COMMON COUNCIL - CITY OF MUSKEGO
The meeting was called to order at 7:58 P.M. by Mayor De
Angelis. Also present were Aldermen D'Acquisto, Misko,
Patterson, Rasmussen, Salentine, Sanders and Suhr, City Clerk
Marenda and City Attorney Molter.
Clerk reported that the meeting was noticed in accordance with
the Open Meeting Law.
Clerk read Notice of Closed Session.
PERSONAL APPEARANCE
Chief Johnson introduced new Police Officer Michelle Jolitz,
who was presented with a Certificate of Appointment by the
Clerk.

Ord. #868 - An Ordinance to Amend the Zoning Map of the City of

Relating to Scheduling of Referenda by Local Governments.

spoke in opposition of offering support because it takes away
the right of the municipality to schedule special elections.

City Clerk announced petition received from Jerry C. Schwarten,

Parking. Public Hearing to be held at 7:25 PM on 6/27/95.
City Clerk reminded Council of the Special Assessment public
hearings to be held on Monday, June 19, 1995 - 7:OO PM for
Racine Ave. Water Project and 8:OO PM for Boxhorn/Groveway/Ryan
Sewer Project. Mayor noted special Utilities Committee mtg.

COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Discussion held on Elected versus Amointed status and other - alternatives for the positions of Assessor, Clerk/Comptroller
and Treasurer to determine a course of action. Since Treasurer
not running for re-election, opportunity is now to re-evaluate
our Administrative structure. Ald. Rasmussen proposed to
yrs. Change City Clerk/Comptroller position to combined City
continue to Elect Assessor changing term from 2 yrs. to 3 or 4
Clerk/Treasurer, continue to Elect, changing term from 2 to 3
or 4 yrs. Hire a Finance Director to assume the Investment
duties of the Treasurer and the Comptroller duties in order to
place qualifications on the position. New position to be
financed by eventual savings in audit fees and treasurer's
Misko preferred 3 year terms. Mayor preferred 4 yr. terms to
salary. Opportunities to increase revenue on investments.

time, since Mayor is 3 yr term.
D'Acquisto felt public input is important and more alternatives
explored. Salentine asked if a Referendum election could be
held this fall. Clerk advised Notice of Election must be
published,in October.
Sanders suggested a Charter Ordinance be drafted and proceed to
a Public Hearing. Patterson and D'Acquisto thought the process
was moving too quickly. Rasmussen felt the Treasurer leaving
is the catalyst bringing issue to forefront. First looked at
alternative. Let's do what's best for the City. He expressed
concern we don't have a financial professional.
Mayor said we as elected officials must look out for the best
interests of the electorate. There are potentials for
improvement to the current system. Misko agreed with some of
Rasmussen's points, but he favored having these positions
elected. D'Acquisto said one alternative is to maintain the
status quo, and another is to have all Appointed.
Salentine noted clarification needs to be made on method of
"hiring" or "appointing".
A Public Hearing was scheduled for Thursday, July 6, 1995 at
7:OO PM at Muskego City Hall on Elected/Appointed or
combination thereof and terms of office for Assessor, Treasurer
and City Clerk/Comptroller. Public Utilities Committee meeting
for that evening was cancelled.
CLOSED SESSION
D'Acquisto moved to convene into Closed Session pursuant to S/S
19.85(1)(c) Considering employment, promotion, compensation or
performance evaluation data of any public employee over which
the governmental body has jurisdiction or exercises
strategies. Action may be taken in Closed Session. Misko
0 making these positions all Appointed. Came back with an
responsibility, more specifically 1996 labor negotiation

into Open Session for the purpose of adjournment.
