MINUTES OF MEETING HELD APRIL 12, 1994
The meeting was called to order at 7:50 P.M. by Mayor De Angelis.
Also present were Aldermen Patterson, Dumke, Misko, Schneider,
Taube, Woodard, City Clerk Marenda, City Attorney Molter (arrived
at 9:25 P.M.), and Deputy Clerk Blenski. Alderman Sanders was
absent.
Patterson moved for approval of minutes of the Common Council
meeting held March 22, 1994. Dumke seconded, carried.
Ald. Misko stated that at the last Council meeting, he requested
that the minutes of Library Board and Parks and Recreation Board be
included on the Council agendas. The Mayor stated that they will
be placed on the last Council agenda of the month.
COMMITTEE REPORTS
Dumke presented minutes of Finance Committee Meetings held 4/6/94
and 4/12/94 and moved for acceptance. Patterson seconded, carried.
Misko presented minutes of Public Works Committee Meeting held
4/7/94 and moved for acceptance. Schneider seconded, carried.
Minutes of the Plan Commission Meeting held 4/5/94 were received
and placed on file.
OLD BUSINESS
Reso. #59-94 - Resolution to Authorize Renaming of City of
Muskego Park #4 to Lee Hubka Park, on the floor, deferred
3/22/94. Reso. #59-94 carried 6-0. The resolution was presented
to Mrs. Hubka.
NEW. BUSINESS
Reso. #69-94 - A Resolution Authorizing the City of Muskego to
Promissory Notes Pursuant to Section 67.12(12) of the Wisconsin
Borrow the Sum of $2,400,000 by Issuing General Obligation
Statutes and Authorizing the Sale of the Notes. Patterson moved
for adoption. Dumke seconded. Mayor requested that financial
were no objections. Mr. Anderson explained the borrowing to the
advisor, Dave Anderson, be allowed to address the Council. There

Reso. #86-94 - A Resolution Authorizing the City of Muskego,
Wisconsin to Issue Not to Exceed $7,460,000 General Obligation
Refunding Bonds Pursuant to Section 67.04 of the Wisconsin
Statutes and Authorizing the Sale of the Bonds. Patterson moved
for adoption. Taube seconded. Mr. Anderson presented information
on the refunding. Motion carried 6-0.
Reso. #70-94 - Authorize Distribution of Tax Incremental
District #3 Funds. Patterson moved for adoption. Misko seconded,
carried 6-0.

Ord. #E35 - An Ordinance to Amend Chapter 30, Sections 30.05(8),
of Muskego (Building Code) First Reading. Patterson moved to
30.05(9), 30.09(l)(f) and 30.50 of the Municipal Code of the City
suspend rules to allow second reading. Schneider seconded, carried
6-0. Second Reading. Patterson moved for adoption. Schneider
seconded. Ord. #E35 carried 6-0.
Ord. #E36 - An Ordinance to Amend Chapter 15, Sections 15.15(1) (2)
(2a) and (3) of the Municipal Code of the City of Muskego
Ord. #E37 - An Ordinance to Amend Chapter 16, Sections 16.07(1) (2)

Attorney Molter was present for the following agenda items:

Ord. #833 - An Ordinance to Amend the Zoning Map of the City of
Muskego from RS-3 to RSM (Senior Citizens Housing Development)
Second Reading. Taube moved for adoption. Schneider seconded.
Patterson moved to defer. Woodard seconded. Taube requested
information on present condition and maintenance of some of the
older projects. Mayor stated planner is going to look at the one
located in Lake Forest, IL. Schneider suggested that Mr. Sadowski
contact the planning and building inspection departments in Lake
Forest. Motion to defer carried.
Mayor relinquished Chair to Council President Patterson.
Patterson noted that the Mayor left the room.
Ord. #834 - An Ordinance to Amend Chapter 14, to Add Section
1.5(2)(k) to the Municipal Code of the City of Muskego Floodplain
Reading. Taube moved for adoption. Schneider seconded.
Zoning Ordinance: Official Map (DeAngelis/Gold Drive). Second
Taube raised several questions. Patterson asked if Mr. Potrykus
could respond. There were no objections. Mr. Potrykus addressed
Taube's concerns. Taube requested that delineations on map be made
using different markings. He stated that maps are often reduced
and reproduced; they are often difficult tooread when that is done.
Carried 6-0.
Ord. #839 - An Ordinance to Amend the Zoning Map of the City of
Muskego from W (Wetland) to RS-3/0LS (DeAngelis Gold Drive). First 0 Reading.

LICENSE APPROVAL
Patterson moved for approval of Operator's Licenses for Natalie
Rawski, Christine Krause, Harold A. Ziebell 11, Analiza Burns,
Heather Scheelk, Anthony Walesa. Dumke seconded, carried.
VOUCHER APPROVAL
Patterson moved for approval of payment of General Vouchers in the
amount of $997,280.35;- Dumke Seconded. Carried 6-0.
Patterson moved for approval of payment of Tax Refund Vouchers in
the amount of $1,191.81. Dumke seconded. Carried 6-0.
Schneider moved for approval of payment of Utility Vouchers in the
amount of $78,610.98. Woodard seconded. Carried 6-0.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Mayor stated that the Organizational Meeting will be held Tuesday,
April 19 at 7:OO P.M.
Taube stated that meeting to discuss Priority Lakes will be held
next Monday at 7:OO P.M.
Schneider moved to adjourn at 9:55 P.M. Misko seconded, carried.
