Sanders, The meeting was called to order at 7:45 P.M. by Mayor Salentine. were Aldermen Dumke and Taube. and Simmons, City Attorney Molter and City Clerk Marenda. Absent Hilt moved for approval of the Common Council minutes of meeting held May 14, 1991. H. Sanders seconded, carried. COMMITTEE REPORTS H. Sanders presented Finance Committee minutes of meetings held May 22 and May 28, 1991 and moved for acceptance. Hilt seconded. Patterson felt maintenance agreement policy should be established to require obtaining competitive quotes if maintenance agreement costs increase. Motion carried, with Patterson voting "no." D. Sanders presented Public Utilities Committee minutes of meeting held May 16, 1991 and moved for acceptance. Hilt seconded. Carried. Plan Commission minutes of meeting held May 21, 1991 were received and placed on file. UNFINISHED BUSINESS Ord. #714 - An Ordinance to Amend Chapter 28, Section 28.04(1)(d) of the Municipal Code of the City of Muskego Regarding Multi-Unit Metering (Water). Second Reading. D. Sanders moved for adoption, Simmons seconded. Carried 5-0. Ord. #716 - An Ordinance to Amend Chapter 17, Section 6.04(4)G.2. of the Municipal Code of the City of Muskego Regarding Off-street Parking (Trucks, Trailers and Equipment). Second Reading. Hilt moved for adoption, H. Sanders seconded. It was clarified that the criteria of three homes within 800 feet was in addition to petitioner's home. After discussion, Attorney Molter stated the only time Plan Commission has discretion is if the area is determined to be predominantly undeveloped. If the Planning Department determines that there are three homes within the 800 feet, the request will not be submitted to the Plan Commission. Motion carried 5-0. Municipal Code of the City of Muskego (Park Dedication Fee). First Ord. #717 - An Ordinance to Amend Chapter 18, Section 2.3 of the Reading. Hilt moved to suspend rules to allow second reading. D. Sanders seconded, carried 5-0. Second Reading. Hilt moved for adoption, D. Sanders seconded. Mayor stated the Plan Commission felt the addition of (9) was not appropriate since the Plan Commission Council. Carried 5-0. Simmons moved to have the Common Council should have the discretion with ultimate approval of the plat by the petition to amend Section 2.3 of Chapter 18 to increase park dedication fee from $325 to $400 with a public hearing to be scheduled on June 25, 1991 and adoption of the ordinance at the Council meeting on the same date. Hilt seconded. Patterson felt the fee should be $450. Motion carried 5-0. LICENSE APPROVAL Hilt moved for approval of Operator's Licenses subject to favorable police reports for Christopher Jones, Margaret Leitinger, and Phyllis Backhaus. H. Sanders seconded. Carried. VOUCHER APPROVAL H. Sanders moved for approval of payment of General Vouchers in the amount of $188,540.90. Hilt seconded. Carried 5-0. Simmons moved for approval of payment of Utility Vouchers in the amount of $692,399.79. D. Sanders seconded. Carried 5-0. CITY OFFICIALS' REPORTS Attorney Molter reported he received copy of lawsuit against Municipal Judge Lentz. He also advised a lien dispute with a sewer contractor has been resolved. Common Council Minutes May 28, 1991 Page 3 Mayor announced the appointment of Alderman Harold Sanders as Council member representative to the Emerald Park Standing Committee. He noted it was the responsibility of the Common Council to appoint two Agreement. residents residing within the area in Exhibit C-1 of the EPI Mayor reported the redistricting map has been completed by staff and available for review.
