MINUTES OF MEETING HELD JANUARY 9, 1996
The meeting was called to order at 1:55 P.M. by Mayor De
Angelis. Also present were Aldermen D'Acquisto, Misko,
Marenda, City Attorney Molter, and Deputy Clerk Blenski.
The Clerk reported that the meeting was noticed in accordance
with the Open Meetings Law on 1/5.
Suhr moved for approval of minutes of the 12/12/95 and 12/18/95
Common Council meetings and 12/12/95 joint meeting with Plan
Commission and Board of Appeals. Salentine seconded, carried.
The Clerk read the Notice of Closed Session.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor welcomed Pack 100 from Country Meadows School.

Laws & Ordinance Committee Meeting. Rasmussen seconded,

Public Safety Committee Meetings. Salentine seconded, carried.
D'Acquisto moved for acceptance of minutes of the 12/18/95 and

Sanders moved for acceptance of minutes of the 12/20/95 Public
Utilities Committee Meeting. Salentine seconded. Salentine
moved for individual consideration of paragraphs on Pg. 4
regarding RCA rates and interest rates and paragraphs on Pg. 6
regarding WCA rates and interest rates for further review by
City consultants and the Public Utilities Committee. Sanders
seconded. Motion to accept minutes without said paragraphs
carried.
Patterson moved for acceptance of the 1/4/96 Public Welfare
Committee Meeting. Suhr seconded, carried.
Minutes of the 12/19/95 Plan Commission Meeting, 12/5/95
Library Board Meeting and 12/11/95 Parks Ei Recreation Board
Meeting were received and placed on file.

Testing Policy (CDL). D'Acquisto moved for adoption. Misko
Reso. # 8-96 - Resolution to Establish a Drug and Alcohol
established at this time, however, D'Acquisto requested that
seconded. The Council determined the policy should be
Section 19, Page 22 of policy and Appendix E be placed on the
January Public Works Committee agenda for further review.

Reso. # 9-96 - Approval of Agreement (Transportation of Dredging
Spoils - Jewel Crest. Salentine moved for adoption. Misko
seconded. Salentine moved to amend the Agreement to add the
liability of the lake district to restore the parcels to the
following to paragraph (3), "This paragraph in no way limits the
City for any and all restoration of the parcels." Rasmussen
City's satisfaction; the lake district is responsible to the

CITY OFFICIALS' REPORTS
Clerk reminded the Council of the 1/15/96 Committee of the Whole
meeting. Agenda will be distributed 1/10/96; the Clerk should
be contacted with any changes prior to noon.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Discussion took place regarding a proposed amendment to the Sign
Ordinance relating to canopies as signage. Mayor requested
input from the Council. It was determined that the Council
will have to be scheduled and this issue will be before the Plan
Commission.
Rasmussen acknowledged the Clerk for her written response to an
article regarding mail-in voting; the Clerk's correspondence
provided cost factors showing the additional expense to
Ald. Salentine for her efforts to establish the City Hall ice
taxpayers that mail-in voting would create. He further thanked
skating rink. Salentine stated many people were involved to
accomplish the project.
D'Acquisto moved to convene into Closed Session pursuant to
§19.85(l)(c) Considering employment, promotion, compensation or
performance evaluation data of any public employe over which the
governmental body has jurisdiction or exercises responsibility,
more specifically 1996 labor negotiation strategies, and
§19.85(l)(e) Deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or
bargaining reasons require a closed session, more specifically
negotiations with MMSD for additional capacity in the system.
Patterson seconded. Carried 7-0.
The Clerk and Deputy Clerk were dismissed at 9:16 P.M.
and not present for Closed Session.
D'Acquisto moved to adjourn at 10:05 P.M. Suhr seconded,
carried.
