MINUTES OF SPECIAL MEETING HELD NOVEMBER 20, 1991
The meeting was called to order at 7:40 P.M. by Mayor Salentine.
Also present were Aldermen Dumke, Hilt, Patterson, D. Sanders, H.
Sanders, Simmons, and Taube, and City Clerk Marenda.
NEW BUSINESS
Reso. #296-91 - Resolution Confirming the Selection of Director of
Planning (Lawrence Kirch). Taube moved for adoption, Patterson
seconded. Carried 7-0.
Reso. #297-91 - Acceptance of Counter Offer -- JC Development.
Hilt moved for adoption, Dumke seconded. Carried 7-0.
Reso. #298-91 - Appropriating the Necessary Funds for the Operation
of the Government and Administration of the City of Muskego for the
Year 1992. Hilt moved for adoption, H. Sanders seconded. Operating
budget reviewed. Attorney retainer discussed. To avoid increase in
reviewing industrial park sales, restructuring Council meetings to
retainer, additional revenue must be generated for the firm, such as
Taube questioned number of hours worked by the attorney for the
schedule items requiring attorney review at start of agenda, etc.
retainer and the dollars per hour. Attorney to submit for Finance
Committee review.
D. Sanders moved to reduce Information Systems account 100.1500.3614 -- Dues & Memberships from $572 to $300. Patterson seconded, carried
Hilt, Dumke, and H. Sanders voting "no." Hilt moved that payment of
4-3, with Patterson, D. Sanders, Simmons, and Taube voting "yes" and
defeated 2-5, with Hilt and Dumke voting "yes" and Patterson, D.
subscription to the Muskeqo Sun not be included. Dumke seconded,
delay hiring additional police officer until March 1, 1992. Dumke
Sanders, H. Sanders, Simmons, and Taube voting "no." Hilt moved to
seconded. Carried 7-0.
Patterson moved to delay hiring new Public Works employee until July
1, 1992. Simmons seconded. Patterson requested vote be deferred
until later in the meeting.
Patterson moved to delete Park Department capital outlay request for
a dump truck in the amount of $23,000. Simmons seconded. Hilt spoke
in favor of the purchase. Motion defeated 4-3 with Hilt, Dumke, D.
Sanders, and H. Sanders voting "no," and Patterson, Simmons, and
Taube voting "yes. 'I
Patterson withdrew motion to start Department of Public Works
employee on July 1, 1992. Agreed to by second.
Hilt moved to increase 100.0050.0901 -- Surplus Applied for Capital
and 100.9900.1001 -- General Government by $5,000 to reflect amount
approved by Capital Budget Committee and Committee of the Whole.
Motion carried.
H. Sanders moved, Hilt seconded, to make following adjustments to the
budget. Motion carried.

Grounds by $3,097 to include additional expense for handicap doors
for City Hall/Library in addition to funds to be obtained by Waukesha
County Block Grant Program. Patterson seconded. Carried 7-0.
