MINUTES OF MEETING HELD MARCH 28, 2000
The meeting was called to order at 7:48 p.m. by Mayor De Angelis. Also present were
Ald. Slocomb, Chiaverotti, Le Doux, Patterson, Pionek, Salentine, and Sanders, City
Attorney Molter, and Clerk-Treasurer Marenda. The Clerk-Treasurer stated the
meeting was noticed in accordance with the open meeting law on 3/24/2000.
Salentine moved for approval of minutes of 3/14/2000 and 3/15/2000. Sanders
seconded. Correction was made to the 3/15/2000 minutes to add the word “acre” after
th
80 in the 8 paragraph on page 1. Motion carried.
The Clerk-Treasurer read the closed session notices.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Mayor reported he attended a Milwaukee Regional Cable Commission meeting and
with only two more meetings scheduled this year, he will attend the meetings rather
than appoint a committee. Mayor also presented a legislative review. Bills in regard to
the library T-1 lines still not scheduled for floor action, but capital funding-libraries
scheduled for floor action Wednesday and will probably pass. The change in the
numbers for competitive bidding is stalled. Communications bill, new generation of
annexation bills and TIF legislation all buried in committee. As a City, we have
qualified and will receive a Tree City-USA award tomorrow in Madison. He issued a

reminder to go to the polls and vote on April 4.

were received and placed on file.
Reso. #63-2000 - Approval of Certified Survey Map - Grimmer. Salentine moved for
adoption. Slocomb seconded. Motion carried 7-0.
Ord. #1006 - An Ordinance to Amend the Zoning Map of the City of Muskego (College
Avenue/Milwaukee SMSA Ltd. Partnership - I-1 to I-1/OIP), on the floor, deferred
3/14/2000. Slocomb moved to defer. Chiaverotti seconded; motion carried.
Ord. #1020 - An Ordinance to Amend Chapter 12, Section 12.16(2), of the Municipal
Code of the City of Muskego (Regulating Swimming Pools - Permits Required).
Second Reading. Patterson moved for adoption. Le Doux seconded. Motion carried

Ord. #1021 - An Ordinance to Amend Chapter 15, Section 15.23, of the Municipal Code
of the City of Muskego (Underground Wiring). Second Reading. Pionek moved for
adoption. Le Doux seconded. Motion carried 7-0.
Ord. #1022 - An Ordinance to Amend Chapter 12 to Repeal and Recreate Section
12.01(7)(d) of the Municipal Code of the City of Muskego (License Quota). Second
Reading. Sanders moved for adoption. Slocomb seconded. Sanders moved to amend
language in paragraph (d)(5.) regarding quota of “Class C” wine licenses to base
issuance on population figure of 2,100. Salentine seconded; motion carried. Ord.
#1022, as amended, adopted 7-0.
Reso. #51-2000 - Approval of Preliminary Plat - Sarah Estates, on the floor, deferred
3/14/2000. Slocomb felt other approvals such as sewer connections should be first.
Mayor noted developer is aware they need to obtain all committee approvals. Pionek
expressed concern that Plan Commission requirement that all previously converted
wetlands be illustrated on the preliminary plat has not been done. Question was also
raised about the requirement to vacate a road, and noted the process will be
determined based on who petitions. Pionek also questioned if the Plan Commission
was going back to right angles at right-of-ways as in this plan because in last six
months they’ve been on a radius. Salentine moved to amend to add at the end of
NOW, THEREFORE, BE IT RESOLVED “and subject to the condition that the property
in question receives rezoning approval so as to allow for land divisions as
contemplated by the preliminary plat prior to approval of the final plat.” Le Doux
seconded; motion carried. Sanders moved to further amend to add, “with no direct
access to Woods Road designated on the final plat.” Pionek seconded; motion carried.

Feet North of Ladwig Drive. Sanders moved for adoption. Le Doux seconded. Motion

Reso. #68-2000 - Approval of Practice/Show Dates on Little Muskego lake Water Bugs
Ski Team. Salentine moved for adoption. Chiaverotti seconded. Motion carried 7-0.
Reso. #69-2000 - Approval of Lease Agreement Between the City of Muskego and
Water Bugs Ski Team (Idle Isle Park Building). Slocomb moved for adoption.
Chiaverotti seconded. Motion carried 7-0.
Reso. #70-2000 - Approval of Lease Agreement - Park Arthur. Salentine moved for
adoption. Le Doux seconded. Motion carried 7-0.
Reso. #71-2000 - Approval of Holding Tank Agreement. Slocomb moved for adoption.
Le Doux seconded. Motion carried 7-0.
Reso. #72-2000 - Reapproval of Final Plat and Subdivider’s Agreement for Champions
Village Addition No. 3. Slocomb moved for adoption. Salentine seconded. Much
discussion was held regarding the fact that the plan does not meet the stormwater
management ordinance, and concerns about certain potential drainage problems with
the plat as submitted. Salentine moved to amend fourth paragraph to insert after
“approved”, “subject to receipt of a written agreement from the developer regarding the
drainage issues east of Walten Hagen Drive and corresponding easements satisfactory
to the City”. Chiaverotti seconded. Salentine agreed, with the consent of Chiaverotti,
to amend her motion to also amend the third paragraph to insert after “City Engineer”,
“and verification of all easements on the final plat”. Motion carried. Motion to adopt
Reso. #72-2000 as amended adopted 6-1 with Pionek voting “no”.
Reso. #73-2000 - Authorize Execution of the Labor Agreement Between
Telecommunicators Unit of Local 2414 AFSCME and the City of Muskego January 1,
1999 - December 31, 2000. Slocomb moved for adoption. Salentine seconded. Mayor
noted this was brought back due to disagreement on interpretation and some missing
text. Motion carried 7-0.
Ord. #1024 - An Ordinance to Repeal and Recreate Chapter 1.05 (1) of the Municipal
Code of the City of Muskego (Board of Review). First Reading.
Ord. #1025 - An Ordinance to Amend Chapter 26, Sections 26.02 (1)(c), (1)(d), (1)(n),
(1)(t), 26.02(3)(a), 26.02(8)(b), and 26.02(9)(d) of the Municipal Code of the City of
Muskego (Park Rules and Regulations). First Reading.
LICENSES
Slocomb moved for approval of operator’s license for Noreen Forrest. Sanders
seconded; motion carried.

VOUCHER APPROVAL
Slocomb moved for approval of payment of general vouchers in the amount of
$606,106.53. Sanders seconded. Motion carried 7-0. Slocomb moved for approval of
payment of tax checks in the amount of $437.85. Sanders seconded. Motion carried 7-
0. Sanders moved for approval of payment of utility vouchers in amount of
$744,103.00. Le Doux seconded. Motion carried 7-0.
CITY OFFICIALS’ REPORTS
The Clerk-Treasurer noted the following upcoming meetings: Committee of the Whole
on 4/6/2000, Jt. Meeting with Franklin on 4/13/2000, and the Organizational Meeting on
4/18/2000. She reported a public hearing will be held on April 11, 2000 at 7:20 p.m. to
consider the petition of Wayne Salentine and John Loughney to rezone property in
Section 30 from A and EA to RCE.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
As the liaison appointed to work with Parkland Ventures, Ald. Pionek reported he met
with the architects today and a conceptual plan was finalized. Another meeting will be
held on Thursday to get some answers from the County regarding Janesville Road.
Le Doux moved to convene into closed session pursuant to §19.85(1)(e) Deliberating
or negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining
reasons require a closed session; more specifically negotiating contract with Muskego
Volunteer Fire Co. Salentine seconded. Motion carried 7-0.
Pionek moved to convene into closed session pursuant to §19.85(1)(c) Considering
employment, promotion, compensation, or performance evaluation data of any public
employe over which the governmental body has jurisdiction or exercises responsibility,
more specifically discussion regarding candidates for position of City Engineer/Building
Director. Salentine seconded. Motion carried 7-0.
Chiaverotti moved to convene into open session at 10:44 p.m. Salentine seconded.
Motion carried 7-0.
Reso. #215-99 - Approval of Fire Protection Contract with Muskego Volunteer Fire
Company for 2000, on the floor, deferred 3/14/2000. Chiaverotti moved to defer.
Patterson seconded; motion carried.
Patterson moved to adjourn at 10:46 p.m. Le Doux seconded; motion carried.
