CM062601 COMMON COUNCIL - CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 26, 2001 Approved: July 10, 2001 The meeting was called to order at 8:40 PM by Mayor De Angelis. Also present were Ald. Slocomb, Le Doux, Patterson, Petfalski, Sanders, and Wichgers, Clerk-Treasurer Marenda, and Deputy Clerk Blenski. Ald. Salentine was absent. The Clerk stated the meeting was noticed in accordance with the open meeting law on June 22. Le Doux moved for approval of the 6/12/01 minutes. Wichgers seconded; motion carried. COMMUNICATIONS FROM THE MAYOR’S OFFICE Regarding the power plant update, the Mayor stated a letter was received from Carl Wauer releasing the deed restriction. The City has not received anything from El Paso Power. He also gave an update on the state budget bill. City Hall will be closed on 7/4. The Waterbugs will sponsor fireworks on 7/3 at Idle Isle. COMMITTEE REPORTS Slocomb moved for acceptance of the 6/20/2001 and 6/26/2001 Finance Committee minutes. Sanders seconded; motion carried. Sanders moved for acceptance of the 6/18/2001 Public Utilities Committee minutes. Petfalski seconded; motion carried. Minutes of the 6/19/2001 Plan Commission, 5/23/2001 Library Board and 6/11/2001 Parks and Recreation Board were received and placed on file. OLD BUSINESS Ord.#1072 – An Ordinance to Amend Chapter 21, Section 21.07(2) of the Municipal Code of the City of Muskego (Penalty for Sewer Service Charges). Second Reading. Slocomb moved for adoption. Petfalski seconded. Motion carried 6-0. Penalty to be amended from 1½% to 1%. Ord.#1073 – An Ordinance to Amend Chapter 13, Sections 13.01(2), 13.01(3), 13.01(6) and 13.01(7) of the Municipal Code of the City of Muskego (Dogs). Second Reading. Patterson moved for adoption. Le Doux seconded. Patterson moved to amend Section 3 to strike the words, “provided in Section 13.01(7)4 of this chapter” and to add, “The microchip shall be an American Veterinary Identification Device (AVID) or equivalent. The chip implanted in the dog shall be consistent with the AVID technology and readable by an AVID scanner.” Wichgers seconded; motion carried. Ord. #1073, as amended, adopted 6-0. NEW BUSINESS Reso. #121-2001 - Expressing Appreciation to Peter D. Lentz. Slocomb moved for adoption. Sanders seconded. Motion carried 6-0. Mr. Lentz was present to accept the Resolution and offer some brief, parting comments. Slocomb moved for adoption. Wichgers seconded. Motion carried 6-0. The Resolution designates the City Forester position to issue nontraffic citations. Reso. #123-2001 - Approval of Agreement with Muskego-Norway School District for Liaison Officers. Sanders moved for adoption. Wichgers seconded. Motion carried 6-0. Reso. #124-2001 - Approval of Various License Applications for the City of Muskego for the Licensing Period July 1, 2001 to June 30, 2002. Le Doux moved for adoption. Petfalski seconded. Motion carried 6-0. Reso. #125-2001 - Approval of Agreement Between the City of Muskego and Ruekert & Mielke, Inc. for Professional Services for the Design of Martin Drive/Janesville Road Intersection. Slocomb moved for adoption. Le Doux seconded. Slocomb moved to amend to include revised Attachment D-Terms and Conditions to Agreement. Sanders seconded; motion carried. Reso. #125-2001, as amended, adopted 6-0. Reso. #126-2001 - Approval of Agreement Between the City of Muskego and R. A. Smith and Associates, Inc. for Engineering Services - 2001 Road Program. Sanders moved for adoption. Petfalski seconded. Motion carried 6-0. LICENSES Slocomb moved to approve Operators’ Licenses for Lorene Erickson, Katherine Verhaalen, Stephen Newman, Richard Haas, and Norman Krukowski, Jr. with a 3, 6 and 12-month review. Sanders seconded; motion carried. Slocomb moved to approve Temporary Class “B”/Temporary “Class B” License for St. Paul’s Lutheran Church on 8/5/2001. Petfalski seconded; motion carried. VOUCHER APPROVAL Slocomb moved for approval of payment of General Vouchers in the amount of $405,477.63. Le Doux seconded. Motion carried 6-0. Sanders moved for approval of payment of Utility Vouchers in the amount of $413,567.75. Petfalski seconded. Motion carried 6-0. CITY OFFICIALS’ REPORTS The Clerk announced that a public hearing would be held at 7:25 PM on 7/24/01 to consider an amendment to Chapter 17 to exempt parcels with OLS Lakeshore Overlay District Zoning from the maximum floor area ratio requirement. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW The July calendar was reviewed. Common Council Minutes Page 3 June 26, 2001 Redistricting Map proposals were reviewed. Although a couple aldermen preferred different maps, it was determined that Alternative E should be tweaked if possible to bring the percent deviation closer to the 2% goal, and if the county will accept more deviation, to bring a resolution forward to the next Council for adoption with the map and legal descriptions. Petfalski reported at the last Committee of the Whole meeting representatives of the Citizens Power group were told that the Mayor and aldermen were still interested in meeting with the group, and Mr. Golubski offered to set up the meeting. Since that time the president, Kurt Barikmo has indicated he is not available at this time and wanted to discuss with their attorney if it is in their best interest to meet with the City now. Petfalski can be contacted for any updates. Slocomb discussed the Council’s goal of city departments transferring documents to the City’s website. Transition from the I.S. Dept. is in progress. He prefers PDF format as it prints the same from any computer, but still need full HTML file as well for searching. He recommended Municipal Code be transferred to PDF format in full chapter configuration, rather than existing section style. Clerk indicated as soon as software and training are available to her department the process will start. Wichgers moved to adjourn at 10:35 PM. Slocomb seconded; motion carried.
