MINUTES OF MEETING HELD OCTOBER 14, 2003
The meeting was called to order at 8:50 PM by Mayor Slocomb. Also present were Ald.
Petfalski, Buckmaster, Damaske, Madden, Patterson, Salentine and Schroeder, City
Attorney Molter, Finance Director Gunderson, Planning Director Turk and Clerk-
Treasurer Marenda. The Clerk stated the meeting was noticed in accordance with the
open meeting law on 10/10/2003.
APPROVAL OF MINUTES
Buckmaster moved for approval of the 9/23/2003 and 9/30/2003 minutes. Petfalski
seconded; motion carried.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Mayor announced the City closed this morning on the purchase of a 17-acre parcel
north of Martin Dr. from Ethel Martin for the addition to Park Arthur. When the property
to the south becomes available, additional discussions will take place. A solicitation to
receive a “Best Managed Small Cities in America” recognition was received, with a cost
of $24,000 to produce a video. It was felt this would not benefit economic development
until Business Park land is available, and the offer would be refused at this time.

placed on file.
OLD BUSINESS
Reso. #208-2003 – Resolution to Adopt City of Muskego Salary Plan for 2003. On the
floor, amended and deferred 9/23/2003. Schroeder had a number of questions relating
to the difference in salary range of several positions between the study originally
submitted and the revised study without using West Allis and Wauwatosa comparables,
particularly where the prevailing rate went down, but the range increased. Finance
Director Gunderson explained how the formula is applied to the points, arriving at a
calculated mid-point, and is based on the internal equity of all the positions within our
organization, affecting the regression analysis. Schroeder asked that whenever this
study is done again, an alderman should be involved in the study to provide
communication with all the aldermen as to the process and progress on the study.
Mayor felt the information requested should really be obtained from administration.
Petfalski also clarified in absence of the Mayor, the person who can help the aldermen
get information is the Mayor’s executive assistant/HR coordinator. Schroeder still felt
one alderman getting the information and sharing it was more effective. *Schroeder
stated that by removing Wauwatosa and West Allis as comparables, this action
would fiscally benefit the City during upcoming represented employee
negotiations. Patterson expressed concern about giving people raises while laying off

others. Mayor advised approving the salary range does not give anyone a raise; it
merely adjusts the scale to bring it in relation to the market. Petfalski moved to amend
resolution to adopt the plan dated 10/6/03. Madden seconded; motion carried. Reso.

Ord. #1150 - An Ordinance to Amend Chapter 17, Sections 2.02 and 6.01, and Chapter
18, Section 18.27, of the Municipal Code of the City of Muskego (Adequate Public

Ord. #1154 - An Ordinance to Create Chapter 17, Section 6.11(4)(k), of the Municipal
Code of the City of Muskego (BSO Submittal Requirements). Second Reading.
Schroeder moved for adoption. Madden seconded; motion carried 7-0.
NEW BUSINESS
Discussion regarding any changes to draft Economic Development Strategic Plan
Mayor reviewed the draft plan and recommended changes, and asked for any other
changes to be submitted to Vandewalle for the final plan. Buckmaster requested that a
narrative be included in the Abstract similar to this: In trying to develop an economic
development plan, we understand that our base includes the quality of our natural
environment, richness of the local culture, the security and stability of the community,
the quality of public services and the quality of the public works infrastructure. The
Mayor, Planning Director and Ald. Buckmaster were requested to draft acceptable
language. Patterson asked if we’re ready to increase taxes to implement the plan, such
as hiring an economic development director. Mayor stated we determine what the
vision or plan should be. Future decisions are required to implement. Petfalski felt if we
had this plan 10 years ago we might not be in the economic situation we’re in now.

Planning is important. It is hoped to get the plan to Vandewalle this week to prepare for
the public hearing.

The following ordinances had first reading:
Ord. #1155 An Ordinance to Amend the Zoning Map and 2010 Comprehensive Plan

was requested to provide information on the affect on residential property values if
businesses are allowed among the residences. Mr. Turk was requested to compare the
petitions submitted by Ms. Meinerz and Mr. Bartes.

LICENSES
Petfalski moved for approval of a Temporary Class “B”/”Class B” Retailer’s License for
St. Leonard Congregation for 11/15/2003 and 2/14/2004. Patterson seconded; motion
carried.
VOUCHER APPROVAL
Petfalski moved for approval of payment of General Vouchers in the amount of
$381,002.21. Damaske seconded. Motion carried 7-0. Schroeder moved for approval
of payment of Utility Vouchers in the amount of $116,799.34. Buckmaster seconded.
Motion carried 7-0.
CITY OFFICIALS’ REPORTS
The Clerk-Treasurer announced a public hearing was scheduled for 10/28 at 7:25 pm to
consider a petition to rezone the City property located on Martin Drive from RSE to RSE
(OIP) for the expansion of Park Arthur.
COMMUNICATIONS
Petfalski moved to cancel the Common Council meeting on December 23, 2003.
Salentine seconded; motion carried. Mayor noted a resolution will be brought forward to
authorize the Mayor to approve vouchers on behalf of the Council for the end of the
year.
Schroeder noted that the Woods Road vacation of right-of-way that was deferred for six
months to obtain a report from SEWRPC will need to continue on deferral as SEWRPC
will be unable to complete the report until late spring, and he will notify the interested
parties accordingly.
