ccm19910625COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD JUNE 25, 199 1 The meeting was called to order at 8:08 P.M. by Mayor Salentine. Also present were Aldermen Dumke, Hilt, Patterson, D. Sanders, H. Sanders, Simmons, and Taube, and City Attorney Molter and City Clerk Marenda. Hilt moved for approval of the Common Council minutes of meeting held June 11, 1991. Dumke seconded, carried. COMMITTEE REPORTS H. Sanders presented Finance Committee minutes of meetings held June 19 and June 25, 1991 and moved for acceptance. Hilt seconded, carried. June 13, 1991 and moved for acceptance. Taube seconded, carried. Patterson presented Public Safety Committee minutes of meeting held D. Sanders presented Public Utilities Committee minutes of meeting held June 20, 1991 and moved for acceptance. Hilt seconded. Taube requested individual consideration of Paragraph 4 on Page 1 regarding Kelly Drive. The Mayor noted there was an ordinance on tonight's moratorium in place on sewer extensions. Simmons requested agenda with restrictions on sewer extensions and also there is a individual consideration of Paragraph 2 on Page 3 regarding Aud Mar Drive sewer connections subject to research to make sure not already granted. Motion to adopt minutes without these two paragraphs carried. Regarding Kelly Drive Paragraph, Taube moved to defer action on approval of sewer connections due to moratorium. Patterson seconded. Taube explained he would like to address Public Utilities moved to defer action on the Aud Mar Drive sewer connection request Committee on the multiple zoning request. Carried 7-0. Sanders moved to suspend rules to allow second reading. Patterson seconded. Carried 7-0. Second reading. D. Sanders moved voting no. for adoption, Patterson seconded. Carried 6-1, with H. Sanders Ord. #720 - An Ordinance to Amend Chapter 21, Sections 21.04(22) and 21.21 of the Municipal Code of the City of Muskego (Sewer Utility). First reading. Simmons moved to suspend rules to allow second reading. D. Sanders seconded. Carried 7-0. Second reading. Hilt moved for adoption with Paragraph 5 to call for a permit fee of $100.00 per application. Simmons seconded. Mayor noted the application fee will go to the General Fund of the City and the Planning Department will process the applications. Discussion of fee calling the question, Hilt, Dumke, D. Sanders, and H. Sanders voted followed. H. Sanders called for the question. Simmons objected. On continued. Simmons moved to amend fee to $125.00 per REC, Taube "yes," and Patterson, Simmons, and Taube voted "no." Discussion seconded. Motion withdrawn by Simmons. Patterson moved to amend fee to $100.00 per application plus $25.00 per REC for each additional REC. Taube seconded. Patterson withdrew motion. Taube moved to amend fee to $100.00 per application per type of development (residential, multi-family, commercial, or industrial). Patterson seconded. Carried 6-1 with H. Sanders voting "no." Ordinance #720 as amended adopted 6-1 with H. Sanders voting "no." LICENSE APPROVAL I Hilt moved for approval of Operator's Licenses subject to favorable police reports for Norma Budish, Jimmy Weston, Karl Wegner, Margo Lyon, Mark Bennett, Dan Dassow, Debbie Balthazor, Bart Strobel, Jay Kudronowicz, Robin McGeary, Renee Delonay, Lloyd Delonay, Steven Bayer, and Deborah Blood. Dumke seconded. Carried. VOUCHER APPROVAL Hilt moved for approval of Gatherinq Permit and Waivinq of Fee for Muskego Community-Festival August 25-25, 1991. Taube seconded. Carried 7-0. Hilt moved for approval of payment of General Vouchers in the amount of $243,936.59. H. Sanders seconded. Carried 7-0. Simmons moved for approval of payment of Utility Vouchers in the amount of $130,147.22. D. Sanders seconded. Carried 7-0. CITY OFFICIALS' REPORTS The Clerk announced that a public hearing to review proposed map establishina revised ward boundaries to reflect boundarv shifts as a a 7:15 PM. result of tie 1990 census would be held on Tuesday, Jul; 9, 1991 at Common Council Minutes June 25, 1991 Page 4 Patterson thanked Muskego High School Student Council for assisting at the last minute at the Recycling Center on June 15, 1991.
