MINUTES OF MEETING HELD OCTOBER 12, 1993
The meeting was called to order at 7:35 P.M. by Mayor De Angelis.
Also present were Aldermen Patterson, Dumke, Misko, Sanders,
Molter, and Deputy Clerk Blenski.
Schneider, Taube, and Woodard, City Clerk Marenda, City Attorney
meeting held September 28, 1993. Misko seconded, carried.
Patterson moved for approval of the minutes of the Common Council
COMMUNICATIONS FROM THE MAYOR’S OFFICE
Mayor stated he appeared before the Waukesha County Board earlier
this evening to speak on the Moorland Road extension.
An organizational meeting of the newly formed Muskego Emergency
Transitional Housing, Inc. group will take place Saturday, October
16 at 9:00 A.M.
COMMITTEE REPORTS
Sanders presented minutes of Finance Committee Meetings held 9/29,
10/6, and 10/12 and moved for acceptance. Patterson seconded,
carried.
Woodard moved for acceptance of Public Safety Committee Meeting
held 10/7. Misko seconded, carried.
Woodard moved for acceptance of minutes of Rules, Laws & Ordinance
Committee Meeting held 10/7. Taube seconded, carried.
Committee Meeting held 10/6. Patterson seconded, carried.
Schneider moved for acceptance of minutes of Public Welfare
Plan Commission minutes of 10/5/93 meeting were received and placed
on file.
OLD BUSINESS
Ord. #816 - An Ordinance to Amend Chapter 12, Section 12.08(6)(d),
of the Municipal Code of the City of Muskego (Enclosure of Junk or
Salvage Yards). On the floor, deferred 9/28. Taube moved to amend
language as per Rules, Laws & Ordinance Committee as follows:
“Enclosure of Junk or Salvaqe Yards. Every junk or salvage yard
coming into existence after the 7th day of October, 1993, shall be
enclosed by a solid fence to be approved by the Building Inspector
and the Public Safety Committee of a height not less than 8 feet.
Such fence shall be painted one color within 30 days after
construction and shall be maintained in a proper condition of
repair at all times. Junk placed in any junk yard shall be so
piled as to not rest against or project through or over the
enclosure. It shall be unlawful to affix or display or to permit
bill, placard, pamphlet, notice or other thing for the purpose of
to be affixed or displayed upon such enclosure any picture, sign,
on the 7th day of October, 1993, shall not have to erect a fence
advertising or notification. Any junk or salvage yard in existence

Ord. #E17 - An Ordinance to Amend Chapter 14, to Add Section
1.5(2)(g) to the Municipal Code of the City of Muskego Floodplain
Zoning Ordinance: Official Map (Brookside Drive). Second Reading.
Sanders moved for adoption. Taube seconded. Carried 7-0.

Reso. #238-93 - Authorize Execution of Contract for Weekly Refuse
Collection and Disposal and Biweekly Recycling Collection and
Disposal Between the City of Muskego and BFI. Patterson moved for
adoption. Dumke seconded. Patterson moved to defer. Schneider
seconded, carried.
Declare Official Intent Under Reimbursement Bond Regulations.
Reso. #239-93 - Resolution Designating Officials Authorized to
Taube moved for adoption. Misko seconded. Carried 7-0.
Reso. #240-93 - Approval of Amendment #1 to the Amended and
Restated City of Muskego Pension Trust. Dumke moved for adoption.
Schneider seconded. Carried 4-3 with Dumke, Misko, Sanders, and
Woodard voting "yes" and Patterson, Schneider, and Taube voting
"no. I'
Reso. #241-93 - Preliminary Resolution Declaring Intent to Exercise
Special Assessment Police Powers Under S66.60, Wisconsin Statutes,
as to Sanitary Sewer Assessment Area for College Avenue Sewer
Project (MSS-2-93). Sanders moved for adoption. Schneider
seconded. Carried 7-0.
Reso. #242-93 - Approval of Final Plat - Waubeesee Lake Park
Estates, Town of Norway. Taube moved for adoption. Woodard
seconded. Carried 5-2 with Misko and Schneider casting the "no"
votes.

LICENSE APPROVAL
Patterson moved for approval of Operator's Licenses for Shelley
Rezutek, Kim Praefke, and Donald Metzelfeld subject to favorable
police reports. Sanders seconded, carried.
VOUCHER APPROVAL
Patterson moved for approval of General Vouchers in the amount of
$270,673.59. Dumke seconded. Carried 7-0.
Sanders moved for approval of Utility Vouchers in the amount of
$40,079.23. Woodard seconded. Carried 7-0.
CITY OFFICIALS' REPORTS
The Council has received a petition for a zoning change from RS-3
to RS-3/0IP for the expansion of Kurth Park. A Public Hearing is
scheduled for Tuesday, November 9 at 7:25 P.M.
Thursday, October 14 at 7:OO P.M. to further discuss the
Patterson reported that the Public Welfare Committee will meet
specifications for the curbside trash/recycling project.
