ccm19960813COMMON COUNCIL - CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 13, 1996 The meeting was called to order at 9:53 P.M. by Mayor De Angelis. Also present were Aldermen D'Acquisto, Patterson, Pionek, Rasmussen, Salentine, Sanders and Suhr, City Atty. Trindl, Clerk-Treasurer Marenda, and Deputy Clerk Blenski. Marenda reported meeting was noticed in accordance with Open Meetings Law on 8/9. D'Acquisto moved for approval of minutes of 7/23/96 meeting. Suhr seconded, carried. The Clerk-Treasurer read the Notice of Closed Session. COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor presented an update on issues discussed at the Waukesha Countv Cooperation Council meeting he attended. Mayor encouraged attendance at the upcoming Muskego Community Festival to be held 8/23, 8/24 & 8/25. D'Acquisto moved to convene into Closed Session No. 1 pursuant to performance evaluation data of any public employe over which the §19.85(1)(c) Considering employment, promotion, compensation or governmental body has jurisdiction or exercises responsibility, more specifically Compensation and Classification Study Preliminary Final Report. Sanders seconded. Carried 7-0. Council reconvened in Open Session. moved for adoption. Rasmussen seconded. Carried 7-0. Reso. #179-96 - Approval of Certified Survey Map - Bennett. Salentine COMMITTEE REPORTS D'Acquisto moved for acceptance of minutes of Finance Committee Meetings of 8/7/96 and 8/13/96. Sanders seconded, carried. D'Acquisto moved for acceptance of minutes of Public Works Committee Meeting of 7/25/96. Pionek seconded. Suhr moved to send paragraph 2, page 3 back to Committee for clarification. D'Acquisto seconded, carried. Motion to accept minutes without said paragraph carried. Patterson moved for acceptance of minutes of Public Services Committee Meeting of 8/5/96. Pionek seconded, carried. Sanders moved for acceptance of minutes of Public Utilities Committee Meeting of 8/8/96. Rasmussen seconded, carried. Minutes of the 8/6/96 Plan Commission Meeting, 7/8/96 Parks & Recreation Board Meeting and 7/24/96 Library Board Meeting were received and placed on file. OLD BUSINESS Ord. #E98 - An Ordinance to Amend Chapter 28, Section 28.04 (6) of the Municipal Code of the City of Muskego (Installation of Meters). Second Reading. Rasmussen moved for adoption. Second Reading. Sanders moved for adoption. Suhr seconded. Carried Reso. #129-96 - Establishing Launch Fees at Lake Accesses. On the personnel from the DNR. A public access site on a public body of water floor, deferred 7/9/96. Mayor stated he met with public access cannot be removed without being replaced. The DNR suggested that a facility plan be developed for the management of the access sites. oppose deferral. Salentine stated the facts are not going to change; D'Acquisto moved to defer. Suhr seconded. Pionek and Salentine the Council should make a decision. Patterson and Pionek favored trying the fee for the remainder of the season. Rasmussen called for the question. There was no objection. Motion carried 5 to 2 to defer with Pionek and Salentine voting "no." NEW BUSINESS Muskego Lake Protection & Rehabilitation District in an Amount Reso. #175-96 - Resolution of Intent to Lend Monies to the Big Not to Exceed $53,500. Suhr moved for adoption. D'Acquisto seconded. Carrried 7-0. Reso. #176-96 - Amended and Revised Final Resolution Authorizing Installation of Sewer Improvements and Levying Special Assessments Against Benefited Property (Boxhorn/Groveway/Ryan Sewer Project MSS-1-93). Sanders moved for adoption. Salentine seconded. Carried 7-0. Reso. #177-96 - Approval of License Agreement between the City of Muskego and PrimeCo Personal Communications. Removed from agenda. At 7:15 PM, the Council will consider rezoning properties in the Council will consider petition of the Plan Commission to rezone properties located in Sections 2 and 3 from RSE to Muskego Lake meeting will be held on 8/26. A Committee of the I-1/OA. Marenda reminded the Council that the Annual Big Whole meeting was scheduled for 9/30 to further review the Compensation and Classification Study in Closed Session.
