COMMON COUNCIL - CITY OF MUSKEGO (Approved 5/9/2000)
MINUTES OF MEETING HELD APRIL 25, 2000
The meeting was called to order at 7:30 p.m. by Mayor De Angelis. Also present were Ald.
Slocomb, Chiaverotti, Le Doux, Salentine, Sanders and Wichgers, City Attorney Molter, Clerk-
Treasurer Marenda, and Plan Director Turk. Ald. Patterson was absent. The Clerk-Treasurer
stated the meeting was noticed in accordance with the open meeting law on 4/21/2000.
Slocomb moved for approval of minutes of 4/11/00, 4/13/00 and 4/18/00. Sanders seconded;
motion carried.
The Clerk-Treasurer read the closed session notice.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
The Mayor announced the aldermen appointments to the committees of the Common Council,
as attached. Chiaverotti advised she might have a problem as Council liaison to the festival
committee as it meets the same night as Plan Commission. Mayor reported a tree planting
ceremony will be held at about 2:30 p.m. in conjunction with the Library grand opening. A tree
seminar will be held at the Library in two weeks on Saturday on the care and planting of trees.

The grand opening of the Library will be 1-5 p.m. on Sunday, April 30. Census update - the
City of Muskego has one of the best return rates in the state. Mayor encouraged those who
have not returned their forms to do so. Linnie Lac Dam - DNR has issued permission to close
the gate.
COMMITTEE REPORTS
Slocomb moved for approval of the 4/19/2000 and 4/25/2000 Finance Committee minutes.
Salentine seconded; motion carried.
Sanders moved for approval of the 4/17/2000 Public Utilities Committee minutes. Le Doux
seconded; motion carried.
Salentine moved for approval of the 4/24/2000 Public Works Committee minutes. Sanders
seconded; motion carried.
Minutes of the 4/10/2000 Parks and Recreation Board and 4/18/2000 Plan Commission
meetings were placed on file.
OLD BUSINESS
Reso. #74-2000 - Approval to Hire Consultant to Prepare Conservation Plan (Applied
Ecological Services/Vandewalle & Associates). On the floor, deferred 4/11/2000. Slocomb
moved to defer. Le Doux seconded; motion carried.
Ord. #1006 - An Ordinance to Amend the Zoning Map of the City of Muskego (College
Avenue/Milwaukee SMSA Ltd. Partnership - I-1 to I-1/OIP), on the floor, deferred 4/11/2000.
Slocomb moved to defer. Le Doux seconded; motion carried.
Ord. #1026 - An Ordinance to Amend the Zoning Map of the City of Muskego (Salentine and
Loughney A to RCE and EA to RCE). Second Reading. Slocomb moved to defer. Chiaverotti
seconded; motion carried.
Ord. #1027 - An Ordinance to Amend Chapter 1, Section 1.06(2)(e) 2. and Chapter 2, Sections
2.01 and 2.09(2) of the Municipal Code of the City of Muskego (General Government and the
Governing Body). Second Reading. Slocomb moved for adoption. Salentine seconded.
Salentine moved to amend 1.06 (2)(e) 2. to read “The Municipal Judge shall keep and hold
court in the Muskego City Hall unless temporarily designated otherwise by Council resolution.”
Slocomb seconded; motion carried. Motion as amended carried 6-0.

Reso.#83-2000 - Resolution for Outdoor Recreation Aids for Veterans Memorial Park. Le Doux
moved for adoption. Sanders seconded. Motion carried 6-0.
Reso.#84-2000 - Award of Bid - 2000 Road Program. Salentine moved for adoption. Le Doux
seconded. Salentine inquired about the contractor installing shouldering on Loomis Dr. Mayor
indicated if approved by the Public Works Committee a change order would be needed.
Motion carried 6-0.
Reso.#85-2000 - Approval of Certified Survey Map - Sayer. Chiaverotti moved for adoption.
Le Doux seconded. Motion carried 6-0.
Reso.#86-2000 - Resolution to Hire Special Counsel to Represent Assessor at Board of
Review. Slocomb moved for adoption. Salentine seconded. Motion carried 6-0.
Reso.#87-2000 - Appointment of Alderpersons to Various Board (Wichgers-Library Board, Le
Doux-Parks and Recreation Board). Sanders moved for adoption. Le Doux seconded. Motion
carried 6-0.
Reso.#88-2000 - Appointment of Weed Commissioner for the City of Muskego (W.Delikat).
Salentine moved for adoption. Chiaverotti seconded. Motion carried 6-0.
Reso.#89-2000 - Declaring Certain Weeds to be Noxious in the City of Muskego. Sanders
moved for adoption. Chiaverotti seconded. Motion carried 6-0.
Reso.#90-2000 - Appointment of Citizen Members to the Board of Appeals (H.Schneiker,
C.Wiken). Salentine moved for adoption. Sanders seconded. Mayor noted the members have
asked Council to consider making all members full voting members rather than having
alternates. Further research will be done. Motion carried 6-0.
Reso.#91-2000 - Appointment of Citizen Members to the Board of Review (L.Guhr, C.Stewart,
T.Duranso). Le Doux moved for adoption. Sanders seconded. Motion carried 6-0.
Reso.#92-2000 - Appointment of Citizen Member to the Plan Commission (T.Smith). Salentine
moved for adoption. Chiaverotti seconded. Motion carried 6-0.
Reso.#93-2000 - Appointment of Citizen Member to the Police and Fire Commission
(M.Kuwitzky). Sanders moved for adoption. Le Doux seconded. Motion carried 6-0.
Reso.#94-2000 - Appointment of Citizen Member to the Library Board (C.Schwalbach,
D.Carter, R.Christenson, T.Uttke). Le Doux moved for adoption. Salentine seconded. Motion
carried 6-0.
Reso.#95-2000 - Appointment of Citizen Members to the Parks and Recreation Board
(K.Koble, D.Carlson). Le Doux moved for adoption. Chiaverotti seconded. Motion carried 6-0.

Parkland Ventures Liaison - Slocomb moved to appoint Ald. Wichgers as Parkland Ventures
Liaison as alderman of the district, to replace former Ald. Pionek. Le Doux seconded.
Wichgers accepted. Motion carried.
LICENSES
Slocomb moved for approval of Outside Dance Permit for Lynn Kurer-Bushy’s Pub on July 14,
15 and 16, 2000. Le Doux seconded; motion carried.
Slocomb moved for approval of Special Dance Permit for Thomas and Marlene Mather-Mather
Lanes for June 10, 2000. Salentine seconded; motion carried.
Slocomb moved for approval of Amendment to Licensed Premise for Thomas and Marlene
Mather-Mather Lanes for June 10 and 24, 2000 to include parking lot until 11:00 p.m.
Salentine seconded. Motion carried 6-0.
Slocomb moved for approval for Outside Dance Permit for Thomas and Marlene Mather-
Mather Lanes for June 24, 2000. Salentine seconded; motion carried.
VOUCHER APPROVAL
Slocomb moved for approval of payment of General Vouchers in the amount of
$776,805.30. Sanders seconded. Motion carried 6-0. Slocomb moved for approval of Tax
Checks in the amount of $544.20. Salentine seconded. Motion carried 6-0. Sanders moved
for approval of payment of Utility Vouchers in the amount of $628,037.22. Le Doux seconded.
Motion carried 6-0.
CITY OFFICIALS’ REPORTS

The Clerk-Treasurer asked for a date to hold a joint meeting with New Berlin, and May 25 was

selected, with June 29 as an alternate. The City calendar was reviewed and decided to move
Committee of the Whole meetings to second Thursday of the month due to LML District
moving to first Thursdays.
Salentine moved to convene into closed session pursuant to §19.85(1)(e) Deliberating or
negotiating the purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons require a closed
session; more specifically land purchase for community center site. Le Doux seconded.
Motion carried 6-0. The Clerk-Treasurer and City Attorney were dismissed.
Salentine moved to convene into open session. Sanders seconded. Motion carried 6-0.
Slocomb moved to adjourn at 9:20 p.m. Le Doux seconded; motion carried.
