The meeting was called to order at 1O:lO P.M. by Mayor De
Patterson, Rasmussen, Salentine, Sanders, Suhr, Secretary
Cathie Anderson, and City Attorney Molter.
Secretary reported that the meeting was noticed in accordance
with the Open Meeting Law.
D'Acquisto moved for approval of minutes of the 6/17/95 Common
Council meeting noting a correction under Resolution #137-95,
page 2, third last line to read "and Sanders voting "yes".
Sanders seconded, carried.
COMMUlOICATIONS FROM THE MAYOR'S OFFICE
Mayor read the Proclamation promotinq National Niqht Out
Against Crime on August 1, 1995, with outdoor lights to be
turned on from 7:OO P.M. to 1O:OO P.M.
COMMITTEE REPORTS
D'Acquisto requested that minutes not be read due to the late
hour.- There were no objections.
D'Acquisto moved for acceptance of minutes of the 7/05/95 and
7/11/95 Finance Committee meetings. Patterson seconded,
carried.
Misko moved for acceptance of minutes of 6/19/95 Public Works 0 Committee meeting. Suhr seconded, carried.
OLD BUSINESS
Reso. #111-95 -Award of Bid - Well NO. I (Muskego County Park)
On the floor, deferred 6/27/95. Ald. Sanders moved to defer.

Reso. #142-95 -Final Resolution Authorizing Installation of
Sanitary Sewer Improvements and Levying of Special Assessments
Against Benefited Property (Boxhorn/Groveway/Ryan, Project MSS
1-93, Assessment District "SF"). On the floor, deferred
6/21/95. Rasmussen presented a written summary of the results
of a poll taken of constitutents in the affected area and
requested that the summary become part of the City's official
file on the project. Sanders moved to amend Resolution
#142-95, to amend the final assessment roll to include
frontages for Tax Key 2255.998, 2257.993, 2258.995 and 2252.995
for a total of 3,627.78 lineal feet with the costs to become
part of the nonassessable costs, and to remove the extra depth
cost from the assessable portion of the project of $79,936, and
making them part of the nonassessable costs to be charged to
the Utility, as reflected in the revised assessment roll, as
presented by the City Engineer, with the above amendments, and
charging the 50% unit and 50% front foot assessment. Salentine &a cost for road reconstruction from the project of approximately

$24,000.00. Patterson seconded. Carried 4-3 with Patterson,

6-1, with Patterson voting "no" . Reconsideration of amendment
defeated 2-5, with Patterson and Rasmussen voting "yes", and
D'Acquisto, Misko, Salentine, Sanders and Suhr voting "no".
Rasmussen moved to amend Resolution #142-95 to change the
assessment ratio percentages from 50%/50% to 32%/68%. Seconded
by Patterson, motion defeated 3-4, with Patterson, Rasmussen
and Suhr voting "yes", and D'Acquisto, Misko, Salentine and
Tax Key 2258.994, 2258.996 and 2261.999 (Country Club Villages,
Sanders voting "no" . Rasmussen moved to remove assessment for

City of Muskego Arterial Street and Highway System Plan).
Second Reading. Sanders moved for adoption. Rasmussen
seconded. D'Acquisto moved to amend to add "October, 1993,
revised" and add "The Street and Highway System Plan may be
revised from time to time, without an ordinance or resolution,
to include technical corrections and/or the addition of new
subdivision streets as determined by the City Engineers and the
Plan Department." Misko seconded, motion carried. Ordinance
#871, as amended, carried 7-0.

COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
D'Acquisto again spoke about the fund raising efforts for Chris
Povlich as the audio was inoperative at the June 27, 1995
meeting, urging support and to call 679-4678 for more
information.
Rasmussen thanked fellow alderman for the attention giving to
his survey on the Boxhorn, Ryan, Groveway Sewer Project.
Mayor advised Council Members of Informational Meeting
scheduled for Tuesday, July 18, at 7:OO A.M., where Auditor and
Financial Consultant will go over finances and audits.
