MINUTES OF MEETING HELD NOVEMBER 27, 2001

The meeting was called to order at 7:53 PM by Mayor De Angelis. Also present were
Ald. Slocomb, Le Doux, Patterson, Petfalski, Salentine, Sanders, and Wichgers, City
Attorney Molter, Planning Director Turk, and Deputy Clerk Blenski. Those present
recited the Pledge of Allegiance. The Deputy Clerk stated the meeting was noticed in
accordance with the open meeting law on 11/21/01.
The Deputy read the closed session notice.
Sanders moved for approval of the 11/13/01 minutes. Le Doux seconded; motion
carried.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Regarding the proposed power plant, the Mayor stated that the consultants would have
preliminary information to present at the next Plan Commission meeting. He discussed
proposed legislation and consolidation as a result of Vision 2000. Mayor De Angelis
also extended an invitation to the community to attend the City Tree Lighting on
Sunday, December 2 at 3:30 PM at the Library.

Salentine moved for adoption. Le Doux seconded. Motion carried 7-0.
Reso. #243-2001 - Approval of Preliminary Plat - Riverview Court. Le Doux moved for
adoption. Petfalski seconded. Motion carried 7-0.
Ord. #1088 - An Ordinance to Amend the Zoning Map of the City of Muskego (Tess
Corners Volunteer Fire Department - RSE to RSE/OIP). First Reading.
Ord. #1084 - An Ordinance to Amend Chapter 17, Sections 2.02 and 6.09, of the
Municipal Code of the City of Muskego (Zoning Code Definitions and Signs), on the
floor, deferred 11/13/2001. Slocomb moved to defer. Salentine seconded; motion
carried.
Ord. #1085 - An Ordinance to Amend Chapter 1, Section 1.09(1) of the Municipal Code
of the City of Muskego (Elections/Polling Places). Second Reading. Sanders moved
for adoption. Le Doux seconded. Motion carried 7-0.
Ord. #1086 - An Ordinance to Amend Chapter 17, Section 3, of the Municipal Code of
the City of Muskego (Zoning Administration and Enforcement). Second Reading. Le
Doux moved for adoption. Sanders seconded. Petfalski moved to amend to
incorporate minor changes as presented. Sanders seconded; motion carried. Ord.
#1086, as amended, adopted 7-0.

Reso. #235-2001 - Reapproval of Certified Survey Map, Amendment No. 1 to
Developer’s Agreement and Letter of Credit - Dreamland Development. Le Doux
moved for adoption. Sanders seconded. Motion carried 7-0.
Reso. #236-2001 - Resolution to Adopt a Conservation Plan. Petfalski moved for
adoption. Le Doux seconded. Mr. Turk stated getting to this point has taken about two
years. He thanked the Conservation Committee for its efforts. He outlined five key
areas that the plan addresses: environmental management priorities, acquisition
priorities, changing local ordinances to enable conservation subdivisions, establishment
of more detailed site plan review and site plan analysis procedures, and identification of
specific community character areas. Mr. Turk stated that the DNR is very interested in
the plan and has provided correspondence to commit matching funds for land
acquisitions. He also noted that some areas of the plan need to be reconciled with the
2010 Comprehensive Plan, which would prevail where any conflicts occur. Mr. Turk
stated that he and Mr. Wolff will present the plan at the National Planning Conference in
Chicago. Mayor De Angelis also thanked the committee members and stated they
deserve much gratitude for their dedication and hard work in putting the plan together.
Motion carried 7-0. Mr. Turk was dismissed at 8:16 PM.
ACCEPTANCE OF COMMITTEE REPORTS
Sanders moved for acceptance of the 11/27/01 Finance Committee minutes. Slocomb
seconded; motion carried.
Salentine moved for acceptance of the 11/27/2001 Public Works Committee minutes.
Patterson seconded; motion carried.
Minutes of the 11/20/2001 Plan Commission and 11/12/2001 Parks and Recreation
Board were received and placed on file.
Reso. #229-2001 - A Resolution Authorizing the City of Muskego to Borrow the Sum of
$1,900,000 by Issuing General Obligation Promissory Notes, Series 2001B Pursuant to
Section 67.12(12) of the Wisconsin Statutes and Authorizing the Sale of the Notes.
Petfalski moved for adoption. Le Doux seconded. Motion carried 7-0.
Reso. #230-2001 - Resolution Authorizing the Sale of $3,150,000 General Obligation
Street Improvement Bonds, Series 2001C. Salentine moved for adoption. Petfalski
seconded. Motion carried 7-0.
Reso. #231-2001 - A Resolution Authorizing the Issuance and Sale of $2,300,000
Water System Revenue Bonds Series 2001D of the City of Muskego, Waukesha,
Wisconsin. Sanders moved for adoption. Salentine seconded. Motion carried 7-0.
Reso. #232-2001 - Resolution Authorizing the Mayor to Approve Vouchers. Le Doux
moved for adoption. Salentine seconded. Motion carried 7-0.
Reso. #233-2001 - Approval of Cleaning Service Contract for 2002. Le Doux moved for
adoption. Wichgers seconded. Le Doux moved to defer. Salentine seconded; motion
carried.

Aids. Salentine moved for adoption. Sanders seconded. Motion carried 7-0.
Reso. #237-2001 - Resolution of Necessity - Public Boat Launch. Petfalski moved for
adoption. Le Doux seconded. Motion carried 7-0.
Reso. #239-2001 - Offer to Purchase - Borchardt. Le Doux moved for adoption.
Salentine seconded. Motion carried 7-0.
Reso. #240-2001 - Reapproval of Certified Survey Map - Low. Le Doux moved for
adoption. Salentine seconded. Motion carried 7-0.
Reso. #241-2001 - Resolution Establishing Salaries. Wichgers moved for adoption.
Salentine seconded. Motion carried 7-0.
Reso. #242-2001 - Resolution to Authorize Execution of Health Insurance Contract for
2002. Sanders moved for adoption. Salentine seconded. Sanders moved to amend to
add, “subject to approval of bargaining units.” Salentine seconded; motion carried.
Discussion took place regarding rate of increase with the Mayor indicating that the City
spent a great deal of time negotiating with various providers and obtained the best
possible quote. Reso. #242-2001, as amended, adopted 7-0.
Ord. #1087 - An Ordinance to Create Chapter 39 Traditional Neighborhood
Development and Amend Chapter 17, Section 9.03. First Reading.
Ord. #1089 - An Ordinance to Amend Chapter 1, Section 1.05, of the Municipal Code of
the City of Muskego (Conservation Commission). First Reading.
There were no licenses to approve.
VOUCHER APPROVAL
Slocomb moved for approval of payment of General Vouchers in the amount of
$1,025,178.36. Sanders seconded. Motion carried 7-0. Sanders moved for approval of
payment of Utility Vouchers in the amount of $175,698.79. Slocomb seconded. Motion
carried 7-0.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
The Mayor noted that agenda for the Special Council meeting would be amended to
include discussion from the school district meeting regarding the discussion from
Muskego-Norway School District Meeting regarding high school construction project
and issues relating to recreational and theatre facilities. The December calendar was
reviewed.
Petfalski moved to convene into closed session pursuant to §19.85(1)(e) Deliberating or
negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining reasons
require a closed session; more specifically Carity land purchase for community center

site. Sanders seconded. Motion carried 7-0. The City Atty. and Deputy were
dismissed .
Wichgers moved to reconvene into open session. Patterson seconded. Motion carried
7-0. Wichgers moved to adjourn at 9:43 PM. Sanders seconded; motion carried.
