Hilt moved for approval of the Common Council minutes of meeting held
July 15, 1991. Dumke seconded. Carried.
Proclamation read proclaiming Tuesday, August 6, 1991, as "National
Night Out" in the City of Muskego.
City Auditor Don Vilione appeared to present 1990 financial
of the City.

COMMITTEE REPORTS
H. Sanders presented Finance Committee minutes of meetings held July
17 and July 23, 1991 and moved for acceptance. Hilt seconded,
carried.
D. Sanders presented Public Welfare Committee minutes of meeting held
July 17, 1991 and moved for acceptance. Patterson seconded, carried.
D. Sanders presented Public Utilities Committee minutes of meeting
held July 18, 1991 and moved for acceptance. Simmons seconded. The
exhibit on REC allocations and availability was reviewed. Taube
expressed concern about controlling growth in the City. Dumke also
felt RECs should not be allocated just because they are available
because it will increase population and the need for services. Hilt
advised that the chart only provides information on how many RECs are
available to allocate. Motion carried.
Plan Commission minutes of meeting held July 16, 1991 were received
and placed on file.
OLD BUSINESS
Reso. #169-91 - Authorize City Engineer and City Attorney to
Initiate Preliminary Resolution (RCA Assessment--Southeast Area of
City). On floor, deferred June 25, 1991. Mayor asked that City
defined area of the RCA assessment district, with possibly the area
Engineers be allowed to study alternative proposals and recommend the
to include all areas to be served by the two lift stations. He
stated the financial consultant recommended placing the whole area in
the RCA district, but the Utilities Committee recommended just the
area in the first lift station area. Hilt agreed the City Engineer
numbers from the City Engineers and financial consultants to confirm

or dispute the report submitted by the developer. Mayor advised the
numbers are included in the Facilities Plan. Dumke requested total

Special Assessment Police Powers Under S66.60, Wisconsin Statutes,
as to Sanitary Sewer Assessment Area for Valley View Heights Sewer
Project (Project MSS-1-91; Assessment District "SO"). Simmons moved
for adoption, D. Sanders seconded. Carried 7-0.
Reso. #183-91 - Preliminary Resolution Declaring Intent to Exercise

(Project MW-14-91; Assessment District "WM"). Hilt moved for
adoption, D. Sanders seconded. Carried 7-0.
Reso. #184-91 - Approval of Certified Survey Map (Fries--Town of
Norway). D. Sanders moved for adoption, Dumke seconded. Carried 7-0.
Reso. #185-91 - Approval of Certified Survey Map (Hansen--Town of
Norway). D. Sanders moved for adopt'ion, H. Sanders seconded.
Carried 7-0.
Reso. #186-91 - Establishing Ward Boundaries Using 1990 Census
Figures. Patterson moved for adoption, D. Sanders seconded. H.
Committee because of the lack of equal population in the districts.
Sanders stated he was not pleased with the map proposed by Welfare
He preferred the map prepared by staff. Dumke objected to both maps
due to the change of his constituency. By consensus of opinion, the

Reso. #189-91 - Approval of Architectural Firm--Muskego Volunteer
Fire Company Station. Hilt moved for adoption, Dumke seconded. With
no objections from Council, MVFC Chief Lloyd Pickart introduced
Committee member Richard Martin and Dan Christiansen from PSI Design
and reported on the Committee's selection process of the architect.
Mayor reported that approximately one acre of property adjacent to
the existing station on Janesville Road has been offered for sale to

Hilt moved for approval of Temporary Operator's Licenses for Muskego
Community Festival and waiving the permit fee for Carrie Chaput,
Norman Chaput, and Joanne Chaput. Dumke seconded. Carried.
Hilt moved for approval of Soda License and waiving fee for Muskego
Community Festival. Taube seconded. Carried.
Hilt moved for approval of Soda License for Dairy Queen of Muskego.

Hilt moved for approval of amended "Class B" Fermented Malt Beverage
& Intoxicating Liquor License for Acker (RfiB's Stage Coach Inn). D.
Sanders seconded. Carried 7-0.
Hilt moved for approval of Gathering Permit for Muskego Women's
Softball League Tournament to be held July 20-21, 1991. Simmons
seconded. Carried.
VOUCHER APPROVAL
Hilt moved for approval of payment of General Vouchers in the amount
of $209,792.89. Dumke seconded. Carried 7-0.
Simmons moved for approval of payment of Utility Vouchers in the
amount of $128,208.78. D. Sanders seconded. Carried 7-0.
CITY OFFICIALS' REPORTS
The Clerk announced there would be a joint meeting of the Common
Council, Plan Commission, Muskego/Norway School Board, and Town of
Norway on Tuesday, August 6, 1991 at 7 PM.
