CITY OF MUSKEGO
MINUTES OF MEETING HELD SEPTEMBER 27, 1994
The meeting was called to order at 8:08 P.M. by Mayor De
Dumke, Misko, Sanders, Taube, Woodard, City Clerk Marenda, City
Attorney Molter, and Deputy Clerk Blenski.
Clerk reported that the meeting was noticed in accordance with
the Open Meeting Law.
Meeting held September 13, 1994. Dumke seconded, carried.
D'Acqusito moved for approval of minutes of the Common Council
.@ Angelis. Also present were Aldermen Patterson, D'Acquisto,
COMMITTEE REPORTS
Sanders presented minutes of Finance Committee Meetings held
9/14/94, 9/21/94 and 9/27/94 and moved for acceptance.
Patterson seconded, carried.
D'Acquisto presented minutes of Public Utilities Committee
Meeting held 9/15/94 and moved for acceptance. Sanders
seconded, carried.
D'Acquisto presented minutes of Public Works Committee Meeting
held 9/22/94 and moved for acceptance. Dumke seconded, carried.
Minutes of Plan Commission Meeting held 9/20/94, Library Board
9/12/94 were received and placed on file.
Meeting held 9/6/94 and Parks & Recreation Board Meeting held
NEW BUSINESS
Reso. #211-94 - Approval of Holding Tank Agreement - Treutelaar.
Patterson moved for adoption. Dumke seconded. Discussion took
place on requirement of $1,000 bond. Mayor stated that the
agreement between the applicant and the City does provide that
any costs the City may incur may be placed on the tax roll.
Dumke requested that Mr. Curt Klenz, representing applicant who
is selling the property and buyer, be allowed to address the
Council. There was no objection. Mr. Klenz reviewed history of
bond requirements. Dumke moved to amend to remove the $1,000
bond requirement. Taube seconded. Carried 7-0. D'Acquisto
moved to further amend to add "BE IT FURTHER RESOLVED that as
the property is to be sold shortly, both the seller and buyer
shall execute said agreement." Taube seconded. Carried 7-0.
Reso. #211-94, as amended, adopted 7-0.
Credit - MSI. Sanders moved for adoption. Dumke seconded.
Reso. #199-94 Approval of Developer's Agreement and Letter of
Sanders moved to amend to add "subject to verification of cost
improvement breakdown for the Letter of Credit." Misko
seconded, carried. Molter stated he does not recommend the
Letter of Credit format because of Paragraph No. 2. Taube moved
Patterson seconded. D'Acquisto did not agree as the City does
give advance notice to the developer now. Motion to amend
carried 6-1 with D'Acquisto voting "no." Resolution #199-94, as
amended, carried 7-0.

May 5, 1994. Taube moved for adopfion. Sanders seconded, 0 carried 7-0.

Mystic/Foxboro North. Sanders moved for adoption. Woodard

Taube moved for adoption. Sanders seconded, carried 7-0.
Reso. #203-94 - Resolution to Establish Fees (Chapter 18).
Taube moved for adoption. Misko seconded, carried 7-0.
Reso. #204-94 - Authorize Expenditure of Park Dedication
Funds. Woodard moved for adoption. Dumke seconded, carried
7-0.
Reso. #205-94 - Award of Bid - Hillendale Booster Pump Water
Main to Reservoir Site. Sanders moved for adoption.
D'Acquisto seconded, carried 7-0.
Reso. #206-94 - Award of Bid - City Hall/Library Reroofing
Project. Patterson moved for adoption. Misko seconded,
carried 7-0.
Reso. #207-94 - Award of Bid - Boat Launch at Idle Isle.
Taube moved for adoption. Woodard seconded. Taube believes
cost recovery for project could be done through fee increases.
Carried 7-0.
Reso. #208-94 - Award of Bid - Little Muskego Lake Dam and
Spillway Improvements. Taube moved for adoption. Misko
seconded, carried 7-0.
Reso. #209-94 - Acceptance of Quote - Curb and Gutter Repair
Work (Meadow Green West). Item removed from the agenda.
Reso. #210-94 - Resolution to Establish Fees for Rescue
Service. Sanders moved for adoption. Dumke seconded, carried
7-0.
Reso. #212-94 - Acceptance of Improvements - Plum Creek (Storm
carried 7-0.
Sewer and Roads). Misko moved for adoption. Taube seconded,
Sanders moved for adoption. Dumke seconded, carried 7-0.
Reso. #213-94 - Appointment to Board of Review (Darl Honl).
Ord. #852 - An Ordinance to Amend Chapter 17 of the Municipal

Patterson moved for approval of Operators' Licenses for Mary

VOUCHER APPROVAL
Patterson moved for approval of General Vouchers in the amount
of $1,385,322.85. Sanders seconded. Carried 7-0.
Sanders moved for approval of Utility Vouchers in the amount of
$62,430.22. Woodard seconded. Carried 7-0.
Clerk announced Public Hearing to be held as follows: 10/11/94
at 7:25 P.M. re an amendment to Chapter 17 (Zoning Ordinance).
Misko moved to adjourn at 10:32 P.M. Woodard seconded, carried.
