ccm19910715COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD JULY 15, 1991 The meeting was called to order at 7:30 P.M. by Mayor Salentine. Also present were Aldermen Dumke, Hilt, Patterson, D. Sanders, H. Sanders, Simmons, and Taube, and City Attorney Molter and City Clerk Marenda . Hilt moved for approval of the Common Council minutes of meeting held June 25, 1991. H. Sanders seconded, carried. COMMITTEE REPORTS H. Sanders presented Finance Committee minutes of meeting held July 9, 1991 and moved for acceptance. Hilt seconded, carried. Simmons presented Public Works Committee minutes of meeting held July individual consideration of Paragraph 9 on Page 1 regarding Public 1, 1991 and moved for acceptance. Taube seconded. Hilt requested Works Garage expansion. Hilt requested individual consideration of Paragraph 10 on Page 2 regarding four lanes on Lannon Drive. Motion to adopt minutes without these two paragraphs carried, with Taube opposed. Regarding Paragraph 9, Patterson requested the architect to bid on the option of office expansion to the second level, which could be used in the future. Simmons requested to see written cost figures. D. Sanders felt upstairs expansion was not necessary. Motion to approve Paragraph 9 defeated 3-4, with Patterson, Simmons, voting "no." Regarding Paragraph 10, Mayor stated that the City and Taube voting "yes," and Hilt, Dumke, D. Sanders, and H. Sanders Engineer recommended a three-lane proposal. Simmons stated that traffic and new subdivision development must be taken into Taube voting "yes." Simmons requested that the fourth lane on Lannon consideration. Motion to approve Paragraph 10 defeated 1-6, with Drive be placed on Public Works Committee agenda for further discussion. Plan Commission minutes of meeting held July 2, 1991 were received and placed on file. NEW BUSINESS Reso. #172-91 - Approval of Contract Between HAWS and City of Muskego for Period July 1, 1991 - June 30, 1992. Patterson moved for adoption, D. Sanders seconded. Carried 7-0. City of Muskego for the Licensing Period July 1, 1991 - June 30, Reso. #173-91 - Approval for Various License Applications for the 1992. Hilt moved for adoption, H. Sanders seconded. Carried 7-0. Reso. #174-91 - Approval of Certified Survey Map (Agenten). D. Sanders moved for adoption, Patterson seconded. Carried 7-0. Reso. #175-91 - Approval of Certified Survey Map (Jones--Town of Norway). D. Sanders moved for adoption, Simmons seconded. Carried 7-0. Reso. #176-91 - Approval of Amendment to Developer's Agreement--Bay Breeze. Hilt moved for adoption, Dumke seconded. Taube moved to Common Council Minutes July 15, 1991 Page 2 amend the subdivider's agreement to eliminate the 25 semi-private boat slips and modify Resolution #176-91. Patterson seconded. Taube removed motion. Hilt moved to delete "25 semi-private boat slips" in Paragraph 1. Patterson seconded, carried. Resolution #176-91 as amended adopted 7-0. Mayor noted the police boat would be docked in one of the 74 private boat slips. Reso. #177-91 - Approval of Final Plat (Golden Bay -- Town of Waterford). D. Sanders moved for adoption, Simmons seconded. Carried 7-0. Muskego and Muskego Historical Society, Inc. Dumke moved for Reso. #178-91 - Approval of Amended Lease Agreement Between City of adoption, H. Sanders seconded. Clerk read opinion from attorney with suggested amendments to Paragraphs 2, 21, and 22 to the lease. Taube moved to amend 21 and 22 of lease to include attorney's proposed language, with #22 further amended to add: "and during the term of the lease, the City and/or its representatives may construct any structure it deems necessary in the conduct of such festivals." Patterson seconded, carried. Motion to approve amended Paragraphs 21 and 22 carried 7-0. D. Sanders moved to amend #2 to include language to be drafted by the City Attorney to allow Muskego Historical Society to stay forever, but if City gives them notice, they have four years to leave. Simmons seconded, carried 7-0. Resolution 178-91 as amended, carried 7-0. Reso. #179-91 - Authorize City Clerk to Apply for DNR Financial Assistance -- Recycling Program. Patterson moved for adoption, D. Sanders seconded. Carried 7-0. Reso. #180-91 - Approval of Offer to Purchase (Industrial Park Addition -- Wesco). Hilt moved for adoption to approve, Dumke seconded. Carried 7-0. Reso. #181-91 - Appointment of Member to Parks & Recreation Board. Hilt moved for adoption of appointed member Frances Burgeson, Taube seconded. Carried 7-0. LICENSE APPROVAL Hilt moved for approval of amended "Class B" Fermented Malt Beverage Dumke seconded. Carried 7-0. & Intoxicating Liquor License for Paul Schaumberg (Choir Practice). Hilt moved for approval of Salvage & Recycling permit for Jack Glockner, Patterson seconded. Carried. Hilt moved for approval of Refuse Haulers permit for Laidlaw Waste Systems, Simmons seconded. Carried. VOUCHER APPROVAL Hilt moved for approval of payment of General Vouchers in the amount of $229,361.34. H. Sanders seconded. Carried 7-0. CITY OFFICIALS' REPORTS The Clerk announced that a public hearing to consider rezoning the William Paschke Jr. property from RS-2 to RSA will be held on Tuesday, July 23, 1991 at 7:20 PM. Mayor announced that the Architectural Control Steering Committee will be selecting an architectural firm for the design and construction of the Muskego Volunteer Fire Company Station to be submitted for approval at the July 23 Common Council meeting. Patterson reminded the Council that Stone Ridge Recycling Center will be opened Saturday, July 20, 1991 from 8 AM to noon. The Clerk announced that the annual meeting of the Big Muskego Lake/Bass Bay Protection & Rehabilitation will be held July 22, 1991 at 7:OO PM in the Muskego Room of City Hall. Mayor stated that Civil War Days, sponsored by the Historical Society, is scheduled for July 20-21. Hilt moved to adjourn at 9:25 P.M. Taube seconded, carried. Respectfully submitted, an K.
