MINUTES OF MEETING HELD MAY 25, 1999
The meeting was called to order at 7:50 p.m. by Mayor De Angelis. Also present were
Aldermen Slocomb, Chiaverotti, Le Doux, Patterson, Pionek, Salentine, and Sanders,
City Attorney Molter, and Deputy Clerk Blenski.
The Deputy Clerk stated the meeting was noticed in accordance with the open meeting
law on 5/21/99, and on 5/24/99 as amended.
Salentine moved for approval of minutes of the 5/11/99 and 5/20/99 meetings. Sanders
seconded; motion carried. Slocomb noted page 2 of the 5/11/99 minutes was changed
to reflect correct resolution number (#81-99).
The Deputy Clerk read the closed session notices.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Mayor De Angelis encouraged everyone to remember those that fought for the
freedoms we enjoy during the upcoming Memorial Day holiday. He updated the
Council on various issues including the PSC ruling on right-of-way regulation and the
Cooperation Council’s passage of a resolution and motion not to support casino activity
in Waukesha County. The Mayor also congratulated the championship City of
Muskego Rugby Team. The Mayor also noted that Director of Planning, Brian Turk, will
begin on 6/1/99.
COMMITTEE REPORTS
Slocomb moved for acceptance of the Finance Committee minutes of 5/19/99 and
5/25/99. Sanders seconded; motion carried.
Chiaverotti moved for acceptance of the Public Works Committee minutes of 5/18/99.
Pionek seconded; motion carried.
Sanders moved for acceptance of the Public Utilities Committee minutes of 5/17/99.
Slocomb seconded; motion carried.
Minutes of the 5/10/99 Parks & Recreation Board and 5/18/99 Plan Commission were
received and placed on file.
Reso. # 94-99 - Preliminary Resolution Declaring Intent to Levy Area-Wide Water
Capacity Assessment for Debt Service for Water Service Under §66.60 Wisconsin
Statutes (Second Amended WCA District). Salentine moved for adoption. Chiaverotti
seconded. Attorney Molter noted he is reviewing proposed agreement with Waste
Management. Motion to adopt carried 7-0.
Reso. # 95-99 - Amendment to Policy Relating to the Hiring of Relatives. Sanders
moved for adoption. Salentine seconded. Motion carried 7-0.
Reso. # 96-99 - Approval of Lease Agreement with Karl Thiesenhusen for Lease of
Park Arthur. Le Doux moved for adoption. Chiaverotti seconded. Slocomb noted he
was not present at the Finance Committee meeting and requested his name be
removed as sponsor. Motion carried 7-0.

Reso. # 97-99 - Denial of Petition to Amend Parks and Open Space Plan. Salentine
moved for adoption. Patterson seconded. Motion carried with 6 in favor and Pionek
abstaining.
Reso. # 98-99 - Resolution Authorizing the Renaming of Leisure Park to Veteran’s
Memorial Park. Le Doux moved for adoption. Chiaverotti seconded. Chiaverotti
provided background information and Le Doux requested plaque at Horn Field be
moved to Veteran’s Memorial Park. Motion carried 7-0.
Reso. # 99-99 - Rejection of Bids - Control Tower & Firing Range. Slocomb moved for
adoption. Salentine seconded. The Mayor noted the scope of the project would be
reduced and the project rebid because the money budgeted was about one half of the
amount of the low bid. Motion carried 7-0.
Reso. #100-99 - Rejection of Bids - Target Systems. Slocomb moved for adoption.
Sanders seconded. Motion carried 7-0.
Ord. #985 - An Ordinance to Create Section 12.21 of the Municipal Code of the City of
Muskego (Massage Therapist). First Reading.
Ord. #986 - An Ordinance to Amend Section 26.02(1) of the Municipal Code of the City
of Muskego (Park Hours). First Reading. Discussion took place regarding the
proposed 10:00 p.m. closing time and the effect on individuals launching or removing a
water craft. The City Attorney was directed to draft ordinance language to address.
LICENSES
Slocomb moved for approval of operators’ licenses for Robert, Lane, Daniel Mertes,
Kim Hoffman, Deborah Cashman, and George Henneberry. Salentine seconded;
motion carried.
Slocomb moved for approval of Waterway Marker for Bay Breeze Condominium Assn.
Salentine seconded; motion carried.
Slocomb moved for approval of Swim Beach and Waterway Markers for the City of
Muskego (Idle Isle), Aud Mar Supper Club, and R.L.C. (Amann’s Beach). Sanders
seconded; motion carried.
Slocomb moved for approval of Trap, Rifle, Archery for Boxhorn’s Big Muskego Lake
Gun Club, Inc. (R. Bennett), Hunter’s Nest (L. Klauser), Schultz Resort Rod and Gun
Club. Sanders seconded; motion carried.
VOUCHER APPROVAL
Slocomb moved for approval of General Vouchers in amount of $1,166,935.98.
Salentine seconded. Motion carried 7-0.
Slocomb moved for approval of Tax Checks in the amount of $359.23. Sanders
seconded. Motion carried 7-0.
Sanders moved for approval of Utility Vouchers in amount of $136,977.03. Le Doux
seconded. Motion carried 7-0.

COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
The Council discussed goals for the 2000 budget year which included: IS plan in
conjunction with the Finance Dept. to include a migration off of the AS-400 system,
acquisition of property and reconfiguration of Martin Drive, ditch evaluation system,
curb replacement and catch basin maintenance, siting of storm sewers, Freedom
Square ponds, and signals at Parkland Drive and Janesville Road. The Mayor stated
he would relay the goals at the 5/26/99 Dept. Head meeting.
Slocomb noted that an arbitration public hearing regarding the Superior Emerald Park
landfill has been scheduled for July 20, 21, and 22.
Slocomb moved to convene into pursuant to §19.85(1)(e) Deliberating or negotiating
the purchasing of public properties, the investing of public funds, or conducting other
specified public business, whenever competitive or bargaining reasons require a closed
session, more specifically, discussion with Council representative to the Landfill Siting
Committee related to contract issues with Superior Emerald Park. Sanders seconded.
Motion carried 7-0.
Patterson moved to convene into closed session pursuant to §19.85(1)(c) Considering
employment, promotion, compensation, or performance evaluation data of any public
employe over which the governmental body has jurisdiction or exercises responsibility,
more specifically compensation and classification study for represented employees,
labor negotiations with represented employees, and pay for performance plan for
nonrepresented employees. Chiaverotti seconded. Motion carried 7-0. The Deputy
Clerk was excused.
Salentine moved to reconvene into open session. Chiaverotti seconded; motion
carried.
Slocomb moved to adjourn at 10:10 p.m. Sanders seconded; motion carried.
