COMMON COUNCIL - CITY OF MUSKEGO (Approved 7/27/99)
MINUTES OF MEETING HELD JULY 13, 1999
The meeting was called to order at 7:31 p.m. by Mayor De Angelis. Also present were
Aldermen Chiaverotti, Le Doux, Patterson, Pionek, Salentine and Sanders, City
Attorney Molter, Clerk-Treasurer Marenda, Plan Director Turk, and Deputy Clerk
Blenski. Alderman Slocomb was absent.
The Clerk-Treasurer stated the meeting was noticed in accordance with the open
meeting law on 7/9/99.
Salentine moved for approval of minutes of the 6/22/99 meeting. Chiaverotti seconded;
motion carried.
The Clerk-Treasurer read the closed session notice.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
The Mayor presented an update on his meeting with Waukesha County DOT and noted
that the time frame for the Janesville Road and Racine Avenue projects may change.
Ord. #989 - An Ordinance to Amend the Zoning Map of the City of Muskego from A to
RS-2/OPD (Champions Village Addition No. 2 of Country Club Villages). Second
Reading. Salentine moved for adoption. Sanders seconded. Motion carried 6-0.
Reso. #117-99 - Final Resolution Authorizing Area Wide Capacity Assessments for
Water Services Under Wisconsin Statute 66.60 and Levying Water Capacity Special
Assessments Against Benefited Property (WCA). Sanders moved for adoption. Pionek
seconded. Sanders moved to defer due to agreement with Waste Management not
being finalized. Chiaverotti seconded; motion carried.
Reso. #118-99 - Approval of Final Plat, Letter of Credit and Subdivider’s Agreement for
Champions Village Addition No. 2 of Country Club Villages. Salentine moved for
adoption. Sanders seconded. Motion carried 6-0.
Salentine moved to convene into closed session pursuant to §19.85(1)(c) Considering
employment, promotion, compensation, or performance evaluation data of any public
employe over which the governmental body has jurisdiction or exercises responsibility,
more specifically compensation and classification study for represented employees,
labor negotiations with represented employees, Personnel Code for Management and
Other Nonrepresented Employees, and pay for performance plan for nonrepresented
employees. Le Doux seconded. The Clerk-Treasurer was not present for closed
session. The Deputy Clerk, Plan Director, and City Attorney were dismissed.
Patterson moved to reconvene into open session. Chiaverotti seconded. Motion
carried 6-0.
COMMITTEE REPORTS
Sanders moved for acceptance of the 7/7/99 and 7/13/99 Finance Committee minutes.
Salentine seconded. Pionek questioned the 7/7 minutes regarding the release of funds
for the Movie-Plex since the ponds are not completed. Mayor noted the owners are

aware of changes needed, and staff feels a sufficient fund balance remains. Motion
carried.
Sanders moved for acceptance of the 6/21/99 Public Utilities Committee minutes. Le
Doux seconded; motion carried.
Salentine moved for acceptance of the 6/28/99 Public Works Committee minutes.
Chiaverotti seconded; motion carried.
Minutes of the 7/6/99 Plan Commission meeting and 6/23/99 Library Board were
received and placed on file.
Reso. #116-99 - Approval of Agreement Between the City of Muskego and Waste
Management of Wisconsin, Inc. On the floor, deferred 6/22/99. Sanders moved to
defer. Salentine seconded; motion carried.
Ord. #988 - An Ordinance to Repeal and Recreate Chapter 5 of the City of Muskego of
the City of Muskego Municipal Code Relating to Public Records. Second Reading.
Sanders moved for adoption. Salentine seconded. Motion carried 6-0.
Reso. #119-99 - Award of Bid for Sewer Hook-Up (Jones). Sanders moved for
adoption. Le Doux seconded. Motion carried 6-0.
Reso. #120-99 - Amendment to Deposit and Forfeiture Schedule. Salentine moved for
adoption. Sanders seconded. Motion carried 6-0.
Reso. #121-99 - Approval of Agreement between the City of Muskego and Humane
Animal Welfare Society (HAWS) for the Period July 1, 1999 - June 30, 2000. Salentine
moved for adoption. Patterson seconded. Motion carried 6-0.
Reso. #122-99 - Approval of Records Retention Schedule. Sanders moved for
adoption. Le Doux seconded. Motion carried 6-0.
Reso. #123-99 - Appointment to Parks and Recreation Board (Kelly Koble). Le Doux
moved for adoption. Chiaverotti seconded. Motion carried 6-0.
Reso. #124-99 - Approval of Amendment to Personnel Code for Management and
Other Nonrepresented Employees of the City of Muskego. Salentine moved for
adoption. Sanders seconded. Motion carried 6-0.
Ord. #990 - An Ordinance to Amend Chapter 12, Section 12.01(8) of the Municipal
Code of the City of Muskego. First Reading.
Ord. #991 - An Ordinance to Amend Chapter 6 of the Municipal Code of the City of
Muskego (Emergency Management, formerly Emergency Government). First Reading.
No additional information was requested for the above ordinances.

Sanders moved for approval of a regular operator’s license for Nicole Lueck, Gregory
Paaske, Kelli Zittergruen, and Kristen Poplawski. Salentine seconded; motion carried.
Sanders moved for approval of Temporary Class “B”/”Class B” Retailer’s License for St.
Paul Church for 8/1/99. Salentine seconded; motion carried.
VOUCHER APPROVAL
Sanders moved for approval of payment of general vouchers in amount of
$857,261.63. Patterson seconded; motion carried 6-0.
Sanders moved for approval of payment of tax checks in amount of $1,667.68.
Salentine seconded; motion carried 6-0.
Sanders moved for approval of payment of utility vouchers in amount of $112,556.43.
Le Doux seconded; motion carried 6-0.
CITY OFFICIALS’ REPORTS
The Clerk-Treasurer noted a draft agenda for the 7/22/99 Committee of the Whole
meeting was sent via e-mail and requested any changes be submitted by 7/16/99.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Patterson thanked Ron Stephens for his dedicated years of service to the Parks and
Recreation Board.
Sanders moved to adjourn at 10:15 p.m. Chiaverotti seconded; motion carried.
