ccm19960123COMMON COUNCIL - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 23, 1996 The meeting was called to order at 8:lO P.M. by Mayor De Angelis. Also present were Aldermen D'Acquisto, Misko, Marenda, City Attorney Molter, and Deputy Clerk Blenski. Patterson, Rasmussen, Salentine, Sanders, Suhr, City Clerk The Clerk reported that the meeting was noticed in accordance with the Open Meetings Law on 1/19, and amended and noticed on 1/22 and 1/23. Salentine moved for approval of minutes of the 1/9/96 Common Council meeting. Rasmussen seconded, carried. The Clerk read the Notice of Closed Session. Discussion took place regarding the Council acting on items not meeting. Several aldermen stated that they do not want to act placed in their Council packets on the Friday before the on items placed before them the evening of the meeting. COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor proclaimed 2/12 - 2/16 Vocational Education Week. Mayor stated a Committee has been formed consisting of the Mayor, Clerk, Alderman Sanders and Alderman Suhr to review the results of the Personnel Study prepared by David M. Griffith. Mayor stated that on January 31 David M. Griffith will be conducting interviews to reorganize the Departments of the Clerk, Treasurer and Finance Director. The aldermen were invited to attend. Kinqston Bay Dredqinq Project Dave Taube, and Roger Krause the contractor, spoke about the project and the problems that are being encountered due to the type of material being dredged and the weather. Mr. Krause stated that the project is behind schedule. Mr. Krause stated that trucking must be done during evening and night hours to get the project done. He stated it would be difficult to abandon the project and then start it up again next winter. The Mayor stated that the DNR would prefer that the project be completed this year, however, they have not ruled out extending the permit. The Council acknowledged the difficulties the contractor is experiencing, however, there is concern for the people in the area who are disturbed by the trucking being done at all hours. Alderman Salentine stated she has received done until midnight. Various alternatives have been explored. numerous calls. Library Board Meeting and 1/8/96 Parks & Recreation Board OLD BUSINESS Ord. #883 - An Ordinance to Amend Chapter 14, to Add Section 1.5 (2)(1) of the Municipal Code of the City of Muskego Floodplain Zoning Ordinance: Official Map (Candlewood Creek).. Matt Sadowski stated that the City Engineers have reviewed. Second Reading. Suhr moved for adoption. Salentine seconded. The City Engineers identified concerns which will be addressed by the DNR during their review. The City Engineers did not want to duplicate what the DNR will do. Misko, Patterson and addressed. Mayor stated that the DNR will not review until the Rasmussen did not want to approve prior to these concerns being" City Engineers. Mr. Sadowski will contact City Engineers to City approves. D'Acquisto moved to defer for further input from address the concerns. Mayor suggested the City Engineers could be asked to be present at next meeting. Misko seconded, carried. NEW BUSINESS Reso. #32-96 - A Resolution Authorizing the Establishment of an Escrow Account with Respect to the General Obligation D'Acquisto moved for adoption. Patterson seconded. Mr. Dave Sewerage Bonds, Dated February 1, 1991 of the City of Muskego. Anderson of Ehlers & Associates appeared before the Council to give an overview of the City's proposed borrowings. Carried 7-0. Reso. #33-96 - Resolution Authorizing Ehlers & Associates to General Obligation Promissory Notes of the City of Muskego, Solicit Competitive Proposals for Not to Exceed $1,200,000 Wisconsin. D'Acquisto moved for adoption. Sanders seconded. Carried 7-0. Reso. #34-96 - Resolution Authorizing Ehlers & Associates to Solicit Competitive Proposals for Not to Exceed $5,900,000 Sanders moved for adoption. Rasmussen seconded. Carried 7-0. D'Acquisto expressed concern that without an assessment, the matter has not been adjudicated, no assessment has been exacerbate an existing problem. Patterson seconded. Carried it cannot be determined if an Operator's License would 7-0. VOUCHER APPROVAL D'Acquisto moved for approval of General Vouchers in the amount of $970,271.70. Misko seconded. Carried 7-0. D'Acquisto moved for approval of Tax Checks in the amount of $12,084,347.41. Misko seconded. Carried 7-0. Sanders moved for approval of Utility Vouchers in the amount of $296,650.63. Rasmussen seconded. Carried 7-0. CITY OFFICIALS' REPORTS Clerk reminded everyone of the 1/25 and 1/30 Special Council meetings. She stated that a public hearing would be held at 7:20 P.M. on Tuesday, 2/27 to consider an amendment to Chapter 17 regarding signage. CLOSED SESSION D'Acquisto moved to convene into Closed Session pursuant to §19.85( 1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employe over which the more specifically 1996 labor negotiation strategies, and - governmental body has jurisdiction or exercises responsibility, §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, more specifically Action may be taken in Closed Session. The Common Council will negotiations with MMSD for additional capacity in the system. then reconvene into Open Session for the purpose of adjournment. Suhr seconded. Carried 7-0. The City Clerk and Deputy were dismissed at 12:21 A.M. and not present for Closed Session. Salentine moved to adjourn at 1:15 A.M. Suhr seconded, carried.
