MINUTES OF MEETING HELD AUGUST 13, 1991
The meeting was called to order at 7: 50 P.M. by Mayor Salentine.
Also present were Aldermen Dumke, Hilt, D. Sanders, H. Sanders,
Simmons, and Taube, City Attorney Trindl and Deputy City Clerk
Cichocki. Absent was Alderman Patterson.
Hilt moved for approval of the Common Council minutes of meeting held
July 23, 1991. Dumke seconded. Carried.
COMMITTEE REPORTS
H. Sanders presented Finance Committee minutes of meetings held
August I and August 13, 1991 and moved for acceptance. Hilt
seconded. Mayor clarified that $1,500.00 was released to Community
Festival Committee and that reimbursement of Losik Engineering
payment will be made through assessment process. Hilt clarified that
WEPCO right-of-way extends from Racine Avenue west to Woods Road.
Carried.
Taube presented Public Works Committee minutes of meeting held July
25, 1991 and moved for acceptance. Dumke seconded. Carried.
August 8, 1991 and moved for acceptance. Taube seconded. D. Sanders
Simmons presented Public Safety Committee minutes of meeting held
moved to delete Paragraph 2 regarding condemnation of Hartman
outbuildinas. Taube seconded. carried. Minutes as amended adooted ~ ~ ~~ . ~~~
6-0. This-matter will be placed on the next Public Safety Committee
agenda.
Taube presented Rules, Laws & Ordinance Committee minutes of meeting
held August 8, 1991. H. Sanders seconded, carried.
UNFINISHED BUSINESS
Ord. #721 - An Ordinance to Amend the Zoning Map of the City of
Muskego (RS-2 to RSA--Paschke) Second Reading. Taube moved for
denial, Simmons seconded. Taube stated that many residents who
attended the public hearing were opposed to the rezoning request and
the proposed multiple-family housing would increase density which
could force new schools to be built, thus increasing taxes. D.
Sanders explained that Plan Commission recommends that four of the
lots remain zoned as single-family which allows for only ten duplexes
on lots of at least 20,000 square feet. Mayor asked the Deputy Clerk
to read letters from two residents. Taube objected, Mayor canvassed
the Council which resulted in a 5-1 vote, with Taube voting "no."
Taube did not feel buffer between multiple and single-family housing
was adequate. Mayor vacated the chair to Council President Hilt in
order to debate. Mayor pointed out that the buffer was good planning
and the proposed development is a way of providing sewer to current
residents on Ann and Kelly Drives. Hilt stated that condemning land
in order to provide sewer would probably not occur because of
expense. Motion denied 3-4, with Dumke, Simmons, and Taube voting
"yes" and Hilt, D. Sanders, H. Sanders, and Mayor voting "no." Hilt
moved to approve, D. Sanders seconded. Hilt moved to amend to add
the following to Section 1: "(1) Site approval is obtained and that
said site approval to be obtained will only be given for two family
