CCM20040212sp COMMON COUNCIL – CITY OF MUSKEGO Approved MINUTES OF SPECIAL MEETING HELD FEBRUARY 12, 2004 The meeting was called to order at 5:23 PM by Mayor Slocomb. Also present were Ald. Petfalski, Buckmaster, Damaske, Patterson, Salentine, and Schroeder, Finance Director Gunderson, Engineering/Building Inspection Director McMullen, and Clerk-Treasurer Marenda. Ald. Madden was absent. Those present recited the Pledge of Allegiance. The Clerk-Treasurer stated the meeting was noticed in accordance with the open meeting law on 2/11. OLD BUSINESS Reso. #033-2004 - Approval of Two-Party Construction Agreement Between the Waukesha County Department of Public Works and the City of Muskego. On the floor, deferred 2/10/2004. Mayor reported he provided a copy of Resolution 121-2003 approved in May 2003, which basically was the same as Reso. #033, but without the costs. Engineering/Building Inspection Director McMullen advised $289,000 was included in the capital budget for the recreational trails; sewer budget included the manhole costs, TIF #9 included the hydrant work. The stamped and colored concrete pavement work is budgeted as part of the bike path budgeted amount. Two intersections will be included, Woodland/Janesville and Tess Corners/Janesville. From the date the bids are open, the City has ten days to delete any portion of the project, even if lower than the estimate. Mayor stated once the original work is done, it will be county road and maintained by them. They will repair if damage becomes hazardous. The City would have to pay for re-stamping and pigmentation. The bike paths will be located on both sides of the road from Golden Country to College on the north and to Kipling on the south. Dawn stated the bike trails were financed with a borrowing in 2003 for $279,000 and Sean presented request for additional funding of $10,000 in 2004, which was budgeted from the landfill fund. The budgeted amounts were for just the bike trail. Sean said the original estimates included 100% of the costs for the bike paths, but we will not have to pay to replace existing concrete paths and sidewalks as the County will replace them. Also developers will install some of the path on the south side. Mayor reported the stamped and colored pavement was proposed to define the Tess Corners area as a separate historical area and to encourage development of the area. Petfalski agreed, but Patterson said he agreed with the concept of the different entryways but the cost is high. He did not feel it would attract more business. Buckmaster noted the Tess Corners Design Guide is in place. If we decide not to do this we’ll need to look at the entire design guide. We’ve created the HC-1 zoning district and have been working on the transitional properties, and if we take this away, along with the lighting, then what is the historical crossroads we’re trying to create. Schroeder felt the lighting would bring more to that area to keep the historical district than the roadway design, which would potentially require more maintenance. He noted the design guide is just a guide. Common Council Special Meeting Page 2 February 12, 2004 Buckmaster said the one intersection he would question would be Woodland/Janesville because it is not controlled with traffic signals and won’t have the foot traffic. Schroeder noted with the two intersections it would define the area. Salentine moved to amend the resolution to delete the name of Sean McMullen, leaving his title only. Petfalski seconded; motion carried. Resolution #33-2004, As Amended was adopted 4-2 with Schroeder and Patterson voting no. Petfalski moved to adjourn at 6:15 PM. Patterson seconded; motion carried.
