MINUTES OF MEETING HELD FEBRUARY 23, 1993
The meeting was called to order at 8.09 P.M. by Mayor Salentine.
Also present were Aldermen Patterson, Dumke, Misko, Sanders,
Schneider, Simmons, and Taube, City Clerk Marenda, City Attorneys
Molter and Trindl, and Deputy Clerk Blenski.
Patterson moved for approval of the Common Council minutes of
meeting held February 9, 1993. Dumke seconded, carried.
Ord. #784 - An Ordinance to Amend Chapter 17 of the City of
Muskego Municipal Code to Regulate Adult-Oriented Establishments.
First Reading. Attorney Molter was requested to review Section
17: 2.02 (.5)(b) "Adult bookstore" following information presented
by Laverne Decamp. The Planning Director's Report on Secondary
Effects of Adult-Oriented Entertainment Establishments was
presented for the record.
Taube moved for adoption. Sanders seconded. Carried 7-0.
Reso. #34-93 - Approval of Preliminary Plat - Lowe Subdivison.

Reso. #35-93 - Approval of Certified Survey Map - Mecca. Taube
Wilkinson Property Made by Resolutions #198-91 and #199-91.
Reso. #40-93 - Resolution as to Water and Sewer Assessments of
development is allowed to take place before assessment is due.
Sanders moved for adoption. Misko seconded. Taube questioned why
City's policy allows Public Utilities Committee to negotiate
deferrals. Carried 7-0.

Attorney Trindl was excused from the meeting at 10:15 P.M.
Reso. #lo-93 - Awarding of Bids-Recycling Center Fencing
Project. Deferred 2/9/93. Patterson moved to table. Dumke
seconded. Carried 5-2 with Patterson, Dumke, Misko, Schneider,
and Taube voting "yes" and Sanders and Simmons voting "no."
Ord. #782 - An Ordinance to Amend Chapter 14, Section
1.5 (2) of the Floodplain Zoning Ordinance (Map Amendment)
seconded. Carried 7-0.

Ord. #785 - An Ordinance to Amend Chapter 32 of the Municipal
Code of the City of Muskego (Fire Prevention Code). Second
Reading. Sanders moved to adopt. Misko seconded. Sanders moved
to amend to add all language per the Public Safety Minutes of
February 22, 1993 and to include in 32.02 (15) that sign(s) will

state that there will be no parking of unattended vehicles in the

Reso. #41-93 - Authorization to Fund Engineering Study (Moorland
Road). Simmons moved for adoption. Dumke seconded. Patterson
stated that SEWRPC would conduct a transportation study for the
entire city which this project could come under. Taube moved to
amend to add "BE IT FURTHER RESOLVED that this funding should not
be authorized due to the transportation study being conducted by
SEWRPC" and to insert "0" in the dollar amount. Patterson
seconded, carried. Reso. #41-93, as amended, defeated 7-0.
Management and Other Non-Represented Employees of the City of
Reso. #42-93 - Approval of Amendment to Personnel Code for
Muskego 1/1/93-12/31/95. Patterson moved for adoption. Dumke
seconded. Carried 7-0.

Reso. #43-93 - Addendum to 1993-1995 Muskego Police Association
7-0.
Patterson moved to approve that similar language for health
insurance for disabled employees be added to Public Works
Agreement for 1/1/93-12/31/95. Dumke seconded. Carried 7-0.
Reso. #44-93 - Authorize Execution of the Labor Agreement
Between Local 2414 AFSCME and the City of Muskego
Telecommunicators Unit. Removed from the agenda.

Sanders presented minutes of the Finance Committee meetings held
February 17 and 23, 1993 and moved for acceptance. Patterson
seconded, carried.
