COMMON COUNCIL - CITY OF MUSKEGO Approved
MINUTES OF MEETING HELD APRIL 23, 2002
The meeting was called to order at 7:35 PM by Mayor Slocomb. Also present were Ald.
Damaske, Le Doux, Patterson, Petfalski, Salentine, and Sanders, City Attorney Molter,
and Deputy Clerk Blenski. Those present recited the Pledge of Allegiance. The Deputy
Clerk stated the meeting was noticed in accordance with the open meeting law on
4/5/02.
Municipal Judge Gerald Boisits administered the oath of office to Mark Slocomb, who
had been previously sworn in by Clerk-Treasurer Marenda on 4/18/02. Mayor Slocomb
presented his comments.
Reso. #84-2002 - Expressing Appreciation to Gerald Boisits. Le Doux moved for
adoption. Petfalski seconded. Motion carried 6-0. The resolution was presented to
Judge Boisits who also made a few comments.
APPROVAL OF MINUTES
Salentine moved for approval of minutes of the 4/9/2002 and 4/16/2002 meetings.
Sanders seconded; motion carried.
The Mayor stated there would be no need to convene into closed session this evening.
ELECTION OF COUNCIL PRESIDENT
On the nominating ballot, the following nominations were made:
Alderman Petfalski
Alderman Patterson
On the first election ballot, the following votes were cast:
Alderman Petfalski 6
Alderman Petfalski was elected President of the Common Council.
ELECTION OF COUNCIL REPRESENTATIVE TO THE PLAN COMMISSION
On the nominating ballot, the following nominations were made:
Alderman Le Doux
Alderman Salentine
On the first election ballot, the following votes were cast:
Alderman Le Doux 6
Alderman Le Doux was elected to serve as Council Representative to the Plan
Commission.
ELECTION OF COUNCIL REPRESENTATIVE TO LITTLE MUSKEGO LAKE
PROTECTION AND REHABILITATION DISTRICT
On the nominating ballot, the following nomination was made:
Alderman Salentine
Atty. Molter noted that the statutes require the representative own property in the
district, if possible.

Alderman Salentine was elected to serve as Council representative to the Little
Muskego Lake Protection and Rehabilitation District.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Regarding the power plant update, Mayor Slocomb stated there was nothing new to
report other than an exchange of letters regarding the zoning classification. Mayor
Slocomb distributed the 2002-2003 Committee appointments. A Proclamation was read
declaring April 26 Arbor Day.
Salentine moved for acceptance of 4/17/2002 and 4/23/2002 Finance Committee
minutes. Sanders seconded; motion carried.
Sanders moved for acceptance of 4/15/2002 Public Utilities Committee minutes.
Petfalski seconded; motion carried.
Minutes of the 4/8/2002 Parks & Recreation Board, 4/16/2002 Plan Commission and
3/25/2002 and 4/17/2002 Conservation Commission were received and placed on file.
Reso. #80-2002 – Offer to Purchase – Martin, on the floor, deferred 4/9/2002. Petfalski
moved to defer. Damaske seconded; motion carried.
Reso. #85-2002 - Appointment of Alderpersons. Mayor Slocomb identified the various

appointments as follows: Library Board-Damaske, Parks & Recreation Board-7 District
Alderman, Conservation Commission-Nancy Salentine. Le Doux moved for adoption.
Salentine seconded. Motion carried 6-0.
Reso. #86-2002 - Appointment of Weed Commissioner for the City of Muskego(Wayne
Delikat). Salentine moved for adoption. Damaske seconded. Motion carried 6-0.
Reso. #87-2002 - Declaring Certain Weeds to be Noxious in the City of Muskego.
Sanders moved for adoption. Le Doux seconded. Motion carried 6-0.
Reso. #88-2002 - Appointment of Citizen Members to Board of Appeals. Salentine
moved for adoption. Petfalski seconded. Mayor stated he has not finalized the
appointments. Salentine moved to defer. Petfalski seconded; motion carried.
Reso. #89-2002 - Appointment of Citizen Member to Board of Review. Le Doux moved
for adoption. Sanders seconded. Salentine moved to defer as the Mayor stated he did
not have an appointment at this time. Damaske seconded; motion carried.
Reso. #90-2002 - Appointment of Citizen Members to Library Board. Salentine moved
for adoption. Sanders seconded. Salentine moved to defer. Le Doux seconded;
motion carried.
Reso. #91-2002 - Appointment of Citizen Members to Plan Commission. Petfalski
moved for adoption. Le Doux seconded. The Mayor stated he only had one
appointment at this time. Salentine moved to amend to appoint Harry Brodel for a term
to expire 5/1/2003. Petfalski seconded; motion carried. Reso. #91-2002, as amended,
adopted 6-0.

Reso. #92-2002 - Appointment of Citizen Member to Police and Fire Commission (R.
Rammer). Sanders moved for adoption. Le Doux seconded. Motion carried 6-0.
Reso. #93-2002 - Appointment of Citizen Members to Parks and Recreation Board.
Petfalski moved for adoption. Damaske seconded. The Mayor stated he did not have a
School District Representative to appoint at this time. Patterson moved to amend the
resolution to reflect the appointment of Jerald Hulbert for a term to expire 5/1/2007.
Salentine seconded; motion carried. Reso. #93-2002, as amended, adopted 6-0.
Reso. #94-2002 - Designating Public Depositories and Authorizing Withdrawal of City of
Muskego Monies. Salentine moved for adoption. Sanders seconded. Motion carried 6-
0.
Reso. #95-2002 - Approval of Lease Agreement Between the City of Muskego and
Water Bugs Ski Team, Inc. for Idle Isle Park Building. Petfalski moved for adoption. Le
Doux seconded. Motion carried 6-0.
Reso. #96-2002 - Approval of 2002 Salary Increase for Nonrepresented Employees of
the City of Muskego. Patterson moved for adoption. Le Doux seconded. Motion
carried 6-0.
Reso. #97-2002 - Designating Trustees of the City of Muskego Employee Deferred
Compensation Plan (Equitable Life Assurance Society of the United States). Le Doux
moved for adoption. Salentine seconded. Mayor Slocomb stated he and the Finance
Director were being designated as the trustees. Motion carried 6-0.
Reso. #98-2002 - Approval of Open Space Management Plan for Rosewood Estates
Addition No. 1. Salentine moved for adoption. Le Doux seconded. Motion carried 6-0.
Ord. #1103 - An Ordinance to Impose a Moratorium on Certain Parcels Located in a
Potential OWP Well Head Protection Overlay Zoning District in the City of Muskego.
First Reading. No one requested additional information. Sanders moved to suspend
rules to allow second reading. Damaske seconded; motion carried. Second Reading.
Sanders moved for adoption. Le Doux seconded. Motion carried 6-0.
LICENSES
Petfalski moved for approval of Operators Licenses for Jessica Larson, Lucas LeMaster
and Kristle Morin. Salentine seconded; motion carried. The Mayor noted that the
request for the Pioneer Inn was deferred at the Finance Committee meeting of
4/23/2002.
VOUCHER APPROVAL
Petfalski moved for approval of payment of General Vouchers in the amount of
$451,480.56. Le Doux seconded. Motion carried 6-0. Sanders moved for approval of
payment of Utility Vouchers in the amount of $496,969.44. Le Doux seconded. Motion
carried 6-0. Petfalski moved for approval of payment of Tax Checks in the amount of
$761.29. Sanders seconded. Motion carried 6-0.

COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Discuss Replacement of District 7 Alderperson. Discussion took place regarding the
notice to be published. Salentine suggested the word “resume” be listed first followed
by “and cover letter.” The Clerk’s office was requested to contact any applicant who
does not provide a resume and request that one be submitted. Damaske asked why
applicants were being requested to submit resumes. He believes that is too formal.
The individuals will be interviewed in person and be able to state their qualifications.
Other Council members disagreed and stated the resume did not have to be formal but
would provide the information necessary to formulate questions. The consensus of the
Council was to set the application deadline at noon on Thursday, May 9. At the 5/9
COW meeting, the day and time for the special Council meeting to conduct interviews
will be determined once the number of applicants is known. Interview questions should
be submitted to Council President Petfalski; the questions will not be made public prior
to the meeting. It was anticipated that the individual chosen would probably not be
sworn in until the last meeting in May. Applicants will be given 5/14 Council packets but
the majority of Council members felt it would be difficult for the person selected to
participate and vote on issues at that meeting.
Communication from Teen Advisory Board. Petfalski stated the Board has prepared a
letter of support for the Community Center; he will provide a copy to the Council
members.
