MINUTES OF MEETING HELD MAY 23, 2000
The meeting was called to order at 7:44 p.m. by Mayor De Angelis. Also present were Ald.
Slocomb, Chiaverotti, Le Doux, Patterson, Salentine, Sanders and Wichgers, City Attorney
Molter, Clerk-Treasurer Marenda, Plan Director Turk, and Deputy Clerk Blenski. The Clerk-
Treasurer stated the meeting was noticed in accordance with the open meeting law on
5/19/2000.
Le Doux moved for approval of minutes of 5/9/00. Sanders seconded; motion carried.
The Clerk-Treasurer read the closed session notice.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
The Mayor stated the Conservation Plan Committee will consist of seven members
representing various interests. The appointments to the committee will be made at the next
Council meeting.
PERSONAL APPEARANCES
Mr. Ray Christenson and Mrs. Sachiko Rocke each presented $25,000 on behalf of the Library
Board and Friends of the Library to be used for the library computers. The Mayor thanked
them for the generous donation.
Reso. #112-2000 - Approval of Certified Survey Map - Henneberry. Chiaverotti moved for
adoption. Sanders seconded. Motion carried 7-0.
Ord. #1023 - An Ordinance to Amend the Zoning Map of the City of Muskego (Henneberry -
EA to RCE and EA to A). Second Reading. Salentine moved for adoption. Sanders
seconded. Motion carried 7-0.
Reso. #112-2000 - Approval of Certified Survey Map - Henneberry. Slocomb moved for
reconsideration. Chiaverotti seconded. Slocomb moved to amend to reflect the correct
ordinance reference which is “Ordinance #1023.” Sanders seconded; motion carried. Reso.
#112-2000, as amended, adopted 7-0.
COMMITTEE REPORTS
Salentine moved for acceptance of the 5/17/2000 and 5/23/2000 Finance Committee minutes.
Sanders seconded; motion carried.
Patterson moved for acceptance of the 5/10/2000 Public Services Committee minutes. Le
Doux seconded; motion carried.
Sanders moved for acceptance of the 5/15/2000 Public Utilities Committee minutes. Le Doux
seconded; motion carried.
Salentine moved for acceptance of the 5/22/2000 Public Works Committee minutes.
Chiaverotti seconded; motion carried.
The 5/8/2000 Parks and Recreation Board and 5/16/2000 Plan Commission minutes were
received and placed on file.

Reso. #74-2000 - Approval to Hire Consultant to Prepare Conservation Plan (Applied
Ecological Services/Vandewalle & Associates). On the floor, deferred 5/9/2000. Discussion
took place regarding the final contract language. Salentine moved to amend the resolution to
remove the reference to “Vandewalle & Associates” and to amend the Agreement to delete all
the words in Section 9. Termination beginning with “plus reasonable termination
expenses . . . .” The contractor will be contacted regarding the proposed change. Patterson
seconded; motion carried. Reso. #74-2000, as amended, adopted 7-0.
Ord. #1006 - An Ordinance to Amend the Zoning Map of the City of Muskego (College
Avenue/Milwaukee SMSA Ltd. Partnership - I-1 to I-1/OIP), on the floor, deferred 5/9/2000. Mr.
Turk noted that there was nothing new to report but a future meeting was scheduled. Slocomb
moved to defer. Sanders seconded; motion carried.
Ord. #1029 - An Ordinance to Amend the Zoning Map of the City of Muskego (LandVest
Development Group, Inc. A/OHS to B-2). First Reading. Patterson noted that the Council may
not want to act on this matter until a recommendation is received from the Plan Commission.
The Mayor stated it can be deferred at the time of second reading. It was noted that Mr. Turk
will monitor the time frame. The Plan Director was dismissed at 8:10 p.m.
Reso. #113-2000 - Resolution to Continue Participation in Community Development Block
Grant Program. Salentine moved for adoption. Slocomb seconded. Wichgers provided input
from the County level. Motion carried 7-0.
Reso. #114-2000 - Resolution to Renew Participation and Execution of a Cooperation
Agreement for the HOME Investment Partnership Program. Sanders moved for adoption.
Salentine seconded. Motion carried 7-0.
Reso. #115-2000 - Establish Traffic Regulations. Le Doux moved for adoption. Sanders
seconded. Motion carried 7-0.
Reso. #116-2000 - Approval of Fee Schedule for Department of Public Works. Salentine
moved for adoption. Chiaverotti seconded. Motion carried 7-0.
Reso. #117-2000 - Approval of Various License Applications for the City of Muskego for the
Licensing Period July 1, 2000 to June 30, 2001. Slocomb moved for adoption. Salentine
seconded. Salentine moved to amend to remove the “Class B” license for Sueann Shanklin
until clarification is received regarding a request to license an outside porch. Slocomb
seconded; motion carried. Reso. #117-2000, as amended, adopted 7-0.
Reso. #118-2000 - Third Amended and Revised Final Resolution Authorizing Installation of
Sewer Improvements and Levying Special Assessments Against Benefited Property (Loomis
Road/Drive Sewer Project MSS-1A-96 - Assessment District “SM”). Sanders moved for
adoption. Slocomb seconded. Motion carried 7-0.
Reso. #119-2000 - Acceptance of Improvements - Lakeview Highlands North. Slocomb moved
for adoption. Sanders seconded. Motion carried 7-0.
Reso. #120-2000 - Resolution Amending the Assessment Policy for Construction of Sanitary
Sewers. Sanders moved for adoption. Slocomb seconded. Motion carried 7-0.

Reso. #121-2000 - Resolution Amending the Assessment Policy for Construction of Water
Mains. Sanders moved for adoption. Le Doux seconded. Motion carried 7-0.
Reso. #122-2000 - Resolution of the City of Muskego, Wisconsin Consenting to the Change of
Control of Its Cable Television Franchisee from Timer Warner, Inc. to AOL Time Warner, Inc.
Slocomb moved for adoption. Sanders seconded. Patterson expressed concern regarding
Time Warner. The Mayor stated this was specifically an assignment resolution and could not
change the existing contract language. Motion carried with Slocomb, Chiaverotti, Le Doux,
Salentine, and Sanders voting “yes” and Patterson and Wichgers voting “no.”
Reso. #123-2000 - Approval of Amended Fire Protection Agreement with Muskego Volunteer
Fire Company for 2000. Slocomb moved for adoption. Chiaverotti seconded. Motion carried
7-0.
LICENSES
Slocomb moved for approval of Operator’s License for Jason Kessler. Sanders seconded;
motion carried. Slocomb moved for approval to grant “Class A” Retailers License for the Sale
of Intoxicating Liquors and Fermented Malt Beverages for Cygnett III, LLC, Anne Ryan agent.
Salentine seconded. Motion carried 7-0.
VOUCHER APPROVAL
Slocomb moved for approval of payment of General Vouchers in the amount of
$999,178.28. Sanders seconded. Motion carried 7-0. Slocomb moved for approval of Tax
Checks in the amount of $1,895.66. Sanders seconded. Motion carried 7-0. Sanders moved
for approval of payment of Utility Vouchers in the amount of $823,797.03. Le Doux seconded.
Motion carried 7-0.
CITY OFFICIALS’ REPORT
The Clerk-Treasurer noted that the joint meeting scheduled for 5/25/2000 with the City of New
Berlin has been canceled. The Committee of the Whole meeting will be held on 6/1/2000.
She stated a public hearing would be held on 6/13/2000 at 7:25 p.m. to consider the petition to
amend Chapter 14 to adopt a revised floodplain map for Jewel Creek. A public hearing will
also be held on 6/13/2000 at 7:20 p.m. to consider the petition of State Financial Bank to
rezone property in the SE ¼ of Section 9 from RS-3/OPD to B-3. The June calendar was also
reviewed with discussion regarding the possibility of switching the Public Utilities and Public
Services meetings.
The Mayor stated there was no reason to convene into closed session as he had nothing new
to report.
Chiaverotti moved to adjourn at 8:52 p.m. Sanders seconded; motion carried.
