MINUTES OF MEETING HELD DECEMBER 22, 1992
The meeting was called to order at 8:05 P.M. by Mayor
Salentine. Also present were Aldermen Patterson, Dumke, Misko,
Attorney Molter. Alderman Taube was absent.
Schneider, Simmons, and Sanders, City Clerk Marenda, and
meetings held December 8 and December 17, 1992. Dumke
Patterson moved for approval of the Common Council minutes of
seconded, carried.
Mayor Salentine read notice of Closed Session per the agenda.
COMMITTEE REPORTS
Sanders presented Public Safety Committee minutes of meeting
held December 9, 1992 and moved for acceptance. Simmons
seconded, carried.
held December 10, 1992 and moved for acceptance. Misko Schneider presented Public Utility Committee minutes of meeting
seconded. Sanders noted paragraph 2, page 2 should reflect he
voted "no" on the Sewer Usage Penalty issue. Sanders requested
individual consideration of paragraph on well abandonment.
Motion to adopt minutes without said paragraph carried.
Utilities Committee for discussion. Misko seconded, carried.
Sanders moved to refer paragraph on well abandonment to Public

Simmons presented Finance Committee minutes of meeting held
seconded, carried.

held December 17, 1992 and moved for acceptance. Dumke

Plan Commission minutes of December 15, 1992 were received and
placed on file.

Patterson moved for adoption. Dumke seconded. Schneider
be a meeting with the DNR regarding the lowland in the area of

add, "From 0100.8300.3212 Contingency $630 to 0100.5100.1530
for adoption. Sanders seconded. Sanders moved to amend to
Clothing Allowance and From 0100.8300.3212 Contingency $445.73
to 0100.7200.1110 Recr. Salaries h Wages Other $412.20 and to
0100.7200.1601 Recr. FICA $33.53. Misko seconded. Carried
6-0. Reso. #317-92, as amended, adopted 6-0.
Reso. #318-92 - Nomination of Election Workers by Mayor of
the City of Muskego. Schneider moved for adoption. Misko
seconded. Carried 6-0.
Reso. #319-92 - Deferring Payment of Special Assessment
(Bartz). Sanders moved for adoption. Misko seconded. Carried
6-0.
Reso. #320-92 - Deferring Payment of Special Assessment
(Kohne). Removed from agenda.
Reso. #321-92 - Approval of Holding Tank - Leichtfuss.
Patterson moved for adoption. Simmons seconded. Carried 6-0.
Funding Program. Misko moved for adoption. Schneider
Reso. #322-92 - Approval of City Participation in DNR Pier
provide a public fishing pier and it would be wheel chair
seconded. Misko reported Parks Board recommended approval to

Dedication Funds. Sanders moved for adoption. Dumke
seconded. Sanders moved to amend to add, "contingent on
auditor's approval." Patterson seconded, carried. Resolution
#323-92, as amended, adopted 6-0.
Reso. #324-92 - Approval of Carriers for City's Insurance.
Dumke moved for adoption. Sanders seconded. Carried 6-0.
Ord. #777 - An Ordinance to Amend the Zoning Map of the City
of Muskego (EA to A Wilinski). First Reading.
Ord. #778 - An Ordinance to Repeal and Recreate Chapter 6 of
the Municipal Code of the City of Muskego (Emergency
Government, formerly Civil Defense). First Reading.
Patterson moved to convene into Closed Session pursuant to
§19.85(l)(c), considering employment, promotion, compensation
or performance evaluation data of any public employee over which
the governmental body has jurisdiction or exercises
responsibility, more specifically for purpose of 1993
negotiations. As to these matters, formal action may be taken
in Closed Session. Dumke seconded. Carried 6-0. It was noted
continuation of agenda items.

Reso. #325-92 - Approval of Resolution Establishing Base
Salaries for Certain City of Muskego Employees for 1993.
Simmons moved for adoption. Schneider seconded. Simmons moved
to amend to increase Director of Information Systems to $36,445
at 18 months. Schneider seconded. Carried 6-0.
Reso. #325-92, as amended, adopted 6-0.
LICENSE APPROVAL
Patterson moved for approval of Operator's Licenses for
Michelle Cowling, Amy Kremnitzer, and Brian Urbancic subject to
favorable police reports and required application fees. Dumke
seconded, carried.
Patterson moved for approval of Races on Ice and Gathering
Permit for Muskego Icetronauts Snowmobile Club for 2/14/93.
Sanders seconded, carried. 6-0.
VOUCHER APPROVAL
Patterson moved for approval of payment of General Vouchers in
the amount of $437,605.74. Dumke seconded. Ald. Misko was

requested to review Proprint bill for Muskego Chorale with
Recreation Supervisor. Carried 6-0.
Sanders moved for approval of payment of Utility Vouchers in
the amount of $1,464,328.89. Misko seconded. Carried 6-0.
COMMUNICATIONS
The Clerk announced a Public Hearing will be held at 1:25 P.M.
on January 12 upon petition of the Common Council regarding
amendment to the land division ordinance as to lot sizes where
floodlands are present.
The Mayor clarified the CompCare Health Insurance Contract for
1993 does not continue coverage for dependents of employees
between the ages of 19 and 25 who are not full-time students.
Simmons moved to adjourn at 10:45 P.M. Misko seconded, carried.
