conservation budget. Motion carried 7-0. Mr. Zagar was dismissed at 9:14 PM.
Reso. #160-2005 - Award of Bid - 2005 Road Improvement Program. Salentine moved
for adoption. Madden seconded. Motion carried 7-0.
Ord. #1199 - An Ordinance to Amend the Zoning Map of the City of Muskego (Borchardt
- RS-2, RSA and RSA/OIP to RS-2, RSA and RSA/OIP). First Reading. Melcher
expressed concern that the buffer zone of RSA between the BP-3 and RS-2 was not
adequate.
Ord. #1200 - An Ordinance to Amend the Zoning Map and 2010 Comprehensive Plan of
the City of Muskego (Edgewood Contractors - A to RSM). First Reading. Buckmaster
requested information from Plan staff regarding the recommendation made last year to
rezone the property from A to RCE/COPD and the new petition to rezone the property to
RSM, which also involves an amendment to the City’s 2010 Comp Plan. The proposed
use is quite different.

VOUCHER APPROVAL
Melcher moved for approval of payment of General Vouchers in the amount of
$452,915.26. Schroeder seconded. Motion carried 7-0. Schroeder moved for approval
of payment of Utility Vouchers in the amount of $78,624.22. Buckmaster seconded.
Motion carried 7-0. Melcher moved for approval of Tax Checks in the amount of
$8,291.47. Schroeder seconded. Motion carried 7-0.
COMMUNICATIONS AND OTHER MISCELLANEOUS BUSINESS
Melcher stated the Muskego Historical Society has submitted the requested
documentation to the Clerk’s office. He was excluded from a meeting that took place
with the Society earlier in the evening.
Salentine moved to adjourn at 9:29 PM. Buckmaster seconded; motion carried.
