CCM20040810 COMMON COUNCIL - CITY OF MUSKEGO Approved MINUTES OF MEETING HELD AUGUST 10, 2004 Mayor Slocomb called the meeting to order at 7:35 pm. Also present were Ald. Salentine, Borgman, Buckmaster, Madden, Melcher, Patterson and Schroeder, City Attorney Trindl, Clerk-Treasurer Moyer and Deputy Clerk Blenski. The Clerk-Treasurer stated the meeting was noticed in accordance with the open meeting law on 8/6/2004 and as amended on 8/9/2004. The Clerk-Treasurer read the closed session notices. APPROVAL OF MINUTES Salentine moved for approval of the 7/27/2004 minutes. Borgman seconded. Under Ord. #1174, Melcher requested the minutes be corrected to reflect that he voted “no” and Schroeder voted in the majority. Motion to approve the minutes as corrected carried. ACCEPTANCE AND REVIEW OF COMMITTEE REPORTS Schroeder moved for acceptance of the 8/4/2004 and 8/10/2004 Finance Committee minutes. Salentine seconded; motion carried. Minutes of the 8/03/2004 Plan Commission, 7/28/2004 Library Board, 7/15/2004 Police and Fire Commission, 6/17/2004 and 7/29/2004 Teen Advisory Board and 7/29/2004 Urban Forestry Committee were received and placed on file. UNFINISHED BUSINESS Reso. #127-2004 - Authorizing Street Name Change (Durham Drive). On the floor, deferred 7/27/2004. Buckmaster moved to defer. Salentine seconded; motion carried. Reso. #128-2004 - Resolution to Establish Traffic Regulations. On the floor, deferred 7/27/2004. Buckmaster moved to defer. Salentine seconded; motion carried. NEW BUSINESS Reso. #130-2004 - Approval of Certified Survey Map - Krause/Scholey, Town of Norway. Buckmaster moved for adoption. Schroeder seconded. Motion carried 7-0. Reso. #131-2004 - Approval of Certified Survey Map - Sonnentag. Buckmaster moved for adoption. Schroeder seconded. Motion carried 7-0. Reso. #132-2004 - Approval of Condominium Plat, Developer’s Agreement and Letter of Credit for St. Andrews Village Condominiums. Salentine moved for adoption. Madden seconded. Motion carried 7-0. Ord. #1178 - An Ordinance to Amend Chapter 37, Section 37.08(1), of the Municipal Code of the City of Muskego (Maintenance of Trees on Private Property). First Reading. LICENSES Salentine moved for approval of an Operator’s license for Jill Henneberry, Alexis Liapis and Rebecca Rupp. Madden seconded, motion carried. Common Council Minutes Page 2 August 10, 2004 VOUCHER APPROVAL Salentine moved for approval of payment of General Vouchers in the amount of $522,078.34. Schroeder seconded. Motion carried 7-0. Schroeder moved for approval of payment of Utility Vouchers in the amount of $165,067.64. Buckmaster seconded. Motion carried 7-0. Salentine moved for approval of Tax Checks in the amount of $3,621,382.77. Buckmaster seconded. Motion carried 7-0. CITY OFFICIALS’ REPORT Clerk-Treasurer Moyer stated a public hearing would be held at 7:25 pm on 8/24/2004 to consider the petition of Inpro Corporation to rezone property in the industrial park from I-1 Industrial Park District to I-1/OPD Industrial Park District with Planned Development Overlay District. Melcher moved to convene into closed session pursuant to 19.85(1)(c) Wis. Stats., Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, more specifically the 2004 - 2005 Labor Agreements for all bargaining units. Borgman seconded. Motion carried 7-0. Salentine moved to convene into closed session pursuant to 19.85(1)(e) Wis. Stats., Deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, more specifically acquiring additional park/conservation land. Borgman seconded. Motion carried 7-0. The Clerk, Deputy and City Attorney were dismissed at 7:58 pm. Salentine moved to convene into open session at 10:39 pm. Borgman seconded. Motion carried 7-0. The Mayor noted that Reso. #133-2004, “Resolution of Necessity for Additional Park/Conservation Land” would be removed from the agenda. ADJOURNMENT Melcher moved to adjourn at 10:40 pm.
