MINUTES OF MEETING HELD MAY 9, 2000
The meeting was called to order at 7:35 p.m. by Mayor De Angelis. Also present were Ald.
Slocomb, Chiaverotti, Le Doux, Patterson, Salentine, Sanders and Wichgers (arrived at 9:35
p.m.), City Attorney Molter, Clerk-Treasurer Marenda, Plan Director Turk, and Deputy Clerk
Blenski. The Clerk-Treasurer stated the meeting was noticed in accordance with the open
meeting law on 5/5/2000.
Salentine moved for approval of minutes of 4/25/00. Sanders seconded; motion carried.

COMMUNICATIONS FROM THE MAYOR’S OFFICE
Mayor De Angelis declared May 19 and 20, 2000 as American Legion Poppy Days. He
presented an update on state legislation noting that bill regarding T-1 lines did not pass. The
Governor formed a commission to review funding sources for municipalities. The Governor
also appointed a board to review TIF in Wisconsin. Mayor De Angelis is the only elected
official to serve on the board as a member.
Ord. #1028 - An Ordinance to Amend the Zoning Map of the City of Muskego (A to A/OIP -
Addis). Second Reading. Slocomb moved for adoption. Le Doux seconded. Motion carried
6-0.
Reso. #97-2000 - Honoring City of Muskego Eagle Scout Andrew David Hagen. Slocomb
moved for adoption. Sanders seconded. Motion carried 6-0. The Mayor presented the
resolution to Andrew who provided information about his Eagle Scout project.
Reso. #102-2000 - Approval of Subdivider’s Agreement and Letter of Credit - Loughney and
Salentine. Salentine moved for adoption. Sanders seconded. Sanders moved to amend the
Agreement as follows: Section I. E. 2. to add the date of December 31, 2000; Section I. G. 1.
to strike “attached hereto as Exhibit F;” and Section V. E. to strike, “in the form attached
hereto, made a part hereof and marked Exhibit G;” Slocomb seconded; motion carried.
Attorney Molter verified that Letter of Credit was revised at the preceding Finance Committee
meeting pursuant to his recommendation. Reso. #102-2000, as amended, adopted 6-0.
Reso. #103-2000 - Approval of Certified Survey Map - Salentine. Chiaverotti moved for
adoption. Sanders seconded. Motion carried 6-0.
Reso. #104-2000 - Approval of Certified Survey Map - Salentine. Chiaverotti moved for
adoption. Sanders seconded. Motion carried 6-0.
Reso. #105-2000 - Approval of Certified Survey Map - Salentine. Chiaverotti moved for
adoption. Sanders seconded. Mr. Turk stated final maps were received today by his
department which include the technical changes required by the City Engineer. Motion carried
6-0.
Reso. #106-2000 - Approval of Certified Survey Map - Loughney. Chiaverotti moved for
adoption. Sanders seconded. Motion carried 6-0.
Reso. #107-2000 - Approval of Certified Survey Map - Loughney. Chiaverotti moved for
adoption. Sanders moved for adoption. Motion carried 6-0.

Loughney A to RCE and EA to RCE), on the floor, deferred 4/25/2000. Motion to adopt carried
6-0.
COMMITTEE REPORTS
Salentine moved for acceptance of the 5/3/2000 and 5/9/2000 Finance Committee minutes.
Sanders seconded; motion carried.
Minutes of the 4/26/2000 Library Board and 5/2/2000 Plan Commission meetings were placed
on file.
Reso. #74-2000 - Approval to Hire Consultant to Prepare Conservation Plan (Applied
Ecological Services/Vandewalle & Associates). On the floor, deferred 4/25/2000. Mr. Turk
stated the final revised contract has not been received. Atty. Molter stated there are still some
significant issues which need to be addressed. Slocomb moved to defer. Salentine seconded;
motion carried.
Ord. #1006 - An Ordinance to Amend the Zoning Map of the City of Muskego (College
Avenue/Milwaukee SMSA Ltd. Partnership - I-1 to I-1/OIP), on the floor, deferred 4/25/2000.
Salentine moved to defer. Chiaverotti seconded; motion carried.
Reso. #109-2000 - Support of Waukesha County Land Development Workgroup
Recommendation to Implement Development Review Checklists. Chiaverotti moved for
adoption. Le Doux seconded. Mr. Turk provided the checklist that the City currently uses
which exceeds what the workgroup recommended. Motion to adopt carried 6-0.
Reso. #110-2000 - Support of Waukesha County Land Development Workgroup
Recommendation to Restrict the Use of Certified Survey Maps for Certain Land Divisions.
Chiaverotti moved for adoption. Le Doux seconded. Mr. Turk noted his recommendation for
defeat of this resolution. Implementation would increase both the cost and time frame to
process land divisions. He stated that the Salentine/Loughney land divisions done through
certified survey maps presented a good example. If the definition were implemented, a plat
would have been required which would have cost the developers more money and added six
months to the approval process. Patterson asked if implementation could be used as a means
to slow development down. The Mayor stated no. Slocomb expressed concern that it could
actually drive owners of large parcels to create smaller lots. Motion to adopt defeated 6-0.
Reso. #99-2000 - Relocation Order of the City of Muskego, Waukesha County, Wisconsin
(Water Improvements). Salentine moved for adoption. Sanders seconded. Motion carried 6-
0.
The City Attorney was dismissed.
Salentine moved to convene into closed session pursuant to §19.85(1)(c) Considering
employment, promotion, compensation, or performance evaluation data of any public employe
over which the governmental body has jurisdiction or exercises responsibility, more specifically
selection of candidate to fill the Engineering/Building Director position. Slocomb seconded.
Motion carried 6-0. The Clerk, Deputy and Plan Director were not present during the closed
session.
Wichgers arrived at 9:35 p.m. Slocomb moved to reconvene into open session. Patterson
seconded. Motion carried 7-0.

Director. Slocomb moved for adoption. Salentine seconded. Motion carried 7-0.
Reso. #98-2000 - Resolution for Inclusion Under the State of Wisconsin Deferred
Compensation Plan. Sanders moved for adoption. Salentine seconded. Motion carried 7-0.
Reso. #100-2000 - Award of Bid - Official Newspaper. Le Doux moved for adoption. Slocomb
seconded. Motion carried 7-0.
Reso. #101-2000 - Resolution to Designate Temporary Location of Municipal Court for the City
of Muskego (Muskego Public Library). Salentine moved for adoption. Sanders seconded.
Motion carried 7-0.
Reso. #108-2000 - Resolution to Approve Financing and Execution of 2001 Revaluation and
Maintenance Services Agreement with CLT. Sanders moved for adoption. Salentine
seconded. Motion carried 7-0.
Reso. #111-2000 - Designating 1999 Unexpended Capital Project Funds to be Carried Over
into 2000. Sanders moved for adoption. Le Doux seconded. Motion carried 7-0.
LICENSES
Slocomb moved for approval of Operator’s License for Lawrence Keller. Sanders seconded;
motion carried.
VOUCHER APPROVAL
Slocomb moved for approval of payment of General Vouchers in the amount of
$440,971.71. Sanders seconded. Motion carried 7-0. Slocomb moved for approval of Tax
Checks in the amount of $1,479,346.16. Sanders seconded. Motion carried 7-0. Sanders
moved for approval of payment of Utility Vouchers in the amount of $121,520.04. Le Doux
seconded. Motion carried 7-0.
CITY OFFICIALS’ REPORT
The Clerk-Treasurer stated a public hearing would be held on 5/23/2000 at 7:25 p.m. to
consider the petition of LandVest Development Group to rezone property in the SW ¼ of
Section 18 from A/OHS to B-2.
Chiaverotti moved to convene into closed session pursuant to §19.85(1)(e) Deliberating or
negotiating the purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons require a closed
session; more specifically land purchase for community center site. Slocomb seconded.
Motion carried 7-0. Plan Director Turk was present for closed session.
Salentine moved to convene into closed session pursuant to §19.85(1)(e) Deliberating or
negotiating the purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons require a closed
session, more specifically Town of Vernon border agreement. Chiaverotti seconded. Motion
carried 7-0. The Clerk and Deputy were dismissed.
