CCM20041012 COMMON COUNCIL - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD OCTOBER 12, 2004 Mayor Slocomb called the meeting to order at 7:48 pm. Also present were Ald. Salentine, Borgman, Buckmaster, Melcher, Patterson and Schroeder, City Attorney Molter, Clerk-Treasurer Moyer and Deputy Clerk Blenski. Ald. Madden was not present. The Clerk stated the meeting was noticed in accordance with the open meeting law on 10/8/2004. The Clerk read the closed session notice regarding the purchase of the Paepke property. Mayor Slocomb stated the Council would not convene into closed session for the labor agreement issue. APPROVAL OF MINUTES Borgman moved for approval of the 9/28/2004 minutes. Salentine seconded; motion carried. ACCEPTANCE AND REVIEW OF COMMITTEE REPORTS Salentine moved for acceptance of the 10/6/2004 and 10/12/2004 Finance Committee minutes. Patterson seconded; motion carried. Schroeder moved for acceptance of the 9/27/2004 Public Utilities Committee minutes. Patterson seconded; motion carried. Minutes of the 10/5/2004 Plan Commission, 9/22/2004 Library Board and 10/4/2004 Community Development Authority were received and placed on file. NEW BUSINESS Reso. #167-2004 - Honoring City of Muskego Eagle Scout Jason Hooyman. Patterson moved for adoption. Melcher seconded. Motion carried 6-0. The Mayor presented the resolution to Jason who gave a brief description and distributed pictures of his Eagle Scout project. UNFINISHED BUSINESS Ord. #1180 - An Ordinance to Amend Chapter 35, Section 35.05 (7), of the Municipal Code of the City of Muskego (Property Maintenance Code - Property Maintenance Standards). Second Reading. Buckmaster moved for adoption. Schroeder seconded. Motion carried 6-0. NEW BUSINESS (Continued) Borgman moved to convene into closed session pursuant to 19.85(1)(e) Deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session; more specifically purchase of the Paepke property. Salentine seconded. Motion carried 6-0. The Clerk-Treasurer and Deputy were not present for closed session. Salentine moved to reconvene into open session. Patterson seconded. VOUCHER APPROVAL Salentine moved for approval of payment of General Vouchers in the amount of $562,111.78. Schroeder seconded. Motion carried 6-0. Schroeder moved for approval of payment of Utility Vouchers in the amount of $28,089.85. Buckmaster seconded. Motion carried 6-0. CITY OFFICIALS’ REPORT The Clerk announced a public hearing was scheduled for 10/28 at 7:25 pm to consider petition of Greg and Pat Wade to grant a rezoning from RS-3/OOS with special conditions to RS-3/OOS for the purpose of allowing all possible uses permitted under the RS-3/OOS zoning district and removing the special conditions that were previously established.
