The meeting was called to order at 8:00 P.M. by Mayor Salentine. Sanders, Simmons, and Taube, City Clerk Marenda and Attorney Molter. Hilt moved for approval of the Common Council minutes of meetings held August 13 and 27, 1991. Dumke seconded. Carried. Mayor presented report on Cost Analysis of Selected Waukesha County Sheriff's Department Services, noting the City funded $1,595.00 of this study. COMMITTEE REPORTS H. Sanders presented Finance Committee minutes of meetings held August 21 and 27, 1991 and moved for acceptance. Dumke seconded. Carried. It was agreed no collision insurance would be placed on the Police Department van. D. Sanders presented Public Welfare Committee minutes of meeting held August 8, 1991 and moved for acceptance. Patterson seconded. Patterson noted the Franklin Metro composting area is not opened yet. D. Sanders reported Plan Commission approved site for BFI to spread yard waste with citizens able to use the BFI transfer station on College Avenue to bring their yard waste from 8:00 AM - 12:OO PM each Saturday starting in near future. No branches will be allowed. Carried. D. Sanders presented Public Utilities Committee minutes of meeting held August 22, 1991 and moved for acceptance. Hilt seconded. Carried. placed on file. Plan Commission meeting minutes of August 6, 1991 were received and UNFINISHED BUSINESS Ord. #722 - An Ordinance to Amend Chapter 21, to Add Section 21.22 to the Municipal Code of the City of Muskego (Sewer Utility). Second Reading. D. Sanders moved for adoption, Simmons seconded. Carried 7-0. NEW BUSINESS Reso. #210-91 - Award of Bid -- Well Pumpstations Modifications (Municipal Well & Pump Inc. -- $42,942.00). Hilt moved for adoption, D. Sanders seconded. Carried 7-0. Reso. #211-91 - Approval of Certified Survey Map (Industrial Park Addn. -- WESCO). D. Sanders moved for adoption, H. Sanders seconded. Reso. #216-91 - Approval of Agreement for Plumbing and HVAC Design Services (Public Works Garage). Dumke moved for adoption, H. Sanders seconded. Carried 7-0. Reso. #217-91 - Award of Bid -- Baseball Field Improvement Program (Natural Athletic Turf Inc. -- $14,825.00). Hilt moved for adoption, Taube seconded. Carried 7-0. Reso. #218-91 - Approval of Agreement Between the City and Conley, McDonald, Sprague & Company for Audit Service of Sewer & Water Utility for Year Ending 12/31/91. Dumke moved for adoption, H. Sanders seconded. Patterson moved to defer to compare last year's held on requesting inquiries from other firms. Due to the complexity audit costs with projected cost for 1992, Taube seconded. Discussion of the MMSD contract, TIF Districts, Lake District, etc., it was agreed that no inquiries will be requested. Motion to defer carried 6-1, with H. Sanders voting "no." Reso. #219-91 - Approval of Agreement Between the City and Conley, McDonald, Sprague & Company for Audit Service of General Fund for Year Ending 12/31/91. Dumke moved for adoption, H. Sanders costs with projected cost for 1992. Patterson seconded. Carried seconded. D. Sanders moved to defer to compare last year's audit 6-1, with H. Sanders voting "no." Reso. #220-91 - Resolution to Cancel Further Proceedings to Discontinue and Vacate a Right-of-way (Portion of Ruby Drive Extension -- Bauer). H. Sanders moved for adoption, Hilt seconded. Carried 7-0. Reso. #221-91 - Preliminary Resolution Declaring Intent to Levy Area-Wide Reserve Capacity Assessment for Debt Service for Sewer Service Under S66.60, WI Statutes (Amended Sewer Service Area). public hearing will be held on September 16 at 7:OO PM. D. Sanders Simmons moved for adoption, Hilt seconded. It was noted that the assessment district boundary include those properties that would reported the Utilities Committee was in favor of having the receive sewer in a reasonable timeframe due to the escalation of costs. Hilt stated the only way we can charge the same RCA as the is the only way to recapture interest. D. Sanders expressed concern rest of the City is if the escalation is included. Mayor noted this that the project is being expanded beyond the present needs. Motion carried 6-1, with Taube voting "no. " S Common Council Minutes August 27, 1991 Page 3 Ord. #723 - An Ordinance to Amend the Zoning Map of the City of Muskego (RS-3 to RS-3/0PD -- DeBack). First Reading. Taube requested copies of the public hearing minutes, Plan Commission and Council minutes pertaining to a previous Bushberger rezoning request. VOUCHER APPROVAL Hilt moved for approval of payment of General Vouchers in the amount of $232,038.31. Dumke seconded. It was noted that a Ruekert E, Mielke bill for fire department services in the amount of $1,828.05 had been reduced to $1,000.00 per Resolution #203-90. Motion carried 7-0. Simmons moved for approval of payment of Utility Vouchers in the amount of $181,842.26. D. Sanders seconded. Carried 7-0. CITY OFFICIALS' REPORTS Attorney Molter reported he is working on the offer to purchase land for the fire department. Dumke moved to adjourn at 9:44 PM. H. Sanders seconded, carried.
