CM060998 COMMON COUNCIL - CITY OF MUSKEGO (Approved 6/23/98) MINUTES OF MEETING HELD JUNE 9, 1998 The meeting was called to order at 7:36 p.m. by Mayor De Angelis. Also present were Aldermen Slocomb, Chiaverotti, Patterson, Pionek, Salentine, and Sanders, City Attorney Molter, Clerk-Treasurer Marenda, and Deputy Clerk Blenski. Alderman Woodard was absent. The Clerk-Treasurer stated the meeting was noticed in accordance with the Open Meeting Law on 6/5/98. Salentine moved for approval of the minutes of 5/26/98. Sanders seconded; motion carried. The Clerk-Treasurer read the notice of closed session. COMMUNICATIONS FROM THE MAYOR’S OFFICE The Mayor presented an update on the subcommittee formed of municipalities regarding library crossover borrowing; funding needs to be determined. COMMITTEE REPORTS Sanders moved for acceptance of the minutes of the 6/3/98 and 6/9/98 Finance Committee meetings. Slocomb seconded; motion carried. Pionek moved for acceptance of the minutes of the 5/21/98 and 6/9/98 Public Works Committee meetings. Salentine seconded; motion carried. Patterson moved for acceptance of the minutes of the 6/1/98 Public Services Committee meeting. Pionek seconded; motion carried. Minutes of the 6/2/98 Plan Commission meeting were received and placed on file. Library Board minutes were not available. Reso. #106-98 - Relocation Order of the City of Muskego, Waukesha County, Wisconsin (Kogelmann). Pionek moved for adoption. Salentine seconded. Pionek stated the relocation order is for an easement so that an existing ditch can be deepened because the existing one is not deep enough causing spring flooding. He noted that the property owner is in favor. Motion carried 6-0. Reso. #107-98 - Approval of Various License Applications for the City of Muskego for the Period July 1, 1998 to June 30, 1999. Slocomb moved for adoption. Salentine seconded. Motion carried 6-0. Reso. #108-98 - Approval of Certified Survey Map - Duerr, Town of Norway. Salentine moved for adoption. Sanders seconded. Motion carried 6-0. Reso. #109-98 - Approval of Certified Survey Map - Menako, Town of Norway. Salentine moved for adoption. Slocomb seconded. Motion carried 6-0. Common Council Minutes Page 2 June 9, 1998 Reso. #110-98 - Approval of Certified Survey Map - Kau, Town of Norway. Salentine moved for adoption. Sanders seconded. Motion carried 6-0. Reso. #111-98 - Resolution to Establish Fees (Required Signage - Chapter 32). Slocomb moved for adoption. Sanders seconded. The Mayor noted the fee for the required signage was being reduced because the cost went down. Motion carried 6-0. Reso. #112-98 - Designating Trick or Treat Hours for 1998. Patterson moved for adoption. Pionek seconded. Patterson noted that the Public Services Committee did not recommend two days as the City’s official hours. The Saturday, October 31, date with evening hours was a suggestion for those subdivisions/neighborhoods that wanted to have night time trick or treat. It was anticipated that uniformity regarding night time hours could be beneficial to the Police Department. Patterson moved to delete the Saturday, October 31, hours from the resolution. Pionek seconded. The Mayor noted many surrounding communities are designating Saturday as the official Trick or Treat day. Sanders asked if the City had a three-hour time period last year. The response was yes. Motion to amend carried unanimously. Reso. #112-98, as amended, adopted 6-0. Reso. #113-98 - Designating 1997 Unexpended Capital Project Funds to be Carried Over into 1998. Sanders moved for adoption. Salentine seconded; motion carried 6-0. Reso. #114-98 - Approval of Preliminary Plat - Woodgate Estates Subdivision. Salentine moved for adoption. Slocomb seconded. Motion carried 5 in favor with Pionek abstaining because he is working with the engineer on the project. There were no objections. Ord. #962 - An Ordinance to Amend Chapter 33 of the Municipal Code of the City of Muskego to Create Section 33.00 through Section 33.12 (Business Occupancy Registration). First Reading. LICENSES Slocomb moved for approval of Operator’s License for Sherry Struve. Salentine seconded; motion carried. Slocomb moved for approval of Outside Dance permits for Aud Mar Supper Club on 7/19/98, Lauren Klauser (Hunter’s Nest) on 8/16/98, and Waylyn, Inc. (Bushy’s) on 7/24/98, 7/25/98, and 7/26/98. Sanders seconded; motion carried. VOUCHER APPROVAL Slocomb moved for approval of General Vouchers in the amount of $402,202.86. Sanders seconded. Carried 6-0. Slocomb moved for approval of Tax Checks in the amount of $823.09. Patterson seconded. Carried 6-0. Sanders moved for approval of Utility Vouchers in amount of $136,726.77. Slocomb seconded. Common Council Minutes Page 3 June 9, 1998 CITY OFFICIALS’ REPORTS The Clerk-Treasurer noted that the public hearing called to order on 4/28/98 to consider rezoning petition of Dreamland Investors was adjourned to 6/23/98 at 7:25 p.m. The Mayor advised that the petitioner will be submitting a formal request asking that the hearing again be adjourned. The Clerk-Treasurer also noted that a public hearing will be held on 6/23 at 7:20 p.m. to consider rezoning for the City’s library. The Clerk-Treasurer stated that a draft of the 6/25/98 Committee of the Whole agenda has been distributed. Please provide additions or deletions to her office prior to 6/18/98. Patterson stated that a meeting would be held at City Hall on 6/10/98 at 6:00 p.m. to discuss adult care facilities. Slocomb moved to convene into closed session pursuant to §19.85(1)(c) Considering employment, promotion, compensation, or performance evaluation data of any public employe over which the governmental body has jurisdiction or exercises responsibility, more specifically employee compensation and classification study. Chiaverotti seconded. Motion carried 6-0. The City Attorney, Clerk and Deputy Clerk were dismissed. Salentine moved to convene into open session. Slocomb seconded. Motion carried 6- 0.
