CM041300 Jt Fr COMMON COUNCIL - CITY OF MUSKEGO Approved MINUTES OF JOINT MEETING WITH CITY OF FRANKLIN AT FRANKLIN CITY HALL ON APRIL 13, 2000 The meeting was called to order individually by Franklin Mayor Fred Klimetz, calling roll of his members present and Mayor De Angelis at 7:03 PM. Present for the City of Muskego were Aldermen Slocomb, Patterson, Le Doux, Chiaverotti, Pionek, Salentine and Sanders, and Clerk-Treasurer Marenda. Mayor Klimetz led the Pledge of Allegiance. Land Use, Planning, Commercial and residential development on joint border and Discussion on design standards Mayor De Angelis provided copies of Muskego’s draft of the 2010 Comprehensive Plan. He noted the two communities’ planners have met. The appointments to the Joint Committee formed to review issues of common interest were announced: Muskego - Ald. Mark Slocomb, Don Reidy and Jackie Schweitzer; Franklin - Ald. Steve Olson, Tim Solomon and one member to be selected. Parameters for the committee will include discussion on both communities having similar design standards as to the quality of business and residential development along the borders; transitional land uses; and feasibility of the communities working together on a business park that straddles the borders. Infrastructure Development Franklin’s City Engineer Jack Bennett reported anticipated project dates of June 15 to August 15 for their sewer project on Woods Road. No detours are planned through residential areas. Mayor De Angelis advised Muskego’s Woods Road profile has changed for the reconstruction of Woods Rd. which will be done in 2001, and he will provide a copy to Mr. Bennett. Mayor De Angelis reported a sewer project will also take place on North Cape Rd. this year. Mr. Bennett advised of projects on Rawson this summer. He also noted Franklin has asked the county to increase the speed limit on Rawson. Franklin’s planner Bruce Kaniewski asked for information on the two proposed convenience service stations on the corner of Hwy. 36 and 45. Mayor De Angelis stated both have been approved. Not much reconfiguration of the intersection is planned. The design of both structures is pretty nice. One will probably be built soon, and the other may hold off awhile. Bike paths in the area of Hwy. 36 and 45 were discussed. Franklin utilizing their DPW to do the work, but other priorities keeping them busy. Agreements are in place with WEPCO. Will be trying to do work this summer. Muskego’s trail along Hwy. 36 will be finished to Muskego Dam Rd. soon. The retro-fit of the outlet for the pond between the cities on 00 discussed. Mr. Bennett says it is running, and they will be trying to clean out more. State legislative issues Smart Growth - Mayor Klimetz felt the cash incentive part is fairly meaningless to Franklin. Mayor De Angelis noted there has been a re-write to correct some of the errors dealing with conflicts in the regulations. Mayor Klimetz reported Franklin has joined the League of Wisconsin Municipalities lawsuit against Comm 83. It was noted Joint Common Council Meeting Page 2 April 13, 2000 both Muskego and Franklin will be discussing some type of moratorium because of Comm 83. Mayor De Angelis advised that impact fee discussion is back on the table for discussion at the Legislature. He also stated current legislation now provides libraries dollars for T-1 lines for the internet and no one else can use the line. There is a bill that would allow for municipalities to make that connection. He asked Franklin to contact their legislators to help get it to the floor. Mr. Kaniewski asked for the status of the annexation and school boundary issues in Waukesha County. Mayor De Angelis reported the first thing that was dropped from the proposal was the school boundary issue. About 60% of the communities in Waukesha County have passed a resolution supporting the initiative. Landfill issues Both communities get complaints about the amount of trash on the roads from the landfills. Mr. Bennett advised he calls the county for clean-up because county roads are involved. He feels they have been cleaner than in the past. Ald. Slocomb reported prior to a recent complaint, a draft was circulated of a roadside litter program that would be handled by the landfills themselves. Mr. Swendrowski stated the committee had received costs from Waste Management for a bi-weekly clean up and found the cost of $55,000 too high. Now trying for a spring and fall clean-up. The Metro Monitoring Committee will meet the first Thursday in May and the Superior Emerald Park Landfill Standing Committee will be invited. Mayor De Angelis advised the Future Parkland site will be closing. They had the pit for Briggs and Stratton’s foundry waste. Law enforcement, paramedics and safety issues Mayor Klimetz asked it if made sense or is it unrealistic to discuss some sort of sharing of these services. Obviously looking to reduce costs by sharing services, but recognizing both communities are in different counties and both are growing communities. It was decided not to pursue at this time. It was noted they do have mutual aid between the two communities. Mayor De Angelis noted that Waukesha County has put together a joint 800 mHz trunked radio system, and are working on a shared dispatch system for cooperation between jurisdictions within the county. There will be discussion at Muskego’s next Committee of the Whole meeting regarding an emergency warning system. The Police Chief is working on a proposal to place sirens throughout the community. Communications and Miscellaneous Business Mr. Bennett suggested an overlap on GIS maps along the edges which could help emergency services with maps going into each communities’ quarter section. Mayor De Angelis asked if Franklin passes the charge received from the State for the Sealer of Weights and Measures inspections to the businesses with measuring devices. Franklin responded they did not. Joint Common Council Meeting Page 3 April 13, 2000 Impact fee comparisons between the communities were made. Mr. Bennett reported a study is being done now on how to fund stormwater management. 42 basins have been built since 1993. Mayor De Angelis noted the discussion of funding options has also started in Muskego. Ald. Pionek asked what was being done on future maintenance of the ponds. Mr. Bennett said the landowners are responsible. Land is held in the name of the association. The structures have been constructed as part of the storm sewers. There hasn’t been a need yet to do dredging projects on the ponds. Mayor De Angelis said that detention ponds now have the property owners with individual ownership of the ponds for future assessment purposes. Discussion followed on the cost of Muskego’s new library at approximately $4.7 million including the purchase of land compared to the proposed cost approved by referendum in Franklin for a library of $5.8 million to be built on their own land. Franklin officials th were invited to attend the library’s open house on Sunday, April 30 from 1:00 p.m. to 5:00 p.m. The next joint meeting will be held at the Muskego Library with date to be determined.
