COMMON COUNCIL - CITY OF MUSKEGO Approved 7/25/2000
MINUTES OF MEETING HELD JULY 11, 2000
The meeting was called to order at 9:00 p.m. by Mayor De Angelis. Also present were Ald.
Slocomb, Le Doux, Patterson, Salentine, and Wichgers, City Attorney Molter, Clerk-Treasurer
Marenda, and Deputy Clerk Blenski. Ald. Chiaverotti and Sanders were absent. The Clerk-
Treasurer stated the meeting was noticed in accordance with the open meeting law on 7/7/00.
Salentine moved for approval of minutes of 6/27/00. Le Doux seconded; motion carried.
The Clerk-Treasurer read the closed session notices.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
The Mayor noted that the final two appointments to the Conservation Plan Committee were
Russ Stinebaugh and Henry Posbrig. Negotiations will begin with the Police Association as
the current contract expires at the end of this year. The Mayor also reported that he attended
a public hearing regarding MMSD bypass pumping.
COMMITTEE REPORTS
Slocomb moved for acceptance of the 7/5/2000, 7/7/2000 and 7/11/2000 Finance Committee
minutes. Salentine seconded; motion carried.
Patterson moved for acceptance of the 7/6/2000 Public Services Committee minutes. Le Doux
seconded. Slocomb moved for individual consideration of paragraph regarding Requirement
for Submittal of Plat of Survey and requested it be sent back to the committee. Wichgers
seconded; motion carried. Motion to accept minutes without said paragraph carried.
Reso. #153-2000 - Approval of Preliminary Plat - Lakewood Development. Le Doux moved for
adoption. Salentine seconded. Discussion took place regarding the private road within the
development and parking not being allowed because of the City’s fire code. Salentine stated
the need to review that issue in the future. Motion to adopt carried 5-0.
Ord. #934 - An Ordinance to Amend Chapter 14, to Add Section 1.5 (2)(n) of the Municipal
Code of the City of Muskego Floodplain Ordinance: Official Map (Plum Creek), on the floor,
deferred 6/27/00. Slocomb moved to defer. Salentine seconded; motion carried.
Ord. #1006 - An Ordinance to Amend the Zoning Map of the City of Muskego (College
Avenue/Milwaukee SMSA Ltd. Partnership - I-1 to I-1/OIP), on the floor, deferred 6/27/00.
Patterson moved to defer. Le Doux seconded; motion carried.
Ord. #1032 - An Ordinance to Amend Chapter 14 to Add Section 1.5(2)(o) of the Municipal
Code of the City of Muskego Floodplain Zoning Ordinance: Official Map (Jewel Creek), on the
floor, deferred 6/27/00. Patterson moved to defer. Salentine seconded; motion carried.
Ord. #1033 - An Ordinance to Amend the Zoning Map of the City of Muskego (RS-3 and RS-2
to RS-3/OPD - Quietwood Creek Subdivision). Second Reading. Salentine moved for
adoption. Slocomb seconded. Slocomb moved to defer. Le Doux seconded; motion carried.
Reso. #134-2000 - Establish Traffic Regulations, on the floor, deferred 6/27/2000. Patterson
moved to defer to obtain input from Chiaverotti. Wichgers seconded; motion carried.

Mayor De Angelis stated that legal counsel was not available regarding the City of Muskego
logo issue and, therefore, the Council could not convene into closed session No. 1. The Mayor
further stated that Mr. Peterson, through his legal representative, has indicated he will accept a
$1,500 settlement. The consensus of the Council was to proceed.
Reso. #147-2000 - Resolution as to the Matter of City of Muskego Logo. Slocomb moved for
adoption. Patterson seconded. Motion carried 5-0.
Reso. #148-2000 - Appointment of Citizen Member to the Police and Fire Commission. The
Mayor requested that the resolution be removed as he did not receive confirmation from his
proposed appointment.
Reso. #149-2000 - Final Resolution Authorizing Area Wide Water Capacity Assessment for
Water Services Under Wisconsin Statute 66.60 and Levying Water Capacity Special
Assessments Against Benefited Property (WCA) (Sixth Amended WCA District). Slocomb
moved for adoption. Le Doux seconded. Motion carried 5-0.
Reso. #150-2000 - Resolution to Adopt the Urban Forestry Strategic Plan and Urban Forestry
Management Plan. Slocomb moved for adoption. Le Doux seconded. Motion carried 5-0.
Reso. #151-2000 - Resolution to Create GIS Coordinator Position. Slocomb moved for
adoption. Salentine seconded. Slocomb clarified that this individual will be hands on
regarding the entire system. Motion to adopt carried 5-0.
Salentine moved to convene into closed session pursuant to §19.85(1)(e) Deliberating or
negotiating the purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons require a closed
session; more specifically land purchase for community center site. Le Doux seconded.
Motion carried 5-0. The City Attorney was dismissed. The Clerk and Deputy were not present
for closed session.
Patterson moved to reconvene into open session. Le Doux seconded. Motion carried 5-0.
Reso. #152-2000 - Offer to Purchase - Boehm-Maciolek Community Center. Salentine moved
for adoption. Slocomb seconded. Slocomb moved to amend the Offer as follows: line 229
extend strikeout through the end of the line, line 296 add “see Addendum B.” Salentine
seconded; motion carried. Reso. #152-2000, as amended, adopted 5-0.
Reso. #154-2000 - Approval of Agreement Between Humane Animal Welfare Society (HAWS)
and the City of Muskego. Patterson moved for adoption. Le Doux seconded. Motion carried
5-0.
Reso. #155-2000 - Authorizing Street Name Change (Lakes Parkway to Martin Drive). Le
Doux moved for adoption. Wichgers seconded. Motion carried 5-0.
LICENSES
Slocomb moved for approval of Operators’ Licenses for Chad Stevens, Jeffrey Kusch, and
Barbara Laing. Le Doux seconded; motion carried.
Slocomb moved for approval of Waterway Marker for Muskego Shores Community Association
for the 2000 - 2001 license year. Le Doux seconded; motion carried.

VOUCHER APPROVAL
Slocomb moved for approval of payment of General Vouchers in the amount of
$724,520.74. Salentine seconded. Motion carried 5-0. Slocomb moved for approval of Tax
Checks in the amount of $2,335.03. Le Doux seconded. Motion carried 5-0. Le Doux moved
for approval of payment of Utility Vouchers in the amount of $113,120.34. Slocomb seconded.
Motion carried 5-0.
There was no further business to come before the Council. Slocomb moved to adjourn at
10:05 p.m. Le Doux seconded; motion carried.
