CM042401 COMMON COUNCIL - CITY OF MUSKEGO MINUTES OF MEETING HELD APRIL 24, 2001 Approved: May 8, 2001 The meeting was called to order at 7:37 p.m. by Mayor De Angelis. Also present were Ald. Slocomb, Le Doux, Patterson, Petfalski, Salentine, Sanders, and Wichgers, City Attorney Molter, Engineering/Building Inspection Director McMullen, Clerk-Treasurer Marenda, and Deputy Clerk Blenski. The Clerk stated the meeting was noticed in accordance with the open meeting law on 4/20/2001. Slocomb moved for approval of the 4/10/01 and 4/17/01 minutes. Le Doux seconded; motion carried. COMMUNICATIONS FROM THE MAYOR’S OFFICE Mayor De Angelis announced the 2001-2002 Committee appointments. Proclamations were read declaring April 27 Arbor Day and April 29 through May 5 Municipal Clerks Week. The Mayor stated a City Hall open house would be held on June 2 in th conjunction with the 75 anniversary of the Tess Corners Volunteer Fire Department. COMMITTEE REPORTS Sanders moved for acceptance of the 4/18/2001 and 4/24/2001 Finance Committee minutes. Slocomb seconded. Slocomb moved to send Cash Deposit Agreement- Verizon Wireless issue from the 4/18/2001 minutes back to Committee. Sanders seconded; motion carried. Motion to accept minutes without said paragraph carried. Minutes of the 4/17/2001 Plan Commission and 4/9/2001 Parks and Recreation Board were received and placed on file. OLD BUSINESS Reso. #45-2001 - Approval of Cash Deposit Agreement - Verizon Wireless, on the floor, deferred 4/10/2001. Slocomb moved to defer. Sanders seconded; motion carried. Ord. #1066 - An Ordinance to Amend the Zoning Map and 2010 Comprehensive Plan of the City of Muskego (Tess Corners Volunteer Fire Department - RSE and A to RSE/A/OIP). Second Reading. Le Doux moved for adoption. Patterson seconded. The Mayor stated that the information requested by the Council was still being researched. Slocomb moved to defer. Salentine seconded; motion carried. Mr. Verburgt was present on behalf of the fire department and agreed with the deferral. Salentine moved to convene into closed session pursuant to §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining Common Council Minutes Page 2 April 24, 2001 reasons require a closed session; more specifically purchase of Somogji property located at W180 S7799 Pioneer Drive. Slocomb seconded. Motion carried 7-0. Petfalski moved to convene into closed session pursuant to §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session; more specifically purchase of property adjacent to Parks Headquarters Building (W180 S7732 Pioneer Drive). The property to be purchased is located at W179 S7726 Pioneer Drive (Tax Key #2196.988). Wichgers seconded. Motion carried 7-0. The Clerk-Treasurer and Deputy were not present for the closed sessions. Wichgers moved to reconvene into open session. Petfalski seconded. Motion carried 7-0. Sanders moved for adoption. Petfalski seconded. Motion carried 7-0. Mr. McMullen was dismissed at 8:39 p.m. Reso. #83-2001 - Appointment of Citizen Members to the Board of Appeals (D. Conley and H. Motion carried 7-0. Reso. #91-2001 - Approval of License Agreement for Vandewalle & Associates, Muskego Development Handbook. Slocomb moved for adoption. Salentine seconded. Motion carried 7-0. Ord. #1067 - An Ordinance to Amend Chapter 20, Section 20.10(6), of the Municipal Code of the City of Muskego (Uniform Aids to Navigation: Waterway Markers/Permit Exemptions). First Reading. Salentine moved for suspension of rules to allow for second reading. Slocomb seconded. Motion carried 7-0. Second Reading of Ord. #1067. Salentine moved for adoption. Slocomb seconded. Slocomb explained that the ordinance would eliminate the existing 14-day reference because it is not clear, and would allow the Finance Committee to authorize the placement of temporary markers instead of the Common Council. Approval by the Council would be done through acceptance of the Finance Committee minutes and would not be identified as a separate agenda item with adoption of the ordinance. Motion carried 7-0. LICENSES Slocomb moved for approval of Operators’ Licenses for Margaret Holzhauer, Wendy Gifford, Alexandra Gottschalk, and Robert McMurray subject to a 3, 6, 9 and 12-month review. Salentine seconded; motion carried. Slocomb moved for approval of the placement of temporary racecourse markers for the Little Muskego Yacht Club for 14 days beginning 5/20/2001. Salentine seconded; motion carried. VOUCHER APPROVAL Slocomb moved for approval of payment of General Vouchers in the amount of $1,353,555.11. Le Doux seconded. Motion carried 7-0. Slocomb moved for approval of tax checks in the amount of $1,487.59. Sanders seconded. Motion carried 7-0. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW A draft of the May calendar was reviewed. Atty. Molter was dismissed. The Council requested that County supervisors and State legislators be invited to appear at future meetings separately. Slocomb moved to adjourn at 8:59 p.m. Petfalski seconded; motion carried.
