COMMON COUNCIL
MINUTES OF MEETING HELD APRIL 27, 1993
The meeting was called to order at 7:51 P.M. by Mayor De Angelis.
Molter, and Deputy City Clerk Blenski.
Schneider, Taube, and Woodard, City Clerk Marenda, City Attorney
meeting held April 13, 1993. Misko seconded, carried.
Patterson moved for approval of the Common Council minutes of
Mayor read letter from Parks Director Peter Theis recognizing Rose
Pohlmann who recently passed away. Rose attended the City Hall
and Police Department grounds for the past several years
beautifying them with a variety of plantings.
Mayor read Proclamation promoting "Green Up Muskego" theme for the
month of May.
Mayor read Proclamation designating May 1, 1993 as Loyalty Day.
Mayor presented his Committee appointments for 1993-1994.
Mayor stated Alderman Dumke will be the representative to the
Future Parkland Standing Committee and Emerald Park Standing
Committee.
COMMITTEE REPORTS
Sanders presented minutes of Finance Committee Meetings held April
21 and 27, 1993 and moved for acceptance. Dumke seconded, carried.
held April 14, 1993 and moved for acceptance. Patterson seconded,
Schneider presented minutes of Public Welfare Committee Meeting
carried.
Schneider presented minutes of Public Utilities Committee Meeting
held April 15, 1993 and moved for acceptance. Misko seconded,
carried.
Schneider presented minutes of Public Works Committee Meeting held
April 22, 1993 and moved for acceptance. Dumke seconded, carried.
' Also present were Aldermen Patterson, Dumke, Misko, Sanders,
Plan Commission Minutes of meeting held April 20, 1993 were
received and placed on file.
Ord. #794 - An Ordinance to Amend Chapter 18, Section 18:3.8 and
Section 18:11 (Certified Survey Map Review and Minor Land
moved for adoption. Sanders seconded. Carried 7-0.
Divisions and Subdivisions Definitions). Second Reading. Taube
Reso. #62-93 - Approval of Certified Survey Map - Muskego
Industrial Park. On the floor, deferred 3/9/93, 3/23/93, 4/13/93.
Resolution carried 7-0.
Reso. #71-93 - Resolution as to Revised Preliminary Plat (Plum
:@ Creek Addition #1 and Plum Creek East). On the floor, deferred
recommendations into the Resolution. Sanders seconded, carried
4/13/93. Patterson moved to amend to incorporate city attorney's
5-2 with Misko and Taube casting the "no" votes. A request was

made to allow Mr. Carity to address the Council. Mr. Carity
stated the HEC analysis will be submitted to the city engineers
for their review. He stated that the floodplain boundaries
indicated by the analysis vary from those on the FEMA map. He
would not be opposed to a deferral and would be willing to grant
an extension of time if needed. He will petition for a public
hearing to be held to rezone the property out of the floodplain.
Patterson moved to defer to Council meeting of June 22. Sanders
seconded, carried 6-1 with Taube casting the one "no" vote.
Ord. #793 - An Ordinance to Amend the Zoning Map of the City of
Muskego (RS-2 and RS-3 to RSM - Heinrich & Boehm). Second Reading.
Dumke moved to disapprove. Patterson seconded. Defeated 7-0.
Ord. #795 - An Ordinance to Amend Chapter 21, Section 21.21(2),
Permits-MMSD). Second Reading. Misko moved for adoption.

Ord. #796 - An Ordinance to Amend Chapter 21, Section 21.22(2),
(3) & (4), of the Municipal Code of the City of Muskego (Sewer

adoption. Sanders seconded. Carried 7-0.

Taube moved for adoption. Schneider seconded. Taube moved to

adoption. Dumke seconded. Mr. Potrykus was allowed to address

Agreement and Letter of Credit - Gratzek. Sanders moved for
adoption. Dumke seconded. Sanders moved to amend to delete the
second BE IT FURTHER RESOLVED and to amend the first paragraph of
Section XI1 of the Subdivider's Agreement to add "or occupancy
permits" after the words "building permits." Dumke seconded,
carried. Resolution #107-93, as amended, carried 7-0.

adoption. Dumke seconded. Patterson moved to amend to delete the
second BE IT FURTHER RESOLVED and to amend the first paragraph of
Section XI1 of the Subdivider's Agreement to add "or occupancy
permits" after the words "building permits." Dumke seconded,
carried. Resolution #108-93, as amended, carried 7-0.
Reso. #109-93 - Approval of Certified Survey Map, Subdivider's
Agreement and Letter of Credit - Adams. Sanders moved for
amend to change date in Paragraph 5 from "May 7, 1993" to "May 15,

Patterson moved for approval of Operator's Licenses subject to
favorable police repokts and required applications and fees
received for Scott Quigley, Gregory Greil, Chris Niemann, and
Sharon Bott. Taube seconded, carried.
VOUCHER APPROVAL
Patterson moved for aDorova1 of Davment of General Vouchers in the
amount of $233,466.39:' Dumke seconded. Carried 7-0.

Sanders moved for approval of payment of Utility Vouchers in the
Ald. Patterson noted a Debate to be held on Monday, May 3 in
Brookfield regarding the Mediation-Arbitration Law. Clerk was
requested to prepare an open meeting notice.
Taube moved to adjourn at 1O:OO P.M. Misko seconded, carried.
