ccm19950912COMMON COUNCIL - CITY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 12, 1995 The meeting was called to order at 8:46 P.M. by Mayor De Angelis. Also present were Aldermen D'Acquisto, Misko, Patterson, Rasmussen, Salentine, Sanders, Suhr, City Clerk Marenda, City Attorney Molter, and Deputy Clerk Blenski. The Clerk reported that the meeting was noticed in accordance with the Open Meetings Law. D'Acquisto moved for approval of minutes of the 8/22/95 Common Council meeting. Salentine seconded, carried. The Clerk read the Notice of Closed Session COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor presented Certificate of Appreciation to Mary Dibb for her dedicated years of service on the Capital Budget Committee. A Certificate of Appreciation for Jane Roberson will be mailed to her as she has moved out of the area. Mayor thanked Jane for her dedicated service on the Library Board. COMMITTEE REPORTS Clerk presented minutes of 8/21/95 Committee of the Whole Meeting. Salentine moved for acceptance. Suhr seconded, carried. Meeting. Suhr moved for acceptance. Sanders seconded, carried. Clerk presented minutes of 9/7/95 Committee of the Whole and moved for acceptance. Patterson seconded. It was noted Sanders presented minutes of 9/6/95 Finance Committee Meeting that the committee corrected the minutes at the 9/12/95 meeting regarding release for Plum Creek. Patterson moved to send paragraph regarding Alpine Lanes back to the committee for further review and additional detail to be recorded in minutes. corrected, carried. Sanders seconded, carried. Motion to accept minutes, as Meeting and moved for acceptance. Misko seconded, carried. D'Acquisto presented minutes of 9/12/95 Finance Committee Suhr presented minutes of 8/24/95 Public Works Committee Meeting and moved for acceptance. D'Acquisto seconded. D'Acquisto moved to send motion to appropriate reimbursement to Mechas for sprinkler system back to committee. Misko seconded, minutes carried. carried 6-1 with Salentine voting "no." Motion to accept Committee Meeting and moved for acceptance. Sanders seconded, Rasmussen presented minutes of 8/30/95 Rules, Laws & Ordinance carried. Carried 7-0. Reso. #180-95 - Offer to Purchase - Muskego Industrial Park (Poje). Patterson moved for adoption. Sanders seconded. Patterson moved to amend to add, "at the same price as the property and a Right of First Refusal for an additional 12 subject property for a term of 12 months from closing of subject months with a 10 business day time from notification to execute said Right of First Refusal" at the end of the BE IT RESOLVED. Sanders seconded, carried. Reso. #180-95, as amended, adopted 5-2 with D'Acquisto and Misko casting the "no" votes. Reso. #181-95 - Approval of Certified Survey Map - LaFave/Curler. Reso. #182-95 - Commitment to Appropriate Funds in the 1996 Capital Budget for Completion of the Bellview Detention Pond and Storm Sewer Project. D'Acquisto moved for adoption. Suhr seconded. Carried 7-0. Reso. #183-95 - Award of Bid - Bellview Storm Sewer and Detention Pond. Suhr moved for adoption. D'Acquisto seconded. Carried 7-0. Reso. #184-95 - Amendment to Contract of Sale - Muskego Industrial Park (Mick). D'Acquisto moved for adoption. Salentine seconded. D'Acquisto moved to amend the Amendment to include the following language to be added at line 25, "to the extent that said use does not interfere with any existing rights in said property including, but not limited to, easements of records." Misko seconded, carried. Reso. #184-95, as amended, adopted 7-0. D'Acquisto moved for approval of Operators Licenses for Julie Engelman, Carla Krause, Donna Bennett, David Bloomfield, and Dave Clark. (Bushy's Pub) to include fenced area of parking lot until 1:OO A.M. on 9/22 and 9/23. Rasmussen seconded. Carried 7-0. VOUCHER APPROVAL D'Acquisto moved for approval of General Vouchers in the amount of $628,649.03. Sanders seconded. Carried 7-0. D'Acquisto moved for approval of Tax Vouchers in the amount of $394.68. Salentine seconded. Carried 7-0. Sanders moved for approval of Utility Vouchers in the amount of D'Acquisto moved to correct 8/22 approval of Tax Vouchers to $276,347.02. Suhr seconded. Carried 7-0. Correction to be reflected in minutes of 8/22. Sanders $2,351,200.97, a decrease of $200,000 due to clerical error. seconded. Carried 7-0. Clerk stated that Wednesday, 9/13, is the first Finance Committee budget meeting and Monday, 9/18, is the first Capital Budget Committee meeting. All Aldermen are welcome to attend. Patterson encouraged the public to watch the City's committee meetings which will be aired live beginning 9/14. D'Acquisto moved to convene into Closed Session, pursuant to performance evaluation data of any public employe over which the $19.85(1)(c) Considering employment, promotion, compensation or more specifically 1996 labor negotiation strategies.
