MINUTES OF MEETING HELD APRIL 22, 2003
The meeting was called to order at 7:54 PM by Mayor Slocomb. Also present were Ald.
Petfalski, Buckmaster, Damaske, Madden, Patterson, and Schroeder, City Attorney
Molter, Finance Director Gunderson, Dave Anderson of Ehlers, and Deputy Clerk
Blenski. Ald. Salentine was absent. The Deputy Clerk stated the meeting was noticed
in accordance with the open meeting law on 4/18/2003. Those present recited the
Pledge of Allegiance.
APPROVAL OF MINUTES
Damaske moved for approval of 4/8/2003 and 4/15/2003 minutes. Buckmaster
seconded; motion carried.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Mayor Slocomb read a proclamation declaring Friday, April 25 as Arbor Day.
ACCEPTANCE OF COMMITTEE REPORTS
Petfalski moved for acceptance of the 4/16/2003 and 4/22/2003 Finance Committee
minutes. Damaske seconded; motion carried.
Patterson moved for acceptance of the 4/7/2003 Public Services Committee minutes.
Madden seconded; motion carried.
Minutes of the 4/14/2003 Parks & Recreation Board, 4/10/2003 and 4/17/2003
Community Development Authority, 3/20/2003 Teen Advisory Board, and 4/15/2003
Plan Commission were received and placed on file.
OLD BUSINESS

Schroeder moved to defer until such time as the property owner and/or his attorney
contact the City to continue with the acquisition. Petfalski seconded; motion carried.

Motion carried 6-0.
Reso. #102-2003 - Resolution Giving Approval to the Conveyance of Property to the
Community Development Authority of the City of Muskego, Approving the Lease of
Certain Property and Improvements by the City of Muskego, Wisconsin and Approving
the Issuance of Not to Exceed $2,000,000 Community Development Lease Revenue
Bonds by the Community Development Authority and Related Documents and

Transactions. Petfalski moved for adoption. Madden seconded. Mr. Anderson noted
this is the next step in the TID #9 process. He briefly explained how the borrowing and
lease will work. Motion carried 6-0. Mr. Anderson was dismissed.
Reso. #103-2003 - Amendment to 2003 Budget. Petfalski moved for adoption. Madden
seconded. Motion carried 6-0.
Reso. #104-2003 - A Resolution Requesting State Mandate Waiver from §98.04, Wis.
Statutes. Petfalski moved for adoption. Madden seconded. Motion carried 6-0.
Reso. #105-2003 - Offer to Purchase - Paul and Ed Lindemann Et Al (Martin Drive).
Damaske moved for adoption. Madden seconded. Motion carried 6-0.

Ord. #1137 An Ordinance to Amend Chapter 12, Section 12.03(1)(b), of the Municipal
Code of the City of Muskego (Peddlers, Canvassers, Transient Merchants).
Ord. #1138 An Ordinance to Amend Chapter 3 and Chapter 21 of the Municipal Code
of the City of Muskego (Sewer Utility).
Ord. #1139 An Ordinance to Repeal Ordinance #1136 Entitled “An Ordinance To
Impose A Moratorium On Certain Parcels Located In A Potential OWP Well Head
Protection Overlay District In The City Of Muskego” (Moorland And Janesville).
LICENSES
Petfalski moved for approval of a Trap License for Boxhorn Gun Club LLC (exp.
6/30/03) subject to approval of the Building Inspection Dept. Madden seconded; motion
carried.
VOUCHER APPROVAL
Petfalski moved for approval of payment of General Vouchers in the amount of
$569,408.14. Madden seconded. Motion carried 6-0. Madden moved for approval of
payment of Utility Vouchers in the amount of $395,199.22. Schroeder seconded.
Motion carried 6-0.
