ccm19940426CITY OF MUSKEGO COMMON COUNCIL MINUTES OF MEETING HELD APRIL 26, 1994 The meeting was called to order at 7:39 P.M. by Mayor De Angelis. Also present were Aldermen Patterson, D'Acquisto, Dumke, Misko, Sanders, Taube, Woodard, City Clerk Marenda, City Attorney Molter, and Deputy Clerk Blenski. Patterson moved for approval of minutes of the Common Council Meetings held April 12 and 19, 1994. Sanders seconded, carried. COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor read Proclamation promoting Green-Up Muskego theme for the month. Mayor also read Proclamation announcing May 1 through May 7 as Municipal Clerks Week. Mayor presented his Committee Appointments for 1994-1995. Mayor Parkland and Emerald Park Standing Committees. stated Alderman Dumke will be the representative to the Future PERSONAL APPEARANCES Chief Carl Wojnowski was introduced to the Council. Angie Brindowski of the Tess Corners Fire Department presented information about the Emergency Medical Service.. Mrs. Brindowski May 16 at Tess Corners School from 5:30 to 8:OO P.M. Equipment encouraged everyone to attend the open house that will be held on used by the EMTs will be demonstrated at the open house. Reso. #89-94 - Approval of Agreement to Pay for Municipal Services Between the City of Muskego and The Senior Citizens Housing Development Corporation of Muskego, Inc. Sanders moved for adoption. Dumke seconded. Patterson moved to amend Resolution to delete last Be It Further Resolved paragraph. Woodard seconded. Carried 7-0. Resolution #89-94, as amended, adopted 7-0. Ord. #833 - An Ordinance to Amend the Zoning Map of the City of Muskego from RS-3 to RSM (Senior Citizens Housing Development). On the floor, deferred 4/12/94. Plan Director, Matt Sadowski, presented information he acquired about other senior housing developments throughout the country. He showed a video tape of a housing complex he visited in the Chicago area. He found this development to be in satisfactory condition. The proposed amendment to the ordinance was explained. The land will be rezoned to RSM with an OIP overlay. The overlay allows for institutional use with a conditional use grant required by the Plan Commission to allow the senior housing. This Ordinance will be filed with the Register of Deeds. The overlay and Conditional Use will be a flag that this land can only be used for senior housing. Attorney Molter stated that the City may want to consider having an amend the ordinance to include the OIP overlay and incorporate the Institutional zoning category in the future. Sanders moved to Taube seconded. Carried 7-0. Ord. #833, as amended, adopted 7-0. language regarding the conditions prepared by the City Attorney. Mayor relinquished chair to Council President Patterson for Ord. #839. Taube moved for adoption. Woodard seconded. Taube asked if the map was redone. Patterson asked if Mr. De Angelis could respond. There were no objections. Mr. De Angelis stated that it will be done. D'Acquisto moved to amend Section 3 to add, "and is contingent upon receipt of an enhanced map being prepared by Metropolitan Engineering." Misko seconded, carried 7-0. Ordinance #839, as amended, carried 7-0. Mayor resumed the chair. Reso. #95-94 - Approval of Certified Survey Map - Bartz. Taube moved for adoption. Dumke seconded. Carried 7-0. Taube seconded, carried. Patterson presented minutes of Public Welfare Committee Meeting Woodard presented minutes of Public Safety Committee Meeting held 4/14/94 and moved for acceptance. Carried 5-1 with Misko voting "no" and Taube abstaining (conflict of interest) with no objection from Council. An Inspection Report by Building Director Dykstra was discussed. Mr. Dykstra's report indicates numerous violations, one of which is that the trailer is not connected to sewer or water. VOUCHER APPROVAL Patterson moved for approval of General Vouchers in the amount of $387,423.95. Dumke seconded. Carried 7-0. Patterson moved for approval of Tax Vouchers in the amount of $441,131.53. Dumke seconded. Carried 7-0. Sanders moved for approval of Utility Vouchers in the amount of $554,379.42. Woodard seconded. Carried 7-0. Dumke moved to adjourn at 11:15 P.M.
