Also present were Aldermen Dumke, Hilt, Patterson, D. Sanders, H. Sanders, Simmons, and Taube, City Clerk Marenda, and Attorney Molter. No one was absent. Hilt moved for approval of the Common Council minutes of meeting held February 11, 1992. Dumke seconded. Carried. COMMITTEE REPORTS H. Sanders presented Finance Committee minutes of meetings held February 19, 1992 and February 25, 1992 and moved for acceptance. Hilt seconded. Carried. Simmons presented Public Safety Committee minutes of meeting held February 13, 1992 and moved for acceptance. Taube seconded. Carried. Patterson presented Rules, Laws, & Ordinance Committee meeting minutes of February 13, 1992 and moved for acceptance. Taube seconded. Taube requested individual consideration of Paragraph #5. Minutes approved without Paragraph #5. Taube moved to refer year. H. Sanders seconded. Clerk noted that information could be Paragraph #5 back to Committee to include a sunset provision of one passed on to City Attorney and minutes corrected at next meeting. Taube withdrew motion. Minutes approved with Paragraph #5. D. Sanders presented Public Utilities Committee Meeting minutes of Carried. February 20, 1992 and moved for acceptance. Hilt seconded. Plan Commission minutes of meeting held February 18, 1992 were received and placed on file. NEW BUSINESS Reso. #47-92 - Approval of Agreement Between the City of Muskego Hilt moved for adoption, H. Sanders seconded. Carried 7-0. and PSI Design, Inc. -- Muskego Volunteer Fire Company Station. Muskego to Discontinue and Vacate a Road Reservation in the City of Reso. #48-92 - Proceedings by the Common Council of the City of Muskego -- Ferguson. Hilt moved for adoption, H. Sanders seconded. Reso. #55-92 - A Resolution Authorizing the City of Muskego to Borrow the Sum of $5,325,000 by Issuing General Obligation Promissory Notes Pursuant to Section 67.12(12) of the Wisconsin Statutes and Authorizing the Sale of the Notes. Dumke moved for Moody's continued "A" Rating for the City. Mr. Swanson reviewed adoption, Hilt seconded. Financial Consultant Swanson announced favorable bids received. Upon request of Dumke, a gentlemen from the audience posed several questions to Mr. Swanson regarding the borrowing. Carried 7-0. Reso. #56-92 - Approval of Certified Survey Map -- Smukowski. D. Sanders moved for adoption, Dumke seconded. Carried 7-0. Reso. #57-92 - Approval of Revised Preliminary Plat -- Creekside seconded. Carried 7-0. Sanders moved for adoption, Dumke LICENSE APPROVAL Hilt moved for approval of Operator's License for Mark W. Stone. H. Sanders seconded, carried. Hilt moved for approval of "Class B" Fermented Malt Beverage & Cafe), Wen Wei Ziebell, Agent. Dumke seconded. Carried 7-0. Intoxicating Liquor License for Siam Restaurant, Inc. (Bangkok VOUCHER APPROVAL amount of $424,591.29. Dumke seconded. Carried 7-0. Hilt moved for approval of payment of General Vouchers in the Common Council Minutes February 25, 1992 Page 3 Simmons moved for approval of payment of Utility Vouchers in the amount of $45,536.21. D. Sanders seconded. Carried 7-0. CITY OFFICIAL'S REPORTS Clerk noted petition received from Linda M. Reynolds to rezone 13 acres from EA to A to allow single-family residence. Public hearing to be March 24, 1992 at 7:15 PM. COMMUNICATIONS AND MISC BUSINESS Clerk read letter dated February 12, 1992 to Mayor and Council from Robert A. Patch, president of Terra Development Corp., requesting action on the rezoning at the March 10, 1992 meeting. Mayor gave update on School Impact Fee Committee meetings. Next meeting scheduled for March 6, 1992 at 3:OO PM at School District office. Attorney Molter noted said meeting should be publicly noticed. Taube requested Committee contact City of Franklin to see how they justified their proposed fee. Mr. Swanson noted he will bring several communities' ordinances regarding implementation of impact fees. Taube discussed joint meeting to be held on February 26, 1992 regarding Comprehensive Plan. Attorney Molter will present opinion on procedure for adoption of Plan. Simmons noted this is a guideline to be used as a tool of the Plan Commission. Mayor noted moratorium issued by City of Greenfield on rezoning of multi-family only expires December 1 and noted Muskego has that moratorium on platting. Attorney Molter noted legally it was authority without adopting an ordinance. Taube discussed having a difficult to do. Taube stated he was looking for ways to correctly compose a resolution for a moratorium. Molter stated he didn't know if it could be done with the Comprehensive Plan in the works. Hilt moved to adjourn at 9:59 PM. H. Sanders seconded, carried.
