MINUTES OF MEETING HELD FEBRUARY 8, 1994
The meeting was called to order at 7:35 P.M. by Mayor De Angelis.
Taube, Woodard, City Clerk Marenda, City Attorney Molter, and
Deputy Clerk Blenski. Alderman Dumke was absent.
Patterson moved for approval of minutes of the Common Council
meetings held January 24 and January 25, 1994. Schneider seconded,
carried.
Also present were Aldermen Patterson, Misko, Sanders, Schneider,

Mavor read Proclamation announcing February 13-19, 1994 as
Vocational Education Week.
PERSONAL APPEARANCES
Newlv elected Fire Chief Andy Mack of the Muskego Volunteer Fire
Co. appeared before the Council along with Mr. John Ludwig.
COMMITTEE REPORTS
Sanders Dresented minutes of Finance Committee Meetinqs held
2/2/94 and 2/8/94 and moved for acceptance. Patterson seconded,
carried.
Schneider presented minutes of Public Works Committee Meeting held
1/21/94 and moved for acceptance. Misko seconded, carried.
Plan Commission minutes of meeting held 2/1/94 were received and
"Cowtown." Mayor stated it would be further discussed at the March
Plan Commission meeting and Finance Committee Meeting of 2/16/94.

of the Muncipal Code of the City of Muskego (Hunting
Regulations). Second~Reading. Misko moved for adoption. Taube
seconded. Carried 6-0.
Ord. #E27 - An Ordinance to Amend the Zoning Map of the City of
Muskego from RS-2 to RSM (American College Park Apartments).
Second Reading. Taube moved for adoption. Misko seconded. Mayor
noted that discussion has taken place with Mr. Heise and his
attorney. Deferral has been requested by petitioner to give him
time to locate records that may substantiate his petition.
Schneider moved to defer. Woodard seconded. Carried 4-3 with
Sanders, Schneider, Woodard, Mayor De Angelis (tie breaker vote)
voting "yes" and Patterson, Misko and Taube voting "no. 'I

of the Municipal Code of the City of Muskego (Land Division
Ordinance). Second Reading. Sanders moved for adoption.

seconded. Carried 6-0.
Reso. #26-94 - Reapproval of Final Plat of Golden Meadows at
Lake Tichigan Addition #2, Town of Waterford. Taube moved for
adoption. Woodard seconded. Carried 6-0.
Reso. #21-94 - Approval of Certified Survey Map - Muskego
Business/Industrial Park. Patterson moved for adoption.
Schneider seconded. Carried 6-0.
Reso. #28-94 - Approval of Certified Survey Map - Muskego
Business/Industrial Park. Taube moved for adoption. Schneider
seconded. Carried 6-0.
Reso. #29-94 - Approval/Disapproval of Certified Survey Map -
Muskego Business Industrial Park. Taube moved for adoption to
disapprove. Schneider seconded. Mayor stated City has accepted
an Offer to Purchase for Lot 1 of the CSM as well as an Amendment
to that Offer. Plan Commission has not recommended approval
because they opposed the further division of the three acre parcel
into three one-acre lots. Taube stated the Plan Commission had
several concerns. Defeated 1-5 with Taube casting the only "yes"
vote. Schneider moved to approve. Misko seconded. Carried 6-0.
Reso. #30-94 - Approval/Disapproval of Certified Survey Map -
Heise. Patterson moved for adoption to disapprove. Misko
seconded. Mayor requested deferral for same reasons that Ord.
#827 was deferred. Attorney Molter concurs and recommends deferral
defer. Patterson seconded. Carried 5-1 with Misko casting the
since action on Qrd. #E27 has been deferred. Sanders moved to
only "no" vote.
Reso. #31-94 - Approval of Certified Survey Map - City of
Muskego and Waste Management (Water Reservoir Site). Sanders
moved for adoption. Woodard seconded. Carried 6-0.
Reso. #32-94 - Offer to Purchase - Muskego Industrial Park.

Reso. #33-94 - Approval of Agreement Between the City of Muskego
and SEWRPC for Administrative Assistance Regarding RLF Loan to Sue
Xrienitz/Kids Kampus, Inc. Sanders moved for adoption. Patterson
seconded. Carried 6-0.
Muskego and Waste Management of Wisconsin, Inc. Dated December 19,
Reso. #34-94 - Amendment to Agreement Between the City Of
1989. Sanders moved for adoption. Patterson seconded. Carried

Ord. #E29 -An Ordinance to Amend Chapter 14, to Add Section 1.5
(Z)(j), of the Municipal Code of the City of Muskego Floodplain
Reading. Taube requested a conceptual design layout of the park as
Zoning Ordinance: Official Map (Plum Creek Addition #l). First
there was concern about adequate space with the relocation of the
barrow pit due to the rezoning. Taube requested response from Mr.
Klimeck. With no objections from the Council, Mr. Klimeck
responded.
Muskego from RS-2 to RS-2/OPD (Plum Creek East Subdivision). First
Ord. #E30 -An Ordinance to Amend the Zoning Map of the City of
Reading.
LICENSE APPROVAL
Patterson moved for approval of Operators' Licenses for Vicki
Kertscher and Nancy Stbll. Misko- seconded, carried. Patterson
moved for approval of Temporary Class "B"/"Class B" Retailer's
License and Races on Ice Permit for Muskego Icetronauts Snowmobile
Club, Inc. for 2/13/94. Taube seconded. Carried 6-0.
VOUCHER APPROVAL
Patterson moved for approval of General Vouchers in the amount of
$279,111.83. Sanders-seconded. Carried 6-0.
Sanders moved for approval of Utility Vouchers in the amount of
$39,189.11. Woodard seconded. Carried 6-0.
ADJOURNMENT 0 Misko moved to adjourn at 9:14 P.M. Schneider seconded, carried.
