COMMON COUNCIL - CITY OF MUSKEGO
MINUTES OF MEETING HELD SEPTEMBER 11, 2001

The meeting was called to order at 7:44 PM by Mayor De Angelis. Also present were
Ald. Slocomb, Le Doux, Patterson, Petfalski, Salentine, Sanders, and Wichgers, City
Attorney Molter, Clerk-Treasurer Marenda and Deputy Clerk Blenski. Those present
recited the Pledge of Allegiance. Mayor De Angelis requested a few moments of
silence to reflect on the tragic events of the day. The Clerk-Treasurer stated the
meeting was noticed in accordance with the open meeting law on 9/7/01.
Le Doux moved for approval of the 8/28/01 minutes. Salentine seconded; motion
carried.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Regarding the power plant update, Mayor De Angelis stated there was nothing new to
report; the open house has not been scheduled by El Paso. The Mayor announced the
individuals who will serve on the facilities committees for the community center and
theatre projects. The 2002 budget is nearly complete. Teen Advisory Board
nominations are still needed. Input will be obtained from the schools.
COMMITTEE REPORTS
Salentine moved for acceptance of the 9/5/01 and 9/11/01 Finance Committee minutes.
Sanders seconded; motion carried.
Patterson moved for acceptance of the 9/5/2001 Public Services Committee minutes.
Wichgers seconded; motion carried.
Wichgers moved for acceptance of the 8/27/2001 Public Works Committee minutes and
requested reference on page 1 to “northbound Janesville Road” be corrected to
“eastbound.” Le Doux seconded; motion carried.
Minutes of the 9/4/2001 Plan Commission and 8/22/2001 Library Board were received
and placed on file.
OLD BUSINESS
Ord. #1077 - An Ordinance to Establish Aldermanic District Boundaries in the City of
Muskego. On the floor, deferred 8/28/2001. Petfalski moved to defer until all
publication requirements have been met. Slocomb seconded; motion carried.
Ord. #1078 - An Ordinance to Amend the Zoning Map and 2010 Comprehensive Plan of
the City of Muskego (B-3 to B-3/OIP and B-1 to B-1/OIP - Pioneer Drive). Second
Reading. Le Doux moved for adoption. Petfalski seconded. Slocomb moved to amend
to include language to amend the 2010 Comp Plan. Sanders seconded; motion carried.
Motion to adopt Ord. #1078, as amended, adopted 7-0.

Ord. #1079 - An Ordinance to Amend Chapter 17, Sections 6.02 and 9.03 and to Create
Section 9.12 of the Municipal Code of the City of Muskego (Planned Development
Districts and Conservation Planned Development Districts). Second Reading. Le Doux
moved for adoption. Slocomb seconded. Salentine moved to amend any references to
“Director of Planning” to “Planning Director” and any references to “Director of Building
and Engineering” to “Engineering/Building Inspection Director.” Sanders seconded;
motion carried. Ord. #1079, as amended, adopted 7-0.
Ord. #1080 - An Ordinance to Amend Chapter 17, Section 2.02 and 6.11, of the
Municipal Code of the City of Muskego (Building, Site and Operational Plans). Second
Reading. Le Doux moved for adoption. Slocomb seconded. Slocomb moved to amend
title references as in Ord. #1079. Petfalski seconded; motion carried. Ord. #1080, as
amended, adopted 7-0.
Ord. #1081 - An Ordinance to Repeal and Recreate Chapter 18 of the Municipal Code
of the City of Muskego (Land Division Ordinance). Second Reading. Le Doux moved
for adoption. Slocomb seconded. Slocomb moved to amend title references as in
previous ordinances. Petfalski seconded; motion carried. Ord. #1081, as amended,
adopted 7-0.
NEW BUSINESS
Reso. #172-2001 - Approval of Preliminary Plat - The Settlement on Woods Road
Subdivision. Le Doux moved for adoption. Patterson seconded. Motion carried 7-0.
Reso. #173-2001 - Establish Traffic Regulations - Ruby Drive. Petfalski moved for
adoption. Patterson seconded. Motion carried 7-0.
Reso. #174-2001 - Siting Resolution for Proposed Expansion of Metro Recycling and
Disposal Facility (Waste Management of Wisconsin, Inc.). Le Doux moved for adoption.
Salentine seconded. The Mayor stated the City has taken the position that it is an
Affected Municipality by means of the existing agreement. Motion carried 7-0.
Reso. #175-2001 - Award of Bid - Pioneer Drive Demolition (Badger Wrecking).
Salentine moved for adoption. Sanders seconded. Motion carried 7-0.
Reso. #176-2001 - Approval of Agreement Between the City of Muskego and Ruekert &
Mielke, Inc. for Engineering Services. Sanders moved for adoption. Slocomb
seconded. Motion carried 7-0.
Reso. #177-2001 - Approval of Agreement Between the City of Muskego and Cole-
Layer-Trumble Company for 2002, 2003 and 2004 Maintenance Services. Slocomb
moved for adoption. Sanders seconded. Motion carried 7-0.

LICENSES
Slocomb moved for approval of Operators’ licenses for Chris Schreiber, Daniel
Hanrahan, and Leanne Plencner subject to the conditions regarding the applications as
determined by the Finance Committee on 9/5/2001. Salentine seconded; motion
carried.
Slocomb moved for approval of Class “B” License to Sell Fermented Malt Beverages for
the Muskego Volunteer Fire Co. for 9/22/2001. Sanders seconded; motion carried.
VOUCHER APPROVAL
Slocomb moved for approval of payment of General Vouchers in the amount of
$570,233.86. Sanders seconded. Motion carried 7-0. Sanders moved for approval of
payment of Utility Vouchers in the amount of $28,970.59. Petfalski seconded. Motion
carried 7-0.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Regarding the Little Muskego Lake Study, Slocomb stated a proposal needs to be
formulated. The deadline to accomplish this year was not met so the assessment
methodology will remain the same as in the past.
Petfalski moved to adjourn at 8:23 PM. Wichgers seconded; motion carried.
