ccm19901113.. COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD NOVEMBER 13, 1990 Called to order at 8:06 p.m. by Mayor Salentine. Also present were Aldermen Dumke, Hilt, Patterson, D. Sanders, H. Sanders, Simmons and Taube, City Attorney Molter and City Clerk Marenda. Hilt moved for approval of minutes of meeting held October 23, 1990. Dumke seconded, carried. Mayor read the Notice of Closed Session, noting that the Common Council would reconvene into Open Session for the purpose of adjournment. Clerk read Proclamation proclaiming November 18-24, 1990 as Family Life Week. County Supervisor George Guhr appeared before the Council presenting information on the Waukesha County budget. He indicated he would support the study requested by the Waukesha County Village President's and Mayor's Coalition regarding county charges for services. He also presented an update on the incineration status. COMMITTEE REPORTS H. Sanders presented minutes of Finance Committee meetings of October 24, November 7 and 13, 1990 and moved for acceptance. Hilt seconded, carried. of October 29, 1990 and moved for acceptance. Patterson D. Sanders presented minutes of Public Welfare Committee meeting seconded, carried. October 31, 1990 and moved for acceptance. Taube seconded. Simmons presented minutes of Public Works Committee meeting of Regarding the Schultz Lane Road project, Dumke noted that the property owners involved have advised they will continue their commitment for cost sharing through 1991. Motion carried. Patterson presented minutes of Public Safety Committee meeting of November 8, 1990 and moved for acceptance. Taube seconded. It was noted that only payment of installation of the street light at entrance to Industrial Park Addn. to be taken from the Industrial Park fund, with on-going electrical costs to be will be corrected at the next meeting to indicate the Committee's responsibility of the Public Works budget. Committee minutes intent that a standard pole be erected. Motion carried. As to tippage fees on mining or excavation operations, renewal of an existing operation. Motion carried. it was noted that this pertains only to a new operation and not a Taube presented minutes of Public Works Committee meeting of November 13, 1990 and moved for acceptance. Simmons rules to allow second reading. D. Sanders seconded, carried 7- seconded, carried 7-0. Ord.#699 - An Ordinance to Amend Section 9.03 and 12.03 of the Municipal Code of the City of Muskego Relating to the Sale and Discharge of Fireworks. First reading. Ord.#700 - An Ordinance to Amend Section 9.26(2) of the Municipal Code of the City of Muskego - Loitering Near School Prohibited. First reading. Simmons moved to suspend rules to allow second reading. Patterson seconded. After discussion, with approval of second, Simmons withdrew motion, and requested Ordinance be submitted to City Attorney for review. LICENSE APPROVAL Hilt moved for approval of Operator's Licenses for Kim Pagel, Robert Laskowski, Jodie Nuber, Kathryn Bosch and John Draskovich, subject to receipt of favorable police reports. Dumke seconded, carried. VOUCHER APPROVAL Hilt moved for approval of payment of General Vouchers in the amount of $2,037,548.53. Dumke seconded, carried 7-0. Common Council Minutes November 13, 1990 - Page 4 Simmons moved for approval of payment of Utility Vouchers in the amount of $282,189.39. D. Sanders seconded, carried 7-0. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Discussion of policy requiring Utility purchases to be approved by the Common Council. Hilt moved that purchases of budgeted sewer and water items under $5,000.00 be reviewed by the Utilities Committee with Finance Committee approving the voucher and Common Council approving Public Utilities and Finance Committee minutes: and those items over $5,000.00 be submitted for approval as above, but with the addition of a Common Council Resolution to approve. Simmons seconded, carried 5-2 with Hilt, Dumke, D. Sanders, H. Sanders and Simmons voting "yes" and Patterson and Taube voting "no". Mayor advised the Computer Committee was interviewing for the Council had established a starting salary of between $25,000.00 - Director of Information Systems position, and noted the Common $29,000.00 dependent upon experience and education, and the Committee was asking to create the starting salary at $29,000.00 noted that the $29,000.00 would be the 1991 salary. There were due to the experience and education of the applicants. It was no object ions. Hilt moved to convene into Closed Session pursuant to §19.85(l)(e), Deliberating or negotiating the purchasing of other specified public business, whenever competitive or public properties, the investing of public funds, or conducting bargaining reasons require a Closed Session, more specifically concerning MMSD negotiations. Simmons seconded. It was noted the Common Council would reconvene into Open Session for the purpose of adjournment. Motion carried 7-0.
