MINUTES OF MEETING HELD JANUARY 12, 1993
The meeting was called to order at 7:49 P.M. by Mayor
Sa1entine. Also present were Aldermen Patterson, Dumke, Misko,
Sanders, Schneider, Simmons, Taube, and City Clerk Marenda.
Attorney Molter was absent.
Patterson moved for approval of the Common Council minutes of
meetings held December 8 and December 22, 1992. Dumke
seconded, carried.
Kathy Chiaverotti, President of the Muskego Woman's Club,
presented a piece of artwork depicting the Muskego Beach area
for display at City Hall. This artwork was purchased by the
Muskego Woman's Club for its historical value.
COMMITTEE REPORTS
Sanders presented minutes of the Finance Committee meetings
held January 6 and 12, 1993 and moved for acceptance. Dumke
seconded, carried.

Dumke presented minutes of the Rules, Laws & Ordinance
Committee meeting held January 7, 1993 and moved for
acceptance. Taube seconded, carried.
Plan Commission minutes of January 5, 1993 were received and
placed on file.
Ord. #777 - An Ordinance to Amend the Zoning Map of the City
of Muskego (EA to A Wilinski). Second Reading. Taube moved
for adoption. Dumke seconded. Carried 7-0.
Ord. #778 - An Ordinance to Repeal and Recreate Chapter 6 of
the Municipal Code of the City of Muskego (Emergency
Government, formerly Civil Defense). Second Reading. Taube
moved for adoption. Simmons seconded. Taube moved to amend
Section 6.06 to change, "civil defense plan" to "emergency
government plan." Patterson seconded, carried. Ord. #778, as
amended, adopted 7-0.

Reso. #322-92 - Approval of City Participation in DNR Pier
Funding Program. On the floor, deferred 12/22/92. Taube
stated the Lake District recommended conceptual approval.
Misko stated that Park Board acknowledged the Lake District's
concerns about length of pier, placement, construction, etc.
The Lake District will be contacting Peter Theis and the DNR.
Mayor noted this is just the first step and that it will be bid
out eventually. Also noted 100% funding is available to the
city. Resolution adopted 7-0.

Tichigan Trail Estates Subdivision-Town of Waterford. Taube
moved for adoption. Sanders seconded. Carried 7-0.
Reso. #2-93 - Approval of General Facility Agreement Between
Muskego Norway School District and City of Muskego. Misko
moved for adoption. Schneider seconded. Carried 7-0.
Reso. #3-93 - Approval of Amendment to Personnel Code for
Management and Other Non-Represented Employees of the City of
Muskego 1/1/93 - 12/31/95. Dumke moved for adoption. Misko
seconded. Carried 7-0.
Reso. #4-93 - Authorize Execution of the Labor Agreement
between the Muskego Police Association and the City of Muskego
1/1/93 - 12/31/95. Misko moved for adoption. Dumke seconded.
Carried 7-0.
Reso. #5-93 - Authorize Execution of the Labor Agreement
between Public Works Department and Public Utilities Department
and the City of Muskego 1/1/93 - 12/31/95. Dumke moved for
adoption. Misko seconded. Carried 7-0.
Ord. #779 - An Ordinance to Amend Chapter 18, Section 2.6 of
the Municipal Code of the City of Muskego (Land Suitability).
First Reading.
.-- Ord. #780 - An Ordinance to Create Chapter 13, Section
13.026, of the Municipal Code of the City of Muskego Regarding
the Keeping of Potbellied Pigs. Sponsored by Simmons. First
Reading. Simmons presented Village of Germantown Ordinance and
requested it be copied to all Aldermen. Simmons stated he
sponsored to bring it to a Council vote. Dumke noted Committee
voted 2-1 to deny. The Clerk was directed to obtain licensing
information.
Ord. #781 - An Ordinance to Create Chapter 9, Section 9.38,
of the Municipal Code of the City of Muskego Regarding the
Harboring of Juveniles Runaways. First Reading.
LICENSE APPROVAL
Patterson moved for approval of Operator's Licenses subject to
favorable police reports and required applications and fees for
Monica Kondelka, Wanda Jessmon, Chrystal Jessmon and Myron
Blanchard. Sanders seconded, carried.
VOUCHER APPROVAL
Patterson moved for approval of payment of General Vouchers in
the amount of $349,436.65. Dumke seconded. Carried 7-0.
r Sanders moved for approval of payment of Utility Vouchers in
the amount of $120,069.63. Schneider seconded. Carried 7-0.

.'~ COMMUNICATIONS
The Clerk acknowledged receipt of a petition from Todd
Bushberger to amend the floodplain zoning ordinance to adopt a
revised floodplain map for the area south of the unnamed
tributary of the Muskego canal with a Public Hearing to be held
on February 9 at 7:25 P.M.
The Clerk noted a request had been received from a State
Representative to appear at a future Council meeting. The
Clerk was directed to invite all state and federal elected
officials representing Muskego to future Council meetings for
any presentations they may wish to give.
Mayor reported on staff's attendance at the PSC hearing in
Madison on the water rate proposal. PSC further reviewed their
original proposed increase overall of 47% and reduced it to
36%. The Clerk announced public hearings will be held in
Muskego on this matter on February 4, 1993 at 1:30 P.M. and
7:00 P.M.
The Mayor reported the Town of Norway Board voted not to
participate in school impact fees.
Misko moved to adjourn at 8:52 P.M. Simmons seconded, carried.
