ccm199211100 CITY OF MUSKEG0 COMMON COUNCIL MINUTES OF MEETING HELD NOVEMBER 10, 1992 The meeting was called to order at 7:50 P.M. by Mayor Salentine. Also present were Aldermen Patterson, Dumke, Misko, Schneider, Simmons, Taube, and Sanders, City Clerk Marenda, and Attorney Molter. Patterson moved for approval of the Common Council minutes of meeting held October 27, 1992. Dumke seconded, carried. Reso. #275-92 - Approval of Intergovernmental Cooperative Agreement (School Impact Fee). Patterson moved for adoption. Schneider seconded. Jim Heiden, President of the School Board, presented an overview of the proposal. Attorney Molter expressed concern about indemnification. Patterson urged adoption of an ordinance to implement impact fees as soon as Hearing. The Mayor, Jim Heiden, Attorney Molter and Quarles possible. Target date of mid January set to hold Public and Brady to put the ordinance and intergovernmental agreement consultant. The Clerk was directed to obtain copies of the in proper order and to consult with the city's financial 66.30 agreement from Franklin and Delafield. After further discussion on the role Attorney Molter should play in the review of these documents, Taube called for the question. Resolution #275-92 adopted 7-0. Reso. #277-92 - Approval of Final Plat for Windcrest Subdivision - Town of Norway. Taube moved for adoption. Sanders seconded. Carried 7-0. Ord. 769 - An Ordinance to Amend the Zoning Map of the City of Muskego (EA to A) Loughney/Maney/Nettesheim. Second Reading. Sanders moved for adoption. Taube seconded. Carried 7-0. Ord. 770 - An Ordinance to Amend the Zoning Map of the City of Muskego as recommended by the Comprehensive Land Use Plan. Second Reading. Simmons moved for adoption. Dumke seconded. Misko presented sketch of area north of Martin Drive with recommendations for zoning changes. Simmons moved to defer. Misko seconded. Taube requested permission for Mr. Heinrich, owner of property on Woods Road and Racine, to speak. Permission granted. Mr. Heinrich requested the area (Tax Key Nos. 2224.999- Boehm 19 acres and 2224.998-Heinrich 12 acres) be zoned RSM/OPD. Motion to defer carried. Reso. #261-92 - Declaring Certain Delinquent Personal Property Taxes to be Uncollectible. Patterson moved for reconsideration at request of Treasurer. Simmons seconded. Carried 7-0. Simmons moved to amend to remove Bayside Inn. Schneider seconded. Carried 7-0. Resolution #261-92, as amended, adopted 7-0. Attorney Molter was excused at 9:30 P.M. COMMITTEE MINUTES Sanders presented the Finance Committee minutes of meetings held November 4 and 10, 1992 and moved for acceptance. Patterson seconded. Taube requested improvements in the language of Subdivider's Agreements as to completion dates. Mayor noted improved completion date requirements, erosion control measures and staff requirements were reviewed and recommended for approval by the Finance Committee. Motion carried. Misko presented the Public Utilities Committee minutes of meeting held October 28, 1992 and moved for acceptance. Sanders seconded, carried. Dumke presented report of Public Works Committee meeting held October 29, 1992. Turning lane on Lannon to Hwy. L discussed. to complete project in 1992. It was noted that Public Works Simmons will check on County approval and asphalt availability Superintendent recommends road not be torn up this late in the season. Taube requested a letter be sent to Zillig expressing dissatisfaction with lack of compliance with deadline. Taube to draft letter for Council signatures. Misko presented Public Safety Committee minutes of meeting held November 5, 1992 and moved for acceptance. Taube seconded. The number of "Slow Children" signs on Haven Drive was discussed and Taube directed to review with Police Chief to get proper signage. Motion carried. Plan Commission minutes of November 3, 1992 were reviewed and placed on file. Reso. #276-92 - Approval of Application of Wastewater Carried 7-0. Residue. Patterson moved for adoption. Taube seconded. moved for adoption. Taube seconded. Carried 7-0. Reso. #278-92 - Establishing Traffic Regulations. Misko Ord. #768 - An Ordinance to Amend the Zoning Map of the City of Muskego (RS-3/0LR to RS-3) Oschmann. Second Reading. Taube moved for adoption. Sanders seconded. Carried 7-0. Ord. #771 - An Ordinance to Amend the Zoning Map of the City of Muskego (RS-2 to RS-2/0PD) Plum Creek. First Reading. Common Council Minutes November 10, 1992 Page 3 LICENSE APPROVAL Patterson moved for approval of Operator's License for Kathleen Gerth subject to favorable police report. Dumke seconded, carried. Patterson moved to defer request for Operator's License for Kathy Rea to Finance Committee. Sanders seconded. Carried. VOUCHER APPROVAL Patterson moved for approval of payment of General Vouchers in the amount of $738,044.92. Durnke seconded. Carried 7-0. Sanders moved for approval of payment of Utility Vouchers in the amount of $24,443.55. Schneider seconded. Carried 7-0. COMMUNICATIONS would be held on Monday, November 16, 1992 at 7:OO P.M. MISCELLANEOUS BUSINESS A discussion was held on whether subdividers can be made responsible to pay for stop signs. Mayor suggested the Police Chief review plats and determine signs needed.
