ccm19960207COMMON COUNCIL - CITY OF MUSKEGO MINUTES OF SPECIAL MEETING HELD FEBRUARY 7, 1996 The meeting was called to order at 6:47 P.M. by Mayor De Angelis. Also present were Aldermen D'Acquisto, Misko, Rasmussen, Salentine and Sanders and City Clerk Marenda. Aldermen Patterson and Suhr were absent. The Clerk reported that the meeting was noticed in accordance with the Open Meeting Law on 2/2/96. The status of the Kingston Bay Dredging Project was reviewed. Mr. Dave Taube reported the contractor has basically been working daytime hours for the past two weeks, until midnight two nights, and through the night last night. Project is 75% complete, with 42,000 yards removed. Permission has been they can live with the operation time schedule previously granted by the DNR to dump on the west side. Mr. Taube stated approved. Contractor feels he has seven (7) 11-12 hour days left to complete project. of the Army Corp of Engineers has approved the pond, and a copy In response to Ald. Salentine, Mr. Taube stated Mr. Dave Abel will be provided to the City. Ald. Misko noted a copy of the contract submitted was unsigned. Ald. D'Acquisto reported he is still receiving some complaints, including abnormal banging of the tailgates at the spoils site. Mayor advised of two complaints both from residents of same house across from spoil site for reckless driving, general Ald. Salentine stated she hasn't taken any new complaints, but operation of the site and trucks running up and down the road. D'Acquisto requested permission of the floor from others in last night was first night they ran past midnight. Ald. audience. No objections. Mr. Todd Decker stated he and roommate were complainants last night due to reckless driving of trucks and banging of tailgates at 3:OO AM as they are directly across from the west truck banging the tailgate; questioned the thick muck on the spoil site. Marion Bentley, Tans Dr. counted 20 times for one permission. Mayor noted the road is to be cleaned up by the road; and, felt a sign had been placed on her property without contractor, and a call should be placed to City Hall in order to notify the contractor if she observes the problem again. The signs are on the right-of-way and are required. Ald. D'Acquisto stated it is important that people make an condition of the street so people won't have to complain to get extra effort to stop the tailgate banging and watch the it cleaned up. Mayor related concerns to Mr. Taube regarding excessive tailgate banging at the site, monitoring street cleaning and possible, and advise contractor since he worked through the sign, and most important to operate in the most quiet manner night last night he should not work through the night tonight. If possible, request the trucks to dump on the east site during the nighttime operation from midnight to 6:OO AM. The status of this project will be reviewed at the Council meeting on 2/13/96. Ald.
