COMMON COUNCIL
MINUTES OF MEETING HELD JUNE 22, 1993
The meeting was called to order at 8:12 P.M. by Mayor De Angelis.
Also present were Aldermen Patterson, Dumke, Misko, Sanders,
Attorney Molter.
Schneider, Taube, and Woodard, City Clerk Marenda and City
meeting held June 8, 1993. Schneider seconded, carried.
Patterson moved for approval of the Common Council minutes of

held June 9, 1993 and moved for acceptance. Patterson seconded,
carried.
Woodard presented minutes of Public Safety Committee Meeting held

Plan Commission minutes of meeting held June 15, 1993 were
received and placed on file. Dumke suggested negotiations with
large developer in Southeast area should include contribution
toward future Fire Department expansion and equipment.
OLD BUSINESS
Ord. #801 - An Ordinance to Amend Chapter 9, Section 9.06 of the
Municipal Code of the City of Muskego (Loud and Unnecessary Noise)
Second Reading. Patterson moved for adoption. Schneider
seconded. Molter concerned that language too subjective relating
to "annoying" someone. Schneider requested 8:OO A.M. Saturday
start time and no Sunday operation. Misko moved to defer.
Patterson seconded. Carried 7-0.

Reso. #152-93 - Approval of Revised Water Utility Rates and
Rules. Sanders moved for adoption. Schneider seconded. Taube
quality. Mayor stated this rate increase was requested by the
stated intent to vote "no" due to problems with Kristin Down water
City for the financial stability of the Utility due to losses now
on the operating side and not only for depreciation. Sanders
water in the Kristin Down and Guernsey Meadows areas. Carried
stated that the Utility is working to resolve any problems with
5-2, with Misko and Taube voting "no".
Reso. #153-93 - #156-93, regarding Assessment Policies, Removed
from Agenda.
Reso. #157-93 - Resolution as to Sewer and Water Assessments for
Spitzner Property. Sanders moved for adoption. Woodard seconded.
Carried 7-0.
Resolution #158-93 - Approval of Preliminary Plat - Candlewood
Creek Subdivision (Phase I). Taube moved for adoption. Misko
seconded. Taube requested Utilities Committee review location of
community wells in proposed subdivisions. Carried 7-0.
Resolution #159-93 - Approval of Preliminary Plat - Lakeview
Highlands North Subdivision. Taube moved for adoption. Sanders
seconded. Taube requested deferral to have bond increased. Mayor
stated it could be addressed at time of Subdivider Agreement
approval with the Final Plat. Taube removed request. Carried 6-1
with Misko voting "no".
Resolution #160-93 - Approval of Contract Between HAWS and the
City of Muskego. Patterson moved for adoption. Schneider
seconded. Carried 7-0.
Resolution #161-93 - Authorization to Apply for Little/Big
Muskeqo-Wind Lakes Priority Watershed Grant for 1994. Taube moved
for adoption. Sanders seconded. Carried 7-0.
Resolution #162-93 - Appointment of Citizen Members to Library
Board. Patterson moved for adoption. Misko seconded. Carried
7-0.
Resolution #163-93 - Establishing Traffic Regulations. Misko
moved for adoption. Sanders seconded. Carried 7-0.
Resolution #164-93 - Approval of Amendment to Contract of
Sale-Kids Kampus, Inc. Patterson moved for adoption. Sanders
seconded. Carried 7-0.
Resolution #165-93 - Approval of Various License Applications for
the City of Muskego for the Licensing Period July 1, 1993 to June
30, 1994. Dumke moved for adoption. Schneider seconded. Sanders
moved to amend attachment to add condition for Repischak's trap
license "subject to inspection certification prior to issuance of
trap license". Taube seconded. Carried. Resolution #165-93, as
amended, carried 7-0. 0

receipt of favorable police reports. Misko requested abstaining
due to Temporary Operators to work for Jaycees, of which he is a
member. Carried 6-0, with Misko abstaining.
Patterson moved for approval of Temporary Class "B" Beer License
P.M. and July llth, 9:00 A.M. to 9:00 P.M. Dumke seconded.

and Waste Management. Schneider seconded. Carried 7-0.
Patterson moved for approval of payment of General Vouchers in the
amount of $309,785.95. Sanders seconded. Carried 7-0.
