MIMlTES OF MEETING HELD MARCH 14, 1995
The meeting was called to order at 8:03 P.M. by Mayor De
Angelis. Also present were Aldermen Patterson, D'Acquisto, 0 Attorney Molter, and Deputy Clerk Blenski. Alderman Dumke was
Misko, Sanders, Taube, and Woodard, City Clerk Marenda, City
absent.
Clerk reported that the meeting was noticed in accordance with
the Open Meeting Law on Friday, 3/10.
Patterson moved for approval of minutes of the 2/28/95 Common
Council meeting. Misko seconded, carried.
PERSONAL APPEARANCES
Mr. Donald Vilione of Conlev McDonald Dresented a brief summarv - * - of the City's TIF districts.
Ord. #853 - An Ordinance to Repeal Chapter 31 of the Municipal
Code of the City of Muskego (Sign Code), on the floor, deferred
10/25/94. Carried 6-0.
Ord. #854 - An Ordinance to Amend Chapter 17, Section 6.09 of
the Municipal Code of the City of Muskego Zoning Ordinance
(Signs), on the floor, deferred 10/25/94. Mr. Sadowski gave an
overview of the proposed amendments as recommended by the Rules,
Laws & Ordinance Committee. Discussion ensued about Section
. 6.09(5)(e) with regard to a "for sale" sign on a personally
owned vehicle on the owner's property. Mr. Sadowski was
requested to write new language to clarify this section.
Patterson opposes staff approval of signs as identified in
Section 14. Mayor stated this was not intended to replace Plan
Commission review. It allows applicants in certain situations
to obtain a sign permit expeditiously. Ord. #854 was put aside
to give Mr. Sadowski time to write new language.
Ord. #855 - An Ordinance to Amend Chapter 30 to Create Section
30.20 of the Municipal Code of the City of Muskego (Building
Code), on the floor, deferred 10/25/94. Misko moved to amend
reference to Section 30.20 to read 30.435 and references to
Section 31.04 contained in the ordinance to read 30.435 B.
Sanders seconded, carried. Ord. #855, as amended, adopted 6-0.
Ord. #E61 - An Ordinance to Amend Section 28.04(17), Section
28.05(4)(a) and Section 28.05(4)(f), Chapter 28, of the
Municipal Code of the City of Muskego (Water Utility Ordinance).
Second Reading. Sanders moved for adoption., Woodard seconded.
Carried 6-0.
Ord. #E62 - An Ordinance to Amend Section 12.01, Chapter 12, of
the Municipal Code of the City of Muskego Code (Liquor
Ordinance). Second Reading. D'Acquisto moved for adoption.
Patterson seconded. Carried 6-0.
Reso. #44-95 - Establishing Traffic Regulations. Misko moved
for adoption. Woodard seconded. Carried 6-0.
Ord. #863 - An Ordinance to Amend Chapter 11, Section 11.04 of
the Municipal Code of the City of Muskego (Garbage and Refuse).

Sanders presented minutes of the 3/8/95 and 3/14/95 Finance
Committee Meetings and moved for acceptance. Patterson
seconded, carried.
Ord. #854 - Mr. Sadowski presented new language for Ord. #854.
Patterson moved to amend Ord. #854 per 3/10/95 Memo which
contains Section 6.09 and to add to Section 6.09(5)(e) "nor
shall this section be intended to prohibit the advertising of
personally owned vehicles offered for sale from the private
property of the vehicle owner or owner's immediate family."
Misko seconded. Carried 6-0. Ord. #854, as amended, adopted
6-0.
D'Acquisto presented minutes of the 3/2/95 Public Welfare
Committee Meeting and moved for acceptance. Patterson seconded,
carried.
Woodard presented minutes of the 3/9/95 Public Safety Committee
Meeting and moved for acceptance. Misko seconded, carried. 0 Woodard presented minutes of the 3/9/95 Rules, Laws & Ordinance
Committee Meeting and moved for acceptance. Misko seconded.
Woodard moved to send fourth paragraph regarding Deposit and
Forfeiture for Section 7.346.53 back to Rules, Laws & Ord.
Committee. Misko seconded, carried. D'Acquisto requested
attorney review of inclusion of Chapter MVD 5 of the Wis. Admin.
Code to Chapter I. Motion to approve minutes carried, with
fourth 9 removed.
Minutes of the 3/7/95 Plan Commission Meeting were received and
placed on file.
LICENSE APPROVAL
Patterson moved for approval of Operators' Licenses for Carrie
Weis, Roy Cali, and Kevin Bennett. Sanders seconded, carried.
Patterson moved for approval of Amendment to premise description
for "Class B" Liquor/Beer License for Boxhorn's Big Muskego Gun
Club to include only the Clubhouse. Sanders seconded. Carried
6-0.
VOUCHER APPROVAL
0 Of $320,688.34. Sanders seconded. Carried 6-0.
Patterson moved for Approval of General Vouchers in the amount
