COMMON COUNCIL - CITY OF MUSKEGO (Approved 12/8/98)
MINUTES OF MEETING HELD NOVEMBER 24, 1998
The meeting was called to order at 7:45 p.m. by Mayor De Angelis. Also present were
Aldermen Slocomb, Chiaverotti, Patterson, Salentine, Sanders and Woodard, City
Attorney Molter, Clerk-Treasurer Marenda, and Deputy Clerk Blenski. Alderman
Pionek was absent.
The Clerk-Treasurer stated the meeting was noticed in accordance with the open
meeting law on 11/20/98.
Salentine moved for approval of the minutes of 11/10/98. Sanders seconded; motion
carried.
The Clerk-Treasurer read the closed session notices.
COMMUNICATIONS FROM THE MAYOR’S OFFICE
The Mayor stated the committee for selection of the Public Works Director will consist
of the Mayor, Aldermen Pionek and Slocomb, and a Public Works director from another
municipality. He noted that correspondence was forwarded to the aldermen regarding
the expenditure restraint program and state shared revenue. The Mayor also noted two
upcoming meetings were scheduled regarding stormwater management and he wished
everyone a pleasant Thanksgiving holiday.
COMMITTEE REPORTS
Minutes of the 11/11/98 Committee of the Whole meeting were received.
Slocomb moved for acceptance of minutes of the 11/18/98 and 11/24/98 Finance
Committee meetings. Sanders seconded. Motion carried.
Sanders moved for acceptance of minutes of the 11/16/98 Public Utilities Committee
meeting. Woodard seconded. Motion carried.
Minutes of the 11/17/98 Plan Commission meeting and 11/9/98 Parks and Recreation
Board meeting were received and placed on file.
Salentine moved to convene into closed session pursuant to §19.85(1)(c) Considering
employment, promotion, compensation, or performance evaluation data of any public
employe over which the governmental body has jurisdiction or exercises responsibility,
more specifically appeal regarding nonrepresented wage and compensation study.
Slocomb seconded. Carried 6-0.
Slocomb moved to convene into open session at 8:30 p.m. Chiaverotti seconded;
motion carried 6-0.
NEW BUSINESS
Reso. #222-98 - Resolution as to Appeal Regarding Nonrepresented Wage and
Compensation Study. Slocomb moved for adoption. Salentine seconded. Slocomb
stated issues still need to be reviewed with Mr. Gethmann. The Mayor stated he will try

to have him attend the next Council meeting. Slocomb moved to defer. Chiaverotti
seconded; motion carried.
Reso. #232-98 - Amendment to Subdivider’s Agreement - Lakewood Meadows Addition
#2. Salentine moved for adoption. Slocomb seconded. Slocomb enumerated the four
items that need to be addressed to the City’s satisfaction: certified lot grades, televised
sanitary sewers, cleaning of storm sewers, and safe water test. Salentine moved to
amend to delete the word “dated” at the end of the NOW, THEREFORE, BE IT
RESOLVED and to add “subject to approval of the Mayor” at the end of the BE IT
FURTHER RESOLVED. Slocomb seconded; motion carried. Patterson requested
privilege of the floor for someone present in audience regarding this issue. There were
no objections. Mr. Barrette requested clarification that the four items that needed to be
addressed were for the issuance of general building permits and not a condition of the
four model home permits. The Mayor stated that was correct. Reso. #232-98, as
amended, adopted 6-0.
Reso. #223-98 - Appointment to Board of Appeals (K. Rogers). Salentine moved for
adoption. Woodard seconded. Motion carried 6-0.
Reso. #224-98 - Resolution Declaring Certain Delinquent Personal Property Taxes to
be Uncollectible ($4,044.95). Slocomb moved for adoption. Salentine seconded.
Motion carried 6-0.
Reso. #225-98 - Authorizing Cancellation of Certain Uncollectible Accounts Receivable
(1996 Rescue). Salentine moved for adoption. Woodard seconded. Motion carried 6-
0.
Reso. #226-98 - Resolution Authorizing the Mayor to Approve Vouchers. Sanders
moved for adoption. Woodard seconded. Motion carried 6-0.
Reso. #227-98 - Acceptance of Improvements - Kimberly Estates. Sanders moved for
adoption. Slocomb seconded. Motion carried 6-0.
Reso. #228-98 - Approval of Articles of Agreement Between the City of Muskego and
Day & Zimmermann LLC for Annual Maintenance Support Services (1999-2000).
Salentine moved for adoption. Patterson seconded. Attorney Molter objects to the new
indemnification language and presented three options: 1. defer; 2. adopt using
previous indemnification language; 3. adopt subject to attorneys working out.
Patterson moved to amend to include the indemnification language from the previous
contract. Salentine seconded; motion carried. Sanders moved to amend to add, BE IT
FURTHER RESOLVED That the amount of $22,000 for services for the period 12/1/98
to 9/1/99 has been budgeted. Slocomb seconded; motion carried. Reso. #228-98, as
amended, adopted 6-0.
Reso. #229-98 - Approval of Facility Agreement Between the City of Muskego and the
Muskego-Norway School District. Patterson moved for adoption. Salentine seconded.
Mayor requested deferral and noted that if changes are made the agreement will have

to be reviewed by the Parks & Recreation Board and the Finance Committee prior to
coming back to Council. Sanders moved to defer. Slocomb seconded; motion carried.
Reso. #230-98 - Approval of Release of Easement - Muskego Shopping Center
Development L.L.C. Salentine moved for adoption. Woodard seconded. Motion
carried 6-0.
Reso. #231-98 - Approve New Positions for 1999. Slocomb moved for adoption.
Salentine seconded. Motion carried 6-0.
LICENSES
Slocomb moved for approval of operators’ licenses for Kathleen Heinz, Mike
Melenchuk, Jason Roetz, Correna Wichowski, Jill Ristow, Jessica Majchrzak.
Sanders seconded. Motion carried.
VOUCHER APPROVAL
Slocomb moved for approval of General Vouchers in amount of $1,722,127.40.
Salentine seconded. Motion carried 6-0.
Sanders moved for approval of Utility Vouchers in amount of $347,023.77. Woodard
seconded. Motion carried 6-0.
There was no reason to adjourn into closed session #2.
Sanders moved to adjourn at 9:03 p.m. Chiaverotti seconded; motion carried.
